It is the indispensable duty of every Member of a Community, more especially in compact Towns, to guard against the fatal effects of Fire ; and to prevent as much as possible the dreadful consequences of so alarming and destructive a calamity. And it is generally acknow- ledged, from the experience of every well regulated Society, that Public Associations have the best tendency to prevent those evils— which are too frequently felt by the unfortunate — from the baseness and treachery of wicked and designing persons, who avail themselves of the confusion, incident to such events, as affording a favourable opportunity for the perpetration of their vile and inhuman practices. We the President and Members of the Hand-in-Hand Fire Company, con- vinced of the truth of these facts, and satisfied that many and great benefits result from the establish- ment of Fire Companies, and reposing special trust and confiden^^e in the honor and integrity of each other, do agree lO the following Rules-^^(being a revision and consolidation of the standing Regulations of the Soci^ ety) — as passed at a General Quarterly Meeting of the Company, held on the 7th day of Peceoiber* And w« ■^t' «J«?'V| ..', * >> ' 4 /Ju/cs anc/ Articles pledge ourselves to each other to observe these Rules — and all others which may be duly made in addition, amendment, or alteration thereof. RULE 1. Members. — The Society shall be confined to sixty acting Members, exclusive of Honorary Members. RULE 2. The Officers. —The Officers shall consist of a President, Vice President and Secretary, to be chosen from the acting Members, at the Annual Meeting in De- cember. Th€y shall serve for a Year, unless remov- ed or incapacitated. Any vacancy which may happen, shall be filled up at the first subsequent Meeting, in the same manner as prescribed for the usual Annual Election. RULE 3. Election of the President and Vice President. — The President shall first be chosen in the following manner : — Each Member present shall write on a slip of paper the name of the person whom be proposes as a Candidate, and shall deliver it folded up to the President ; who when the whole are collected shall de- clare the Candidate, for whom most votes are given, du- ly elected. The Vice President shall be next elected in the same manner as the President. RULE 4. Election of the Secretary. — The Secretary «haM be last chosen, and in the following manner : — The Members exempted from serving in this office shall first be ascertained, and these shall be — 1st. In all cases the President and Vice President elected for the ensuing year. 2dly. In such case the election for Secretary shall take place among such Members only, as have eithernever before been elected Secretary, or whose election occurred upwards of five years previously. But if, after such excep- tions there should not remain ut least 5 such unprivi> leged Members, then the election shall take place among the whole Company of efficient Members, with- out any other exemption than of the said President and Vice President. And to prevent confusion it is declared that, after any such Ballot among the whole Society, no privilege of exemption shall be allowed, except such as shall com- mence subsequent thereto. Having ascertained the Members liable to serve as Secretary as aforesaid — the Secretary shall prepare a list of their names, together with Tickets equal to the number of such Members, which shall be marked from No. 1 upwards and folded up. From among these Tick- ets every Member on the said list present,8hiill draw one, and the President or Vice President shall draw one for every such Member who may then be absent ; and he, to whose lot upon such drawing No. One shall first fall, shall be bound to fill the office of Secretary for the en- suing year — or to pay the composition hereafter declar- ed. Whenever the Member thus drawing No. One shall prefer to pay the composition, the drawing shall be renewed and continued in like manner, until one rs found willing to serve. But in cfise the lot shall fall on an absent Member, whose decision whether to pay or serve cannot then be ascertained, a conditional Ballot shall be taken and proceeded with in like manner, until either some Member present willing to serve shall draw No. 1, or until the lot shall have successively fallen on 5 of the absent Members. The Secretary shall then make a Roster, at the head of which he shalJ put the absent Member for whom No. 1 was first drawn, ns aforesaid, and then, in the order of the drawing, the oth- er Members, to whose lot No. I afterwards fell on such conditional Ballot. And he shall without delay, apply to the said Members in succession, as they stand o;« *2 ■A#>,3i'. '% ^r ••jt* 'H' '■!^(f^ '■*^-«;A *^- >•: Rules and Articles ,■ I fii ti k 1; the said roster, who shall one after the other be bound to serve or pay the composition, until one of them shall accept the said othce ; in which case all those standing on the said roster, before the one so accepting shall pay each the composition ; and the drawing of those standing after him on the Roster, shall be to all purposes void and nugatory. If no Member shall accept the said office previous to the next Meeting of the Society, the subject shall then be taken into con- sideration, and if necessary a new election be made in the same manner as before ; excepting always there- from, any Member, who having been elected at the preceding Meeting, paid the composition. And in all cases, until a Member shall be found to accept the said office, the former Secretary shall continue to act and to be to all intents the Secretary of the Society. RULE 5. Election of Members. — Every Candidate shall be openly proposed at a General Meeting, by some Mem- ber of the Society ; upon which the sense of the Company present shall be taken by Ballot with Beans : and the Candidate shall be considered elected if he have three fourths of the votes of the Members present in his favor. The Member who proposes a Candidate shall stand pledged to the Company, that he is duly authorised by the Candidate to do so. Incase any Candidate after his election, shall decline to join the Society, and it shall be considered that the Member who proposed him did so without due authority, the Compa- ny may, in its discretion, tine such Member at the rale specified in the Schedule of Fines. RULE 6. Duty of President.— -It shall be the duty of the President to direct and regulate the Members, as far as possible, when called out at any Fire : he shall pre- serve strict order in the Company at their several Meetings : attend to the Motions made by the Meni- bers ; and when seconded, put them to vote. Duty of Vice President. — It shall be the duly of the Vice President to supply the place of Ihe President, whenever the letter shall be absent from Fires, or the Meetings of the Company ; and, when present on these occasions, to assist him in the performance of his duties. RULE 8. Duty of Secretary. — As soon as a new Secretary is absolutely appointed, and has accepted the otlice, his Predecessor shall immediately deliver to him all the books, articles, and money of the Society in his pos- session. And the Secretary for the time being,, shall always be answerable to the Society tor the books, articles and money which ought to be in his possession. It shall be the duty of the Secretary to attend at all Inspections of the Equipments of the Company ; to warn the Members for all Meetings ; to CfiU the Roll and keep a Minute of the Proceedings of each Meeting ; to collect all Fines and Dues, and make such payments as may be directed by the President or the Company ; and to make a fair and perfect Entry of all the tran'^ac- tions of the Society, He shall, before every Quarterly Electing, enter, in a Book, to be kept specially for that purpose, any alterations or additions which may bo made to the permanent Rules of the Society, so that tlie same may always appear distinct from the common business of the Company. In such Book he shall al- ways keep a correct List of the Members of the Com- pany with the dates of their admission. At every Meet- ing he shall have a fair List prepared of the Fines and Dues standing against each Momher ; and shall serve each Member before every Meolin;:; with a notice oi' the amount of Fines and Dues (if any) standing against him. Duty of Members. — Each Member sh.ill, within one month after his admission into this Company, furnish himself, at his own expense, with two good Leather Buckets, strong and well made, to contain nearly three gallons of water, with proper and substantial handles ; also with two bags each of one yard and three quarters in length, made of ravens duck, having strings tixed in order to close them when filled ; together with a belt and straps to carry the bags : and likewise with a Fireman's Hat, with tiaps. The crown of the Hat to be painted white, and the Buckets and Bags to be marked with the owner's name at length : and undesneath upon the Buckets, and also on the front of the Hat, two clasp- ed hands, handsomely painted, to Jesignate them as the property of the Members of this Company. The Hat, Buc' ets, Lanthorns, and Bags shall be constantly plac- rd or hung up in the most convenient part of the house ; and shall not bo used or removed on any pretence whatever, except on an alarm of Fire. RULE 10. Duty of Members. — There shall always be pro' vided, at the expense of the Company, Twelve Lan- thorns and Bed Keys, which shal! be distributed by the President, at the Meeting in December, to such Members as he shall choose, and be retained by them for a Year. Kvery person who shall so receive a Lanthorn or Bed Key, shall keep the same constantly hungup with his other Equipments, in the mast convenient part of hii Divelling House ; and shall not use them on auy other occasion than on an alarm of Fire. Each Lanthorn shall be constantly kept provided by the Member having charge of it, with a Candle ready fitted for use ; and with another whole candle in the tin case of such Lan- thorn. The Members shall respectively produce tlie Lanthorn and Bed Keys in their charge, at the Quarterly .-psR- of the Hand in Hand Fire Company. 9 Meeting in December, to be delivered to sucb persons as shall be appointed to receive them. The Secretary shall regularly enter on the Proceedings the names of those to whom Lanthorns, Bed Keys or extra Buckets are given. Each Member shall be provided by the Secretary with a printed set of the Rules wbicb be shall bring to the December Meeting. RULE 11. Objects of the Society. — Every Member, upon hearing an alarm of Fire, shall immediately repair with his Hat, Buckets, Bags, and Lanthorn entrusted to him, to the place of Alarm — and there give every a^^^^i^tance in his power, for the preservation of the effects >. his fellow Townsmen. But whenever the property of any Member of the Company shall be in real d i iger, the saving thereof shall be the primary object of the Com- pany's care and attention ; for which purpose the Mem', irs shall severally go to the house or Gtore con- taining the effects in danger, and proceed in removing them, agreeably to the directions of the owner if pre- sent, or otherwise as shall appear best for his interest and benefit. And every Membei who through negli- gence or indolence shall omit to give his attendance or assistance on such an occasion, shall be forever expelled the Company ; unless he can, at the next Quarterly Meeting, give a satisfactory reason to the Company for his omission. And in order to preserve regularity, and to prevent any deceit or imposition from intruders, at the removal of effects in the time of fire, one of the Members shall stand as Sentinel at the door of the house where the Company is employed. And on all occasions of Fire the Members shall obey the directions of the officers. RULE 12. Engine Companies. — As the present Engine Com- panies in this Town are entitled to the first care and attention of the Inhabitants in time of Fire, ttiis Compa- ♦*, •jTS/fS WT \\ (1 ill ill 10 Rules and Articles ny will extend to them the same aid and reliefas if they were actually Members thereof; and also to such other Engine Ccinpanies as may hereafter be formed. RULE 13. IpfSPECTION AFTER FiRE AND BEFORE QUARTERLY Meetings. — The Secretary and one Member shall make a careful inspection of all the equipments of every Mem- ber of the Society — and also of all the Ladders, Pumps, fire hooks and other articles of the Company — at the time of warning for each Quarterly Meeting ; and alike inspection shall be made, under an order from the Presi- dent, within a week after every Fire. And a report in writing of such inspection, signed by the persons making it, shall be delivered at the next Quarterly Meeting. Ev- ery person, upon whom the Secretary may choose to call, shall be bound to attend him on this duty, unless such as have performed the same duty within a year preceding. RULE 14. Articles lost at Fire. — If any of the Members of th 5 Company shall lose his or their Hats, Buckets, Bags, or Lanthorns at a Fire, and shall declare the same at the first Meeting of the Company after the Fire, and Jhat upon his honor he hath made a diligent and proper search for their recovery — the expense of replacing such Hats, Buckets, Bags, or Lanthorns, shall be paid out of the funds of the Company. But in every case the loser shall forthwith replace the article lost, without waiting the decision of the Company, so as to prevent the deficiency of any of those useful articles. RULE 15. RULE 16. 11 Meetings. — There shall be four Quarterly Meeting!) in every Year. They shall be held at such place as the President, or, in his absence, the Vice President, shall appoint, and upon the first Wednesday of December, March, June, and September, respectively : at seven o'clock in the Evening in the first two months, and at eight o'clock in the others. The President also for the time being, or in his absence the Vice President, may at any time, on the request in writing, of any six or more Members, summon a Special Meeting of the Com* pany, upon any particular business. RULE 17. Summons. — Each Member shall be warned to attend every Meeting, by a Notice in writing, which the Secre* tary shall leave at his dwelling house, at latest on the day next preceding that on which it is to be held. The Notice for the December Meeting shall particularly express that there is an additional Fine for non-atlend- ance on that Evening. — Theamount of Fines due by the respective Members shall be noted on the Sum- mons. RULE 18. Calling RoLL.-^At the hours fixed for Meeting, the Roll of the Company shall be called over and the names as well of those who do not answer, as of those who do, shall be entered on the Proceedings. To prevent any difference with respect to the hour of meeting, the President, or in his absence the Vice President, or Chairman for the evening, shall regulate his watch by the Town Clock — and his decision as to the time of calling the Roll shall be final. RULE 19. Articles the Proceedings of the Meeting shall be read by the Secretary ; after which they shall not be called in question, RULE 20. Order at Meetings. — For the preservation of good order and regularity at all meetings, every Member,when addressing the President,shall stand ; and any person who shall interrupt him in any manner, or shall converse on any subject while a member is addressing the President, shall be called to order by him, or by the Vice Presi- dent ;and shall, if refractory, be subject to the fines de- clared for such offence in the Schedule of Fines part of these rules. All motions shall be determined by the majority except the admission of uew members. But a motion for altering any printed rule shall not h^t con- sidered as carried, unless there appear a majority of two thirds of the Company present in favor of it. Mem- bers are not to leave the room, during business, without leave of the President. RULE 21. Honorary Members. — Every Member who has been enrolled in the Company for twenty years, shall at his request be entered as an Honorary Member. Every such Honorary Member paying the quarterly dues shall be exempt from attendance on meetings and from all fines. RULE 22. Every Member on his admission into the Company, shall pay a fee of Five Shillings. Every Member shall pay on each Quarterly Meeting, in aid of the Funds, One Shilling and Three Pence. Every Member present at any Meeting, shall pay for the Evening dues, One Shilling and Three Pence. Leaving the Room without leave, One Shilling and Three Pence. Not taking Bed Keys to a Fire or December Meeting, One Shilling and Three Pence.
