Ai a mectin<; of tlie Mechanics of Quebec, held on the sixteenth of December, 1830, convened for the purpose of deliberatuig on the expediency of founding an Institution, which should have for its main object the inipiovement of the condition of the workiii;'; classes. It was dotermined,thal as the end proposed is best attained by placing the means of intellectual acquirement, within the reach of those desirous of benefiting thereby, and which is best effected by an union of efforts, the establishment of a Society in Quebec, to be termed " The Quebec Mechanics' Institute, '* should be attempted. Article Kith. All transactions of the Committee, shall he open to the inspec- tion of the senior members, at all General meetin^it of the Society. Article I7th. The ordinary General Meetini'fs of the Society shall be held on the first Wednesday in February and Au!j;ust in every year, for the purpose of reccivin:; the report of the Standing Committee. The Anniversary Meeting;, for the election of olficers, shall be held on the second Wednesday in February, in every year. Article 18th. The Election of Oflicevs slrall take place at the Anniversary meetin.j of tlie Society, of which Thirty memliers will constitute a quorum* The Election shall bo conducted in the followin'j; manner, to wit : — Members for life, and Senior Members, who have been Members for at least G calendar months, prior to the day of election, are alone eli!.'ible for ollice, or enti- tled to vote, but Junior Members shall not be eligible to any oflice, nor shall they voto on any occasion whatever. Each Olficcr, or class of Olficers, sliall bo ballotted for separately, and their election shall be decided by a majority of the members present. The Presidincr member, when an equal division takes place, shall give the castinir vote, and shall declare the names of the Members elected OfiTiceis for the ensuing year. Article 19th. In order to preserve the harmony of the Institute, no personal or disrespectful remarks, or impn^rnin/the motives of a member, or remarks of a religious, irreligious, or political nature shall be allowed. Article '201 h. Any alteration, amendment, or addition to the present articles of the Constitution, stiall be submitted in writing, (signed by at least seven Members) to the standing (Committee ; and after having been read, shall lie on the table, for not less than one month, or more than two months consideration, and shall then be submitted by the committee, to the F^iesidcnt, and Vice Presi- dents, together with their report thereon ; the whole thereof to be finally submitted to the semi-Annual Meeting, next ensuing, for decision — and if approved of by two-thirds of the Members present, shall be adopted. A book shall be provided in the Reading Room, for the purpose of affording the members an opportunity of entering remarks and suggestions relative to Mechanics, and the Aits and Sciences. or THE LIBRARY. Article 1st. No Member shall be suffered to move a book from its place in the Librar}', without permission of the Libiarians. 2nd. No member shall be entitled to receive a book from the Library until he shall have paid all sums due from him to the Institute. 3rd. A member applying for books, shall receive but one volume at a time, if it be folio, or quarto, or two octavo's, (except where the plates belonging to the work are bound in a separate volume, when that also shall be delivered if required,) and but two volumes, or set, (not exceeding four volumes,) if it be at duodecimo, or volume of less size ; and not more than one volume of any of f the Magazines, or Reviews sliall be taken from the Library at one and the same time by any one individual : nor shall the same be retained for a longer period than ten days. 4th. Members may exchange one book for another once in every day ; and, foi the general accommodation, it is most earnestly requested, that, in all cases, the books be returned as soon as read. 6th. No member shall lead any Book or Periodical belonging to the Institute. 6th. Any member who shall keep any Book, Newspaper, or other Periodical, beyond the jioriod allowed shall Ibrfeit the snm of one ])enny currency per diem, until returned, which fine, shall belong to the Sub-Lihraiian, who is empowered to refuse deUvcring any otlier work to that member, until the fine be paid. 7th. Any member suffering a book to be lost, written in, torn, or otherwise damaged, whilst in his ])ossession, to pay for the set, (if part of one,) or make good the damage, as may be agreed on by the Committt-e — the Committee shall report every member who refuses or neglects to comjjly with this rule ; or who may be guilty of any misconduct, to the next general meeting ; and such offenders if the majoiity of the meeting see fit, shall be expelled from the Institute. 8th. Apparatus, statues, models, globes, maps, plans, paintings, engravings, and drawings, and such books as the Committee may declare to be works of lefcrence, shall not be taken out of the Libra.iy ; and a list of such works of reference shall be placed in a conspicuous place in the Heading Koom.
