FACTS ! 
 
 Respecting the Scheme for the Annexation of London South to the 
 
 City of London. 
 
 1. It IS against the wishes of a majority of the people of London South, as evidenced by the 
 anti-amalgamation petition signed by 509 persons, 412 of whom are property-owners, and the remainder 
 tenants or other ratepayers. (See Exhibit A, signed by John Osborn, of London South.) 
 
 2. The number of municipal voters within the boundaries of Lond6n South, as described in the 
 notice of application to the Legislative As.sembly, published by the City of London, is 977, being com- 
 posed of 684 freeholders and 293 tenants and owners' sons. (See Township Clerk's certificate mar'ked B 
 by whose letter thereto annexed it also appears that the slight change since made in the proposed bound- 
 aries will not materially affect the numbers above given.) 
 
 From these figures, it is unquestionable that there is a considerable majority of property-owners in 
 London South, namely, a majority of seventy, who have declared themselves as opjwsed to amalgamation 
 and this fact is further evidenced by the result of the vote of property-owners taken at the last municipal 
 election, under authority of the Township Council, when only 117 ballots were cast in favor, as opposed 
 to 305 against amalgamation. (Sec Township Clerlr's certificate, marked C.) 
 
 3. By said Exhibit A, it appears that the property-owning signers of the anti-amalgamation 
 petition are assessed for $408,705, being, no doubt, a much larger amount than the supporters of the 
 scheme can claim ; for, as appears by said Exhibit A, the total assessment of London South is 
 $800,000, and many large property-owners have, for one reason or another, taken no part in the 
 matter either way, as they certainly would had they favored amalgamation. Many, also, who at first 
 supp rted the scheme, and were induced to sign the petition to the City Council, have since changed their 
 views, and some have signed certificates to this effect, which are annexed to the anti-amalgamation 
 petition. ** 
 
 4. Neither is annexation a scheme promoted for the benefit, material or otherwise, of the people 
 of London South, but by the city for its own advantage. 
 
 There is nothing in the present position, or in regard to the future exigencies of me City of 
 London, to entitle it to annex adjoining territory against i.he wishes of the inhabitants thereof, and opposed 
 to their views as to what their own private interests and future exigencies require ; anr" ..pecial legislation 
 to effect such annexation, as it were, forcibly, would be improper and unjust in the extreme. 
 
 5. The City of London has ample vacant territory within its present limits, amounting to 865 
 acres, to supply all its needs for building, manufacturing or other purposes for many years to come) See 
 Exhibit marked D, being certifiate of William M. Manigault, P.L S., of Strathroy, Ontario.) 
 
 6. The territory of London South is not required to facilitate the proper drainage of the city 
 from which it is altogether separated by the River Thames, (See said Certificate D.) 
 
 7. The only conceivable motive influencing the Council of the City of London in promoting this 
 amalgamation scheme is a financial one — the design being to facilitate the carrying of the present 
 enormous city debt, amounting to nearly $2,000,000, and to enable additional borrowings without recourse 
 tc special legislative authority. For full particulars on these and other financial points, see Exhibit E 
 signed by W. J. Clarke, Esq., Barrister, London South. ' ' 
 
 8. The result would be to increase greatly the burdens of the people of London South without 
 any corresponding advantage ; all they require for their present and future needs being procurable at 
 much less cost. Neither is there any precedent for the annexation, by special legislation or under the 
 provisions of Sec. 22 of the Municipal Act, of territory adjoining a city, without any consideration for the 
 wishes and interests of the property-owners within such territory.
