From the lirst institut'on of tliis fciocicty in July, 1797 to January 1800, the maiiagenient of itfl affair* and the making of all its rules and regulations appears to have been Vested in atid controlled ty all thef me.nbers of the Profession generally,- and it was net until the 9th Nov. 1799, that any change in this respect was attempted. At that time c full meeting of the Profession adopted a rule, approved of by the Juogee, on tlie 16th Janna»y fdUowingy by which they elected 15 Ben- eherr, including those previour-ly appointed, with the six senior mem' bers of the Froftssionf and on the part of the Society, the government of its affairs was entrusted to these Bencherp. Since that time, down • to tlwj pasteing the Act of Incorporation irt 1622, ma;;y Benchers Were" «ppointed,' not being of the six senior members of the Society, nor yet in every iristftnte next iii seniO:ity to the Senior Beieher< at the tiihe' of such appre of tinaUd uhtM *' Since the passing of this Act, no Rules or Bj^-I^ws goiretnijig the ip^intment of Benchers can be found, but the practice already ni6i&^ iioned appears to have continui^d down tOthe present time. Your Committee have taken the liberty of suggestuig a tnflin|f .alterati-^ pn in this system, namely, to dp away with the npcessity of any certlL' ^cate whatever.
