Wo have hailed with gratefid feelings the beneficence of the best of Sovereigns in the various imperfal grants so auspiciously made to secure to us and to our posterity, the proud advantages of Bri- tish Subjects, as well for the purpose of fortifying our frontiers as for opening and improving our internal communications: in which we recognize your Excellency's favourable representations to His Majesty's Government, on those subjects so intimately connected with the true welfare of this Province. We are not unmindful o«f the great improvement in this Province since your Excellency's Administration of its Government, in laying open to actual settlement, so many Townships, which were previously so many fellow subjects from the Mother Country. We are also sensible that your Excellency's Administration has always been marked with that mildness whicn Religion and virtue inculcate ; and we are satisfied that it has been your Excellency's constant desire to administer equal and impartial justice alike to all His Majesty's Subjects. Gentlemen, I receive with great satisfaction the affectionate Address of the Clerg}', Magistrates, and other Inhabitants of the Dislric, o\ 'Jore, and am much indebted to you, Gentlemen, for your kindnoss in attending to present it in person. The approbation of so Loyal and Respectable a Body of the Inhabitants of the District of Gore is very acceptable to me, for although when 1 shill leave this Province to diijcharge the duties of another Governtnent, to which my Sovereign has Graciously ap- pointed me, I shall carry with me the consciousness of having been always actuated by an earnest and sincere desire to promote yoiT welfare, I shall have great additional satisfaction in knowing that J ou have kindly and favorably appreciated my conduct. You will oblige me by conveying also to the Inhabitants of the District of Gore my assurance that their just expressions of gra- titude to our GRAcinirs Sovereign for the munificent disposition displayed toward this Colony afford me particuliir pleasure. If is indeed to me a source of most agreeable reflection that I have suf- fered nothing to deter or discourage me from aiding, by the strong- est representations to the Kino's Government, every effort at public Improvement in this valuable Colony. J^c. ftlAY IT PLEASE YOUR EXCELLENCY, yVe, the undersigned Inhabitants of the Town of York, and its vicinity, bog leave to approach your Excellency upon the eve of your departure from this Province with feelings of the highest esteem and respect for your Person and Government, and with 15 sincerest assurances of our conviction, that your Excellency's ad- ministrutioii of this Government, longer indeed than thiU of any of your predecessors, has been unifurmly marked with that zeal for His M-ijesiy's Service, and impartiality towards all classes of His Ma- jesty's Subjerts in this Colony, that your residence amongst us will be cherished in the grateful recollection of an affectionate and loyal people. Under a Constitution essentialh British, where free discussion forms so important a feature in the frame of political society, it is hardly to be expected, that any person could have so long filled the high and important station which your Excellency is now about to relinquish in this Country, without encountering a portion of ihat opposition, which is incidental to our free institutions, and wiihout at the same time being the principal object of those acrimonious animadversions, from which even the more exalted station of our Gracious Sovereign is not exempted ; but independent of the sue cess which has attended your Excellency's labours in the public service, and the increasing prosperity of the Colony, which each successive year of ytiur administration has wiM;essed ; your Excel- lency must enjoy the satisfaction of feeling, that your promotion to the Government of Nova Scotia att'oi\is ihc amplest proof that these exertions and that conduct, to which we pay our humble tribute of approbation, liave been as justly appreciated, by ourmost Gracious Sovereign, as they have been by every candid and well disposed Inhabitant of this Province. It cannot but afford peculiar gratification to your Excellency to contem,ilate the rapid advancement in our trade, commerce and agricultural improvement ; and to observe the vast increase in our population, during the ten years you have presided over our inte- rests and promoted the developemnt of our resources, and the present prosperity of the people of this Province affords an irrefra- gable evidence of the wisdom and justice of your Excellency's measures. For ten years we have lived under the mild and equitahle admi- nistration of your Excellency— for ten years we have witnessed, with the attention ©f men having a deep interest at stuke in the welfire of the Province, the unwearied exertions of your Excellen- cy for the advancement of its prosperity, and the happiness of its people — and although we have during this period not unfrequently heard of oppression, of misrule, of public icrongs, and private griev- ances, we believe they have existed only in the im.tginations of men, who, either to attain popularity, or to gratify some less laud- able [If opeusity, endeavour to infuse into the public mind a spirit of hostiHI^ to the existing authorities of the Country. Tho people feel, (notwithsttnding the industry of the discontented and the disaffected) that they are living in the perfect, the undisturbed, unfearing pos- session of every blessing of our enviable Constitution.—" They sow in hope, and reap in ghdness.'* — They arise with the smiles of the tnorning and lie down beneath the chadows of night " none daring to make thera afraid." — ^They see the Country once an uncuPivatod desert, now unfolding its fertile bosotu ; and by the abundance of its productions, their toils are compensated, ami their wants supplied. They witness also the many and important operations which are pro- gressing for the improvement of their internal navigation ; and whilst they proudly anticipate the day, as almost at hand, when the once isolated Barque of the Western Likes, shall proudly swell its sprea- ding sails upon the bosom of tlir ocean, bearing the productions of their fiirms to distant lands, they cannot help thinking (notwithstan- ding all they have heard to the contrary) that under your Excellen- cy's administration, the Province is rising to great commercial, and agricultural importance. It is therefore impossible that we, who are likely to derive so great advantages from tho measures recom- mended and adopted by your Excellency, and entertaining as we do the highest esteem for your Excellency's private character could now abstain from assuring your Excellency, that we deeply regret your departure from this Province. Permit us therefore to bid your Excellency a grateful and affec- tionate farewell ; and believe us when we say, we shall ever feel as happy to hear of your political advancement as we have always been of your doieestic happiness. Gentlemen, I have received the aflecfionite address of the Inhabitants of Perfh and its Vicinity, with much .satisfiction. The mark of iny Sovereign's approbation which He has been graciously pleased to bestow upon me, in appointing me to the Government of Nova Scotia, is enhinced in vahie by your kind congratulations. The circnnistances under which the District of B.tlhurst was settled at comparatively a late period, have led me to mark its rapid and satisfactory progress with particular interest, and in my recent tour along the course of the ilideau Canal, I have had equal reason to admire the wonderful capibility of improvement which the Country presents, and the unbouiideeply impressed on our minds, and to sf^curc to your Excollcucy our most unfeigned and sincere regard. To assure your Excellency, that wo are fully sensible of the deep interest your Excellency has taken in sotiling, on the best foundation livit circumstances would admit, the financial difficulties which we formerly experienced with our sister Province of Lower Canada ; and ate not unnundful of the advantages which the Pro- vince h :•.:■* derived from the extinguishment of the claims which His Majesty has most graciously allowed to the Aborigines for immense tracts of cosujtry within ihe Province, which under the wise and judicio-is superintendance of your Excellency, have been Surveyed and put under Setlhiment with Emigrants from our Mo- ther Country to a very growing extent, without adding to the public burdens of the Province, by wh;ch our extensive settlements are becoming consolidated, and our physical strength increas^ed. To assure your Excellency of the high sense of gratitude wo feel in return for the successful efforts your Excellency has made in improving the internal communications of tlte Province by Canal Navigation, and the construction of Phubours upon the Lakes, or Inland Seas, by which the Province is bounded. We cannot with- hold from your Excellency the pist meed of praise for ti:o deep interest your Excellency has taken in representing the Province so strongly to the favoriible consideration of the Imperial Go- vernment, as to procure the large grants so lately made by tlio Le- gislature of the Mother Country for the completion of the VVelland Canal, the Rideau Canal, and the erection of Fortifications for our defence. To assure your Excellency that the equity, moderation and firmness, by which your administration has been distinguished, has not passed unobserved by us. It cannot but be gratifying to me when about to enter upon the duties of a new Government to find my endeavours in this Pro- vince to fulfil the gracious intentions of my Sovereign, so kindly and so generally acknowledged, that I may venture to assure myself that they have, met with a reasonable measure of success. In re- marking the very rapid advancement in the Settlement' of your District during my administration of this Government, I cannot fail to remember, and I am sure I need not remind you, how much it IS to bo ascribed to the perseverance and exertions of a distin- guished friend of yours who is now absent from the Province. The geneial measures for the improvement of this Province to which you have adverted in terms of approbation were sincerely designed to promote your welfare, and I trust they have not failed to do so. In justice to myself, however, I cannot forbear ♦o arid that my wishes have extended further, and that my judgement has suggested to me other important improvements which the Executive Government alone could not accomplish.
