 Atter eighteen years' successsful work among 
 lildreii of this Province needing a home, the Com- 
 mittee have pleasure in reporting that the Home 
 18 had very liberal support during the past year. 
 fhe collectors gratefully acknowledge the cheerful 
 jadiness with which subscribers have responded to 
 leir calls, many of them expressing a willingness 
 increase their subscription should it be required. 
 
 Ihe general management has been conducted 
 ^y the Ladies' Committee with Mrs. AValker as 
 latron, who is to be commended for her unremitting 
 id motherly care of so many little ones. 
 
 Pr. Milne has again kindly given his profes- 
 feonal services to occupants of the Home when

 needed — tba Committee gratefully acknowledge! 
 generosity in this matter. 
 
 Services, such as hair cutting, etc., have aj|_ 
 been rendered gratis, for which thanks are due. 
 
 The total income for the year amounted 
 $4,689.85, and the expenditure to ^2,868. 37, 
 compared with 92,152 80, and 93,510 38, respe 
 tively for 1889. 
 
 During the year alterations and improvement 
 were made to the building at an outlay of $50;') f>^

 I during the year and have sent in varied and valuable 
 [donations which virere acknowledged from month to 
 month through the press. In addition to the cash 
 subscriptions, the collectors acknowledge the receipt 
 of orders for groceries from Messrs. Fell & Co., 
 Messrs. Rowbotham & Go. ; and glassware from 
 Messrs. B. H. Brown & Co., and a valuable case of 
 boots and shoes from Mr. A. Flumerfelt. 
 
 The thanks of the Committee are also due to 
 Geo. Mesher, Esq., for having supplied a cooking 
 range^ the cost of which was largely covered by 
 his own and subscriptions of employees of the

 (Adopted 27th October, 1873.) 
 
 INCORPORATED d-lTH JULY, d 883. 
 
 1. This Institution shall be called the ** Britis 
 Columbia Protestant Orphans* Home." 
 
 2. The object of this Institution is to receive andl 
 to provide a home for orphan, destitute and other 
 children, under the age often years, requiring 8ucli| 
 care ; and to educate them in the Protestant faitb, 
 and instruct them in the elements of secular I 
 knowledge. 
 
 3. The Management of this Institution shall be i 
 vested in a Committee chosen from the subscribers, 
 at the Annual Meeting to be held on the secoiKll 
 Tuesday of December in each year, said committee to | 
 consist of four representatives from each Protestant 
 denomination in Victoria, of whom at least one shall 
 be a Clergyman, and not fewer than two Laymen, 
 and one-third of whom shall constitute a quorum for 
 the transaction of general business.

 4. It shall bo the duty of such Coramittee at their 
 rst meeting, to be held not later than one week 
 ter their election, to appoint from their own 
 imber, a President, Secretary and Treasurer ; to 
 leet at least once a quarter, and oftener if required; 
 
 provide for the support ot the institution by means 
 [f voluntary contributions and otherwise, as they 
 lay deem advisable. 
 
 5. The Committee shall also, at their first meeting 
 ifter election, appoint a committee of ladies composed 
 )f an equal number from each denomination to take 
 jharge of the internal management of the Institution. 
 5uch Committee of Ladies shall appoint their officers 
 ind make their own regulations equitably according 
 to the spirit of this Constitution and the basis on 
 
 [which the Association is formed. On approved 
 [monthly requisition they may draw on the Treasurer 
 for necessary funds, and shall therewith pay all bills. 
 I They shall also present to the President a monthly 
 report of the state of the finances and the condition 
 of the Institution. 
 
 6. The religious training of these orphans shall 
 be conducted according to the doctrines and tenets 
 held by the orthodox Protestant Churches. In this 
 Constituiiou those Churches are esteemed orthodox 
 which hold as the foundation of their faith, the 
 Fufficiency and authority of the Holy Scripture for 
 salvation — Holy Scripture being the commonly re- 
 ceived books of the Old and New Testament, — so 
 that whatsoever is not read therein or may not be

 line's relating to the conduct and management of its

 my proposed alteration be given at a regular meet-
