To institute, direct, manage and control auch faub- ordinate Tents as it may see fit, under such Conatitu- tions, Rules, By-Laws and Regulations as the said Su- preme Tent may establish for the management, gov- ernment, the admisoion, suspension or expulsion of members. The officers, directors or managers of said corpora- tion shall be three in number. The name of this organiraion shall be •'The Knights of the Maccabees of the World, and it ahall aim to combine the blessings of a mutual brotherhood and a permanent and legally incorporated society. Sec. 2. This 3ociety shall be composed of an un- limited number of members, Great Camps and Tents, composed and organized as hereinafter provided. ARTICLE II. NAME AND POWERH. Section >. This body shall be known as the y Su- preme Tent of the Knights of the Maccabees of the World " with power to make its own Constitution Rules of Discipline, and Laws for the government of the whole Order. r Sec. 2. It shall be the body to which all Bual ap- peals shall be ioade on all matters of importance ema- nating fiom Subordinate Tents and Great Camps. ^ Sec. 3. To establish a Benefit Fund or Funds from which, on satisfactory evidence of the death of a member of the Order who has complied with all its lawful requirements, a sum not exceeding three thousand dollars shall be paid to the family, orphans, dependents, or his legal heirs, as the member may direct. ARTICLE IV. MEETIISGS. ; ft : ' r Section 1. The first meeting of the Supreme Tent under this Constitution shall be held on the third Tuesday in July, A. D. 1881, in the City of Toronto, m the Provmce of Ontario, and thereafter it shall meet biennially on the first Tuesday in August at such place as may have been selected at the previous session by vote of those present. The meetings shall be known as Regulai and Special Reviews. .♦ Sec. 2. Special Reviews shall be called by the Supreme Commander upon request of one-fifth of the Ureat Camps in good standing upon the roll, or upon the request of a majority of the Executive Council. ^ When a special Review is called, the Supreme Record Keeper shall at once notify by letter each Great Camp and Subordinate Tent entitled to repre- sentation in the Supreme Tent, and every member of the Supreme Tent, of the object of the call, and the time and place of holding the same. At least thirty and not more than sixty days must intervene between the date of the call and the meet- ing ti. Sec. 3. No person shall be eligible to the office of Supreme Commander, Supreme Record Keeper, or Supreme Fi- nance Keeper, unless such person shall be at the time of the election, or has previously been, a member of ihe Supreme Tent. ^ The Past Supreme Commander, Supreme Commander «.nd Supreme Lieutenant-Commander shall constitute the Executive Council. ■'Sec. 2. Sec. 4. The selection of the place for holding the next Regular Review shall be determined by ballot im- mediately after the election of officers. A majority of the votes cast shall ha necessary to a choice. In case there is no choice on the first formal ballot, the second ballot shall be confined to the two places having the highest number of votes on the first ballot. Sec. 5. The installation of the officers-elect shall be held immediately after the selection of the next place for holding the Regular Review. Sec. 6. In all cases where the Constitution or By- Laws require the vote to be taken by ballot or by yeas and nays, a viva voce vote may be taken instead by unanimous consent. ARTICLE Vt APPOINTIVE OFPICKKS. The Supreme Tent shall he composed of its officers, representatives from Great Camps, and such Subordinate Tents as shall, under this Constitu- tion, be entitled to representation therein, and . pa?it Supreme Commanders. Sec 2 All presiding officers who have heretofore served any portion of a term in either the Supreme Tent of the Knights of the Maccabees of the World, the Supreme Tent of the Knights of the Maccabees, or the Great Camp of the Knights of the Maccabees of the World, and all who shall hereafter serve as Supreme Commander for any portion of a term under this Cdn> stitution, shall be Past Supreme Commanders and members of the Supreme Tent. Sec. 3. At the first Review of the Supreme Tent a» provided in this Constitution, each Great Camp shal^ be entitled to two representatives, at all subsequent Reviews each Great Camp shall be entitled to one rep- resentative in the Supreme Tent, and whenever a Great Camp includes within its jurisdiction a member- ship of two thousand, it shall, at its nex^ annual Re- view thereafter, elect one additional representative and each Great Camp shall be entitled to an additional representative for each three thousand members above the first two thousand. Sec. 4. ARTICLE IX. REVENUE. Section 1. All blank applications for Charters shall be furnished by the Supreme Tent or a Great Camp. Sec 2. The Supreme Commander shall have power to grant Charters to Subordinate Tents during the re- cess of the Supreme Tent, and to take such measures as he may deem necessary to institute Subordinate Tents where no Great Camp exists : provided that all Charters for Subordinate Tents within Grea^ Camp jurisdictions shall be issued by the Supreme Tent, or during recess thereof by the Supreme Commander, and countersigned and sealed by the Great Camp. Sec. 3. The supplies i^ be furnished to each Sub- ordinate Tent at the time of organization with the Charter, for forty-five dollars, shall be : — One Seal, Five Rituals, Fifty Ap't/lications for Membership, One"^ Roll Book of Membership, One Monthly Report Book, Ten Odes, One Fmance Keeper's Receipt Book, One Order Book on Finance Keeper, One Register for Finance Keeper, One Record Keeper's Book, Twenty-five Constitutions, One Hundred Receipts for Dues, Six Blank Bonds. The supplies furnished with Great Camp charters shall be a seal and five rituals. ARTICLE XI. duties of the officeks. Section 1. The Supreme Commander shall preside at all meetings of the Supreme Tents, and enforce all laws thereof ; shall have the general superintendence of the Order, with power to grant dispensations when the good of the Order may require it, except for the admission of unqualified persons for member- ship. .,h{iA Sec. 2. The Supreme Commander shall hear and determine all appeals from Great Camps submitted to him in due course of law, and his decision shall be final, unless an appeal is taken therefrom to the Ex- ecutive Council or the Supreme Tent. Sec. 3. The Supreme Commatider shall institute semi-annual pass-words, and with the assistance of the Record Keepei* shall furnish the same to each Great Camp and Subordinate Tent in good standing, i-k^ Sec. 4. The Executive Council shall fill all va- cancies occasioned by death or otherwise, until att election shall be held ; all orders on the Finance Keeper, drawn in accordance with the Laws of this Order; and all documents and papers that require official signature to properly authenticate them, shall be signed by the Supreme Commander. Sec. 5. At the commencement of each Regular Review, the Supreme Commander shall appoint the le SUPREME TENT CONSTITUTION following Standing Committees to serve during such Review : a Committee of throe on Credentials, a Com- mittee on New Business, a Committee on Returns, tT Committee on Secret Work, a Committee on Finances^;' a Committee on Appeals, Grievances and Petitiotit^,' and a Committee on Constitution and Laws. Sec. 6. All standing committees to consist of five^ members, except Committee on Credentials. ,,.,,, Sec. 7. The decisions of the Supreme Commander upon all questions of law shall be promulgated by the Supreme Record Keeper, j^nd shall be final during the recess of the Supreme Tent. Sec. 8. The Supreme Commander shall submit at the Regular Review of the Supreme Tent, a written report of all official acts during his term of office, and shall perform such other duties as the laws, rules and usages of this Order require. ARTICLE XII. Section L The Sup. Lt. Com. shall preside at alt Special and Regular Reviews in the absence of the Supreme Commander, and in case of vaca cy caused by death, resignation, or refusal to act, or otherwise, oi the Supreme Commander, he shall perform all the duties of that office until an election is held. C* uncil, all amendments to the Cfonstitution and Laws adopted by the Supreme Tent. In the months of June and December of each year, shall furnish the semi-annual pass-word, as pre- pared by the Supreme Commander. He shall notify all Great Camps, and such Subordinate Tents as have direct representation in the Supreme Tent, of all Reviews thereof. Sec. 2. The Supreme Record-Keeper shall attest all orders (which must also be signed by the Supreme Commander) for the payment of money ; no order shall be drawn for the payment of bills until the same has been approved by the Record or Finance Audi- tors. Sec. 3. He shall conduct the correspondence of the Supreme Tent; send to all Tents the monthly mortuary statements as required by the Endowment Laws; keep a record of the name, number and date of institution and location of all Tents ; have charge of the seal, books, papers and all private work be- longing to the Supreme Tent ; keep a true and cor- rect account between the Supreme Tent and all Sub- ordinate Tents and Great Camps ; present to the Su- preme Tent on the first day of each Review a full and correct statement of the amount of money received and disbursed since his last report ; and perform such other duties as the laws and usages of the Order, the Supreme Tent, or the Executive Council, shall require ; and shall at the expiration of his term de- liver to the Executive Council, the Supreme Ten^, or his successor in office, all money or property of the Order which shall have come to his hands during his term of office. He shall be the Financial Secretary of 18 BUrUEME TENT CONSTITUTION. the Order, and all moneys for charter fees, supplies, and per capita tax from Great Camps and Subordin- ate Tents shall be forwarded to him before a charter is issued or supplies furnished, and on the first of each month shall submit to the Executive Council a report of the money coming into his hands since his last report, from uhom and for what received, and at the close of each montli shall pay over to the Supreme Finance Keeper all money in his handa, with a like statement thereof required to be furnished the Executive Council, and shall within thirty days after his election and installation into office give to the Su- preme Commander and his successors in office a good and 5-utticient bond, to be approved of by the Executive Council, and in such a sum as shall be fixed by the Su- preme Tent, with at least two sureties, conditioned for the faithful application of all money and property com- ins to his hands by virtue of his office and the faithful discharge of all duties of the office prescribed by the Constitution and Laws of the Supreme Tent. Sec 5 The Executive Council may at any time dur- ing the recess of tne Supreme Tent, when in their judg- ment the interests of the Order require it, increase the amount of said bond, and on the Record Keeper being notified thereof by any member of the Council shall without delay cause a new bond to be ex*- ated in the sum required by the Council, with the conditions named in Section 4 of this article. Sec 6. He shall receivi such compensation as the Su^remeTent shall from time to time determine. ARTICLE XIV. SUPREME FINANCE KEEPER. Section 1. The Supreme Finance Keeper shall perform all duties relating to the Endowments as prescribed in the Endowment Laws of the Order shall deposit weekly, or oftener, in such Chartered or National Bank as the Ex. Endowment Funds- -balance on hand in each class at last report ; total received from eac^ assess- ment, and from whom received ; total disbursements, and to whom paid and date of payment, and bal- ance on hand. Shall have the accounts correctly posted and ready for examination by the Ex. Council and Finance Auditors at the close of each month, or whenever they may require ; shall make to the Su- preme Tent, on the first day of each Review, a full and correct report of the condition of the Treasury ; shall deliver to' the Supreme Tent, or its proper officer, whenever called upon to do so by the Executive Oouncil or Finance Auditors, all money, books, pa- pers and other property belonging to this body or Order. Sec. 2. Within thirty days after his election and installation, and before entering upon the duties of the office, the S. F. K. shall execute a good and sufficient bond running to the Supreme Commander and his successors in office, and deliver to him, with at least two sureties to be approved by the Executive Coun- oil, and in euch sum as the Supreme Tent, or Execu- tive Council during the recess thereof, shall deter- mine, conditioned for the faithful application of all money and property coming to his hands ^y virtue of his office, and the due and faithful discharge of the duties of the office as required by the Constitution .and Laws of the Order. Sec. 3. The amount or the bond above required 20 SUPREME TENT CONSTITUTION. may be iwcreaeed at any tinie by the Supreme Tent or Executive Council when deemed necessary, and when such increase is directed a new bond shall forthwith be furnished conditioned and approved as above required. Sec. 4. OnHhe first days «f January and July in each year the Supreme Finance Keeper and Supreme Record Keeper shall submit a report in full of the transactions of their respective offices, as provided m Articles XIII. and XIV. of this Constitution, to the Ex- ecutive Council, who shall examine the same and sub- mit a report thereof to the Supreme Tent, and such report shall by the Supreme Record Keeper be circu- lated among all Great Camps and Subordinate Tents. Sec 5. The Supreme Finance Keeper shall at all times hold his books, records and accounts open to inspection by the Finance Auditors and Executive Council, and aid them so far as possible to fully un- derstand the same, and whenever requested by theia make a full report of the business of the Order and financial standing thereof to the Executive Council. Sec. 6. Should the amount of the bond be in- creased as provided by Section 3 of this Article, and the Finance Keeper fail for ten days after notice of such increase to furnish a nev/ bond m the sum re- quired, satisfactory to the Executive Council, the of- fice of said Supreme Finance Keeper sh^U be deemed vacated, and the Executive Council shall so declare, and immediately elect a suitable person as successor, of which the Supreme Record Keeper shall at once give all Great Camps and Subordinate Tents notice. Sec 7 The Supreme Finance Keeper shall receive such compensation for hif» services as the Supreme Ten I Hall from time to time determine. ARTICLE XV. AUDITORS, ETC Section I. The Record Auditors shall examine the books of the Supreme Record Keeper at least once a •month, and make report thereof to the Executive -Council, with such suggestions as they may deem ma- terial, and with the Finance Auditors examine and audit the books of the Supreme Tent, as provided in Section 1 of this Article. Sec. 3. Ail other officers provided for by this Constitution, and whose duties are not particularly specified therein, shall perform such duties as are pre- scribed by the Ritual and as may be ordered from time to time by the Supreme Tent. ARTICLE XVI. executive council, trials, etc. Sec. 1. The Executive Council shall have general charge of the order and its work during the interim of the sessions of the Supreme Tent ; they shall meet on the last Tuesday in the months of July and January in ■each year at the office of the Supreme Record Keeper, and oftener at the call of the Supreme Jommander, if in his opinion the interests of the Order shall demand, or at the written request of a majority of the Execu- tive Council. Sec. 2. Sec. 3. The Executive Council shall have power to- hear and determine all charges against any Great Camp or Subordinate Tent not under the jurisdiction of a Great Camp, or any officer or member of the Supreme Tent, and its decision ahall be final unless an appeal is taken to the Supreme Tent. It shall hear and determine all cases of appeal which shall be sub- mitted to it from the decisions and rulings of the Su- preme Commander. But in every case of trial the accused shall have full opportunity afforded him of defending himself, and may be represented by coun- sel. Sec. 4. When charges are preferred against a Tent for violation of the Constitution, Laws and Regula- tions of this Order, it shall be the duty of the Ex- ecutive Council to furnish it a copy of the same, and appoint a commission of one or more members of this Supreme Tent to assemble at such time and place as may be determined, also notify the Great Camp or Subordinate T^nt against whom charges have been preferred, and the party making the charges, of the time and place of the meeting of such Commission. It shall be the duty of said Commission or a major- ity thereof to meet at the time and place named, and then and there to hear, and reduce to writing, all testimony offered by the accuser and accused ; then said testimony shall be signed by the witnesses so testifying, and the Commission, or a majority thereof, shall submit to the Executive Council a written report and opinion for their action ; the Ex- ecutive Council shall have full power and authority to carry out and enforce such penalties as may be provided by the Constitution or Laws of the Order against all offenders, and for contempt of its authority may at once suspend the offender till due trial can be had. Sec. 5. In case a Great Camp or Subordinate Tent openly and wilfully violates the Constitution or ^^- \ SUPREME TENT CONSTITUTION. 23 ,^VN^ \ Laws of the Order, the Supreme Commander shall forthwith suspend such Camp or Tent, and lay charges for such violation before the Executive Council, and the Executive Council shall within thirty days duly try such charges, and if sustained may revoke the Charter of such Camp or Tent, or inflict such penalty as in their judgment will be for the best interest of the Order. But in all cases the accused may appeal from the decision of the Executive Council to the Supreme tent. Sec. 6. The Executive Council shall have p®wer tc pass orders in Council to cover any cases which are not provided for in and by the Constitution and Laws of the Order, or by the action of the Supreme Tent, but all such orders in Council shall be subject to confirma- tion by the Supreme Tent. Sec. 7. The Executive Council shall have the au- thority to designate a j ournal or periodical which shall be the official organ of the Order until changed by their action. Sec. 8. The Executive Council shall have power, and it shall be their duty, to appoint some suitable and proper person within the bounds of every State, Territory or Province not having a Great Camp, to act as State Commander, and as such to have the gen- eral charge, control and management of the Order within the limits of such jurisdiction, and whose dnty it shall be to call all conventions of the Subordinate Tents under his control for the election of a represen- tative to the Supreme Tent, or when, in his judgment, the good of the Order requires it, and whenever directed so to do by the Supreme Commander or Executive Council. The Executive Council shall per- form such other duties ar are prescribed by this Consti- tution, or shall be hereafter prescribed by the Supreme Tent. ARTICLE XVII. Section 1. The Supreme Medical Examiner shall 24 SUPREME TENT CONSTITUTION. promptly examine and report upon all matters referred to bim by State Medical Examiners or Subordinate Medical Examiners ; shall recommend to the Execu- tive Council a suitable and proper medical Sir Knight withm the jurisdiction of each Great Camp to act as Estate Medical Examiner ; and shall promptly examine and report upon all medical examinations coming to the Supreme Record Keeper from Subordinate Tents not und^r the jurisdiction of a Great Camp, and to tacilitate such examination the Supreme Record Keeper shall, upon the receipt of all such applications and examinations, forthwith refer the same to the Supreme Medical Examiner, who shall return the same as soon as examined, with his report thereon. Sec. 2. The State Medical Examiners shall examine and promptly report upon all medical examinations and applications referred to them from the various Subordinate Tents within their respective jurisdictions, referring all doubtful cases to the Supreme Medical Examiner, and perform such other duties as the Execu- tive Council shall prescribe. Sec. 3. The Supreme Medical Examiner and State Medical Examiners shall receive such compensation as the Executive Council shall determine. Sec. 4. The Supreme Medical Examiner and State Medical Examiners shall be subject to removal by the Executive Council, in which case they shall at once fill the vacancy. .jf .^-.--^i ARTICLE XVIII. DUPUTY AND DISTRICT DEPUTY SUPREME COMMAN- DERS. Section 1. Deputy and District Deputy Supreme Commanders shall be appointed by the Supreme Com- mander in territory not under the jurisdiction of Great Camps. Sec. 2. Deputy and District Deputy Supreme Commanders are the Representatives of the Supreme SUPREME TENT CONSTITUTION. 26 -Commander in the territory under their jurisdiction, and it shall be their duty to see that the work of the Order is performed uniformly, and when requested by a Subordinate Tent, or ordered by the Supreme Commander, instruct them in the work and lectures ; they shall receive from the Supreme Record Keeper all Charters for new Tents within and under their jurisdiction, after they have been posted by the Su- preme Commander, and with the assistance of such Past Supreme Commanders or Sir Knights as they may select for the institution of such new Tent, de- liver the Charter and install the officers. They shall also perform such other duties as the Supreme Com- mander shall from time to time direct ; they shall report their doings in writing to the Supreme Com- mander within five days after the institution of a Tent. They are empowered to grant dispensations to institute Tents or install officers, and for public displays. They shall be provided with Commi&sions, to be granted by the Supreme Commander, and when officially visiting Subordinate Tents under their jur- isdiction, must have said Commission in their pos- session. They shall deliver to their successor all dis- trict property in their possession. Deputy and Dis- iiict Deputy Supreme Commanders shall give bonds in such amount as shall be deemed sufficient to the Supreme Commander, for the faithful performance of their duties, anr^ shall receiv-e such compensation for their services a^i the Executive Council may deter- mine. This order of business may be transposed at any time, as occasion may require. All petitions, resolutions and communications from Greac Camps or Subordinate Tents, or from any member of the Order, shall be endorsed by a member of the Supreme Tent, and presented to the Supreme Record deeper, w^ho shall, without delay, read its title or such portion of the paper as may be necessary, when it shall be refer- red to the appropriate Committee without debate. ARTICLE XX. AMENDMENTS. Section 1. The Constitution of the Supreme Tent and the Laws governing the Endowment Funds shall not be altered or amended except by a three-fourths vote of the members present at a regular meeting of the purpose ; and all proposed amendments must be presented in writing, signed by three or more mem- \ SUPRKME TENT CoNyTITUTIOX. 07 ^-^^ ■ry^S^'-***^ \ bers and referred to the Committee on Laws, who shall report thereon at the next daily session, except when an amendment shall have been proposed upon the last day of the meetings in which case it shall not be acted ui)on until the next or special Review. ARTICLE XXI. OREAT CAMP'- Secion 1. Great Camps may be instituted in states, ^Territories, or in any Province of the Domin- ion of Canada, where ten or more Subordinate Tents are existing and in good standing, upon proper applica- tion to the Supreme Tent, or to the Supreme Com- mander during a recess of the Supreme 'lent. Such application must be signed by not less than ten Sir Jlright Commanders or Past Commanders in good srtandmg, and representing at least ten Subordinate Tents. Sec. 2. The officers of a Great Camp shall be the same as those of the Supreme Tent, except that their titles shall be changed by substituting the word •Great 'in lieu of -Supreme." The Past Supreme (commander or the Supreme Commander, or his Dep- uty, shall install the officers of Great Camps, com- municate the annual pass-word to the Great Com- manders, and make report thereof within five days to the Supreme Record Keeper. Sec. 3. The powers of Great Camps shall be : to enact laws for their own government ; to establish {subordinate Tents within their several jurisdictions and enact laws for the government thereof ; and to have general supervision of ^V,e Order in their respec- tive jurisdictions, except thia they shaU have no con- trol of the endowment funds. Sec 4. The Revenue of Great Camps shall b^ ► tor Subordinate Tent Charter and supplies, each i45 and proceeds from the sale of all supplies required by Subordinate Tents under its jurisdiction ; also such proportion of the per capita tax or annual dues as- 28 SUPREME TENT CONSTITUTION. provided ^or in the Supreme Tent Constitution and Endowment Laws, provided that any Great Camp having within its jurisdiction less than two thousand members of the Order may provide for additional rev- enue not exceeding fifty cents per annum for each member within its jurisdiction during the first three years of its organization. Sec. 5. Vacancies in any office shall be filled by the Great Commander, to serve for the residue of the term of the former incumbent. Sec. 6. Each Tent of this Order under the juris- diction of a Great Camp, on the last stated meeting night in June of each year, shall elect Representatives to the Great Camp, who shall be members in good standing, and who shall represent the Tent until a successor is elected. In the event of death, resigna- tion, or inability of the Representative to attend any meeting of the Great Camp, the Tent shall have power to elect a substitute at any review, who shall have the same rights and privileges as the regular Representative. Sec. 7. Each Tent in good standing in the juris- diction shall be entitled to one regular Representative for 50 members or under : and for each additional 50 members or fraction thereof, one additional Rep- resentative. Sec. 8. In all cases not specially provided for in this Constitution, the Constitution, General Laws and Rules governing the Supreme Tent shall apply to the government of the Great Camp. Sec. 9. Each Great Camp must hold its annual sessions at least 30 days prior to the 1st Tuesday in August. Sec. 10. Only the retiring Supreme Commander^ or in his absence the Acting Past Supreme Com- mander, can install Supreme Tent officers. Only the Acting Pasb Supreme Commander, or Supreme Com- mander, or his Deputy, can institute Great Camps or Subordinate Tents, or install the officers thereof. Sec. 2. The Executive Council shall purchase all necessary supplies for the Supreme Tent, Great Camps and such Subordinate Tents as are not working under the jurisdiction of a Great ('amp ; their expenditures must be approved and sanctioned by the Finance Auditors. Sec. 3 Great Camps and Subordinate Tents are authorized to enact such By-Lavirs as they shall deem best for their government, provided the same do not conflict with this Constitution and the Laws of the Order. Sec. 4. The officers elected at the joint meeting- held in Port Huron, on January 13th, 1881, shall be the officers under this Constitution, with the titles pro- vided therein, until their successors are elected, at the Review to be held in Toronto, in July, 1881; ex- cept the office of Great Sir Knight Commander, which, from and after the Review in July, 1881, is to be abolished ; each of such officers to occupy under thi& Constitution a like station and perform like duties as near as may be as the one held by him by virtue of his election at said joint meeting. The Past Great Excel- lent Sir Knight General Commander to be Past Su- preme Comn^ander, the Great Excellent Sir Knight General Commander to be Supreme Commander, and the Great Sir Knight Lieutenant Commander to be Supreme Lieutenant Commander, they three to be the Executive Council until said Review in July, 1881, and until their successors are electee^, and ntnoli-fir Sec. 5. This Constitution shall be in force from 30 SUPREME TENT CONSTITUTION. a.iul after the tenth day of February, 1881, and upon that day the various olficers shall outer upon the dis- oharge of their duties thereunder, and as soon as practic- able thereafterthe Executive Council shall require bonds in accordance with the requirements of the Constitution of the Supreme Finance and Supreme Record-Keepers; provided that as to the organization of Great Camps and subordinate Tents, and the admission of mem- bers, this (Constitution shall not be in force until March 1st, 1881. Sec. G. In case of the d'iath of any Sir Knight in good standing in the first class occuring after January 13, 1881, the beneficiary shall receive from the Supreme Tent one thousand dollars. Sec. 7. The Executive Council shall, as soon as prac- ticable after the taking etfect of this Constitution, ap- point the officers provided for in Article VI. Sec. 8. The Executive Council shall havepower, dur- ing the recess of the iJupreme Tent, to fix the fee to be paid to the Supreme and Great Medical Examiners by applicants for membership in the Order. Sec. 9. The members of the Executive Council shall receive for their services thi e dollars per diem for the actual time givon to the duties of their office, and five cents per mile each vi^ay for travelling ex- penses. Sec. 10. All questions coming before the Executive Council, or matters acted uponby them^ shall be deter- mined by a majority vote thereof. Sec. 11. The Supreme or Great Commander, or his deputy, shall, before a Subordinate Tent is institu- ted, appoint a competent physician to examine the charter members thereof, and such examinations shall not be subject to review by the Supreme 6v Great Med- ical Examiner, but all applications for memberships made to a Subordinate Tent after the same has been instituted, shall, after examination by the local or Tent physicians, be referred to the Supreme or Great Medi- cal Examiners, as provided in the Endowment Laws of this Order. ■^>^-^ f n *-^»^ I ^ SUPREME TENT CONSTITUTION. 31 ARTICLE XXIII. UNIFORM AND REGALIA. Section 1. The uniform for street ar public dis- plays shell be a hat, full crape over the shoulders sword and belt, and badges. ' Sec. 2. The hat shall be of Kossuth pattern, black with high crown, centre pressed down, military cord with tassel around bottom of crown, the left side of rim of hat turned up and fastened to side of crown with white metal or silver badge, having emblem of world and tent thereon. The cape to be full, coming down half way between the elbow and hand. The material of cape to be of black cloth, lined with red flannel or other bright red cloth. Around the bot- tom and m front about an inch from the edge of cape one row of white or silver lace. The scabbard and hilt of sword to be nickel or silver plated, with mounting bearing emblem of world and tent, and tent at top of hilt. Belt to be of bright red leather, white stitching. Sec. 8. In all processions (except funeral) the cape over lef'j breast to be thrown over and back of the left arm and fastened so as to display sword, when sword is worn. On funeral occasions the cape to hang down naturally, with appropriate rosette of crape pinned outside of cape and over the left breast. Sec. 4. All officers shall have the initials of their office in white or silver letters within a white or sil- ver circle on the cape over the right breast. The Sir Knight Commander and Lieut. This Body shall be known by the name, ityle and title of " Great Camp of the Knights of the Maccabees of the Worldjor Ontario," and shall be composed of its officers and T^wesentatives from the Tents who are contributing members of Tents subor- dinate to this Great Camp, and who have been admitted fis requireu ny these Lsws, 1 UWA 36 Skc. 2. It possesses the right and power of receiving appeals and redressing ijrievrtnces arising in Tents ; of originating and regu- lating the means of its own support ; of deciding, aa the last resort in this jurisdiction, all questions ansing out of its Laws, Bv-Laws, and Rules of Order; and of doing all other legitimate acts necessary to pro- mote the interests of the Order, provided the same are not in violation of the laws of the land and of the Con- stitution of the Supreme Tent. Sec. 3. To entitle a Sir Kt. to membership in ihis Great Camp, he must produce a certificate from the Subordinate Tent of which he is a member, certifying that he is a member in good standing, and that he has been duly elected a representative ofhis Tent. ARTICLE II. OF SESSIONS AND BUSINESS OP THE OKBAT CAMP. Sec. 1. The Great Camp shall hold a regular An- nual Review, to commence on the last Tuesday of March in each year, at 2 o'clock p.m., and shall con- tinue to meet at 9 a. m. from day to day con- secutively (Sundays excepted) until the close of the session. Annual Sessions shall be held at such place as the Great Camp shall determine. Sec. 2. The business of the Great Camp shall be transacted by the elective oflBcers of the Great Camp and representatives elected in the manner as herein- after provided. All members of the Great Camp may be present at the sessions, but none except the elective Officers and Representatives of the Great Camp shall be permitted to vote on any subject at the session. Past Great Commanders in good standing may speak and vote ©n all matters of legislation. Sec. 3. Each Subordinate Tent shall be entitled to elect from Its members to the Great Camp one represen- tative for fifty members or under ; and *for eacfi atddi- 3e LAWS. fi tional fifty members, or fraction thereof, one additional Representative. The election of Representatives shall be held at the time for the election of Tent officers next previous to each annual session, to serve for one year, or until their successors are elected. Vacancies may be filled at any time to serve the residue of the term. Sec. 4. Special Reviews of this Great Camp shall be called by the Great Record-Keeper only at the request of one-half of all the Tents in good standing in the juris- diction, for the transaction of extraordinary business, which must be stated in the order ; but no other busi- ness shall be considered but that which is specified in the order, and not less tlian thirty days' notice of such Special session shall be given by letter to every Repre- sentative, to commence from the day said letters are mailed. Such special session shall be held at such place as the majority of Tents shall determine. Sec. 5. The Great Camp cannot be opened unless there be one-third of all Subordinate Tents in good ■tanding represented therein. ARTICLE III. OF OFFICERS. Sec. 1. The elective officers of the Great Camp shall be a Great Commander, Lieutenant-Commander, Record-Keeper, Finance-Keeper, Prelate, Sergpant, Master-at-Arms, First Master of the Guards, Second *♦ Sentinel, Picket, Great Representatives to Supreme Tent, and twa Auditors. r- ) Sec. 2. The first four elective officers, with the rast Great Commander, shall constitute the Executive Committee, to act in the recess of the annual sessions of the Great Camp, and perform such duties as may h6 assigned to them. Of said Committee the Great Com- mander shall be chairman, and he may call meetings thereof when necessary, and shall call a meeting at any time on th ? written request of a majority of the ( -om- mittee. Sec. 3. Any officer may be removed from his office by the ( reat Camp, or, during the reccssj by t!ie Great Executive Committee, for conduct unworthy of his standing in the Order, And for inattention to the duties of his office ; but he shall be entitled to a iaxt trial, and two-thirds of the votes of the members present are necessary to removal The suspension or expulsion of a Great Officer by the Subordinate Tent of which he is a member, shall cause a vacancy in the Great Camp office held by such Great Sir Knight. Sec. 4. Any memUsr of the Great Camp may be |uspended or expelled by the Great Camp, or in the recess by the Executive Committee, for conduct un- ^rthy a Sir Knight ; but he shall be entitled to a i^ trial, and two-thirds of those present shall be f necessary to suspend or expel. Any vacancy occurring in the Great Camp during the recess shall be filled by the Executive Com- mittee. ARTICLE IT. OF VOTES. Sec. 1. Each Representative shall, in all case^ of ballot and vote, except in the single case in this section hereinafter provided for, be entitled to cast the number of votes to which the Tent he repre- sents is entitled. All questions and Votes before the Great Camp, not otherwise provided for in these Laws^ shall be detei-mined by a majority of the votes given by the Representatives * and when five of the Repre- sentatives call for the vote by yeas and nays, or when the same are by these Laws required to be taken, they shall be so taken and recorded on th^ journal. Provided, however, that all questions for the expulsion of a Representative or member shall be by the votes only of the Representatives present, and by veas and tiays. ARTICLE V. OF REVENtJE. Sec. 1. The revenue of this Great Camp shall not be for accumulation or investment, but shall be raised for the purpose only of defraying the actual necessary expenses. ARTICLE VI. Sec. I. By-Laws in conformity with these Laws tnay be adopted by the Great Camp, and such By- Laws may be amended at any Review by a two-third Vote of the Great Camp. ARTICLE VII. Section 1. These Laws cannot be altered or* amended except at an annual Review upon a proposi- tion duly submitted in writing to the Great Camp, when, by unanimous consent, it may be immediately considered, and if it is supported bv two*thirds of the votes cast, shall be declared carried, and shall imme- diately go into effect, unless otherwise provided for in the proposition to amend ; any five members may demand the yeas and nays ; but if unanamous consent IS not obtained for immediate consideration, then it must lie oyer till the following or any succeeding day of the Review, when it may be called up by any mem- ber and disposed of as above. BY-L ATVS, \ ARTICLE I. OPENING OF THE GREAT CAMP, Sec. 1. The Great Camp shall be opened at the time specified in the Constitution for its meeting, and if a quorum be present, shall proceed to business. If there be no quorum present within one half-hour, the presiding officer may adjourn the meeting from time to time, until a quorum shall appear. In the absence of the Great Commander, the Lieut. -Commander shall preside; if both these officers be absent, the junior Past Great Commander shall take the chair ; and if no Past Great Commander be present, a temporary organi- ?5ation shall take place. In the case of the absence of any one or more of the officers, his place shall be sup. plied with an appointment t > be made pro tem. by the presiding officer. ARTICLE II. NOMINATION, ELECTION AND INSTALLATION OP OFFICERS. Sec. 1. The nomijiation, election and installation of officers shall take place at each Annual Review, on the morning of the third day of each Annual Review, inimediately after the reading and confirmation of minutes, unless the Great Camp is sooner ready to ndjoum. Sec. 2. When there is more than one candidate nominated for any office, the election shall be by ballot, and a majority ©f all the V(;tes oast shall be necessary to elect. The candidate receiving the least number of votes on each ballot shall be dropped until an election is had. When there is only one candidate, he shall at once be declared elected. Sec. o. The election of the place for holding the next Annual Review shall be determined immediately after the electi(m of officers ; a niajority of all the votes ca^t shall bo requisite to decide. 40 BY-LAWS. ARTICLE III. QUORUM. Sec. 1. One-third of all Tents in g'^od standing on the roll at the time must be duly represented before the Great Camp can be opened for the transaction of business, but a leas number may adjourn from time to time till a quorum is obtained. X ARTICLE IV. REVENUE. Sec. 1. The revenue of the Great Camp shall be derived from — The Charter fees and the sale of supplies used by Tents (see Art. 21, Sec. 4, of Supreme Constitution). ARTICLE V. CHARTER ANP SUPPLIES. Sec. 1. All blank applications for Charters shall be furnished by the Great Camp. Sec. 2. The Executive Committee shall have the power to grant Charters during the recess of the Great Camp, and to take such meaSc,/es as may be necessary to institute Tents and protect the interests of the Order. Sec. 3. The Charter fee for a Tent shall not be less than $45.00, and the following supplies shail be fur- nished to Tents, in trust, with Charter, viz. : One Seal ; five Rituals ; fifty Applications for Membership ; one Roll-Book of Membership i one Monthly Report Book ; ten Odes ; one Finance-Keeper's Receipt Book ; one Order Book on Finance-Keeper; one Register for Fi- naiice«Keeper ; one Record- Keeper's Book; twenty- five Constitutions ; one hundred Receipts for Dues ; six Blank Honds. ^pm.J^ \ X ^^p^^t \ BY-LAWS. ARTICLE VI. DUTIES OF THE OFFICERS. 41 Section 1. The Great Commander shall preside at all meetings of the Great Camp, and enforce all laws thereof ; shall have the general superintendence of the Urder, with nower to grant dispensations when the good of the Order may require it, except for the ad- mission of unqualified persons for membership. Sec. 2. When charges are preferred against a Tent tor violation of the Constitution, Laws and Regulations- of this Order, it shall be the duty of the Executive Committee to furnish them a copy of the same, and appoint a commission of one or more members of this Great Camp to assemble at such time and place as may be determined, also notify the Tent against whom charges have been preferred, and the party making the charges, of the time and place of the meeting of such Commission. It shall be the duty of said conTmission, or a majority thereof, to meet at the time and place named, and then and there to hear, and reduce to writing, all testimony offered by the accuser and accused ; then said testimony shall be signed by the witnesses so testifying, and the Commission, r a ma- jority thereof, shall submit to the Executive Committee a written report and opinion for their action ; the llixecutive Committee shall have full power and author- ity to carry out and enforce such penalties as may be provided by the Constitution or Laws of the Order against all offenders, and for contempt of its authority may at once suspend the offender till due trial can be had. Sec 3. The Great Commander, with the Executive Committee, shall fill all vacancies occasioned by death or otherwise ; and the Great Commander shall sign all orders on the Great Finance Keeper, drawn in accor- dance with the Laws of this Order ; shall sign all docu- ments and papers that require such signature to properly authenticate them. ojfic. *. Sec. 5. All standing Committees to consist of five members, except Committee on Credentials. Sec. 6. The decisions of the Great Commander upon all question" of law shall b^ promulgated by the Great Record -Keeper, and sh . ^nal during the recess of the Great Camp, unless an appeal is made to the Supreme Commander. Sec. 7. The Great Commander shall submit, at the annual review of the Great Camp, a written report of all official acts during his term of office, and shall per- form such other duties as the laws, rules and usages of this Order require. ARTICLE VII. Section 1. The Great Lieut. -Commander shall preside in the absence of the Great Commander, and in case of the disqualification of the Great Sir Knight Comman- der, by death, removal or otherwise, to dischaige the duties of the office, shall then perform all duties incum- bent upon the Great Sir Knight Commander until an election shall be held. ARTICLE VIII. Section 1. For the faithful discharge and performance of the duties of the office, the Great Finance Keeper shall, before installed in office, give a good and suffi- cient bond, in such sum as shall be fixed upon by the Great Camp or Executive Committee, which bond must be approved by the Grc "^ Camp or Executive Commit- tee, and deposited with Great Cammander ; the bond may be increased by the action of Great Camp or Ex- ecutive Committee, whenever satisfied that this sum is not sufficient to cover the amount that may accumu- late in the Treasury during the year ; and for services shall receive such sum a?- this Great ^Camp may determine at each annual review. ARTICLE X. Section 1. At each annual Review there shall be elected two Auditors, whose duty shall be to carefully and thoroughly audit the books of the Great Camp within ten days immediately preceding the annual Review, and shall, upon the first day of the annual Review, present a printed report of such audit, giving a proper balance sheet, and shall offer such suggestions as they may deem to be in the interests of thci Order. Upon the receipt of the application for certificate, as aforesaid, the Supreme or Great Record Keeper shall immediately forward the same to the Supreme or Great Medical Examiner, and if approved by that officer the Supreme or Great Record Keeper shall issue and forward to the Subordinate Tent a certificate of Endowment of this class, when it shall be countersigned by the Commander, with the seal of the Subordinate Tent attached, attested by the Record Keeper ; and when the applicant has been initiated the certificate shall be delivered to him, a. record made of the same in the book of the Tent, and he shall from such date be entitled to all the rights and privileges of the Order in this class in accordance v/ith the laws, rules and regulations thereof ; provided, that in case the beneficiary cer- tificate is not present at the time he is mitiated he shall be entitled to participate in the Endowment Fund of this class, until such time as said certificate shall be received by the Tent, the same l3 though said certificate had been delivered at the time of s' Id initia- tion. *^^Ec. 6. ARTICLE V. ELIGIBILITY OF MEMBERS IN 2ND AND 3RD CLASSES. Section 1. Sec. 3. Every member of the Order in good stand-^ ing who holds a certificate of endowment, issued by the txreat Camp prior to the reunion with the Supreme Tent and the adoption of this Constitution, shall l)e entitled to endowments in the first, second and third classes according to the amount of endowments held by such member, and shall be subject to the assess- ments and per capita tax fixed for members of the several classes. Sec. 4. Every member of the Order in good stand- ing who holds a certificate of endowment in the Re- serve Fund Class, issued by the Supreme Tent prior to the reunion with the Great Camp and the adoption of this Constitution, shall be entitled to a certificate of endowment in the third claas, and shall in all assess- ments in that class be rated as mder twenty-five years^ of age, and until such certificate of endowment is issued to the member holding a certificate in said Reserv^e Fund Class of the Supreme Tent, the latter certificate shall be a valid claim against^ the Supreme Tent and the third class, provided all assessments and per capita, tax have been paid by such member. ARTICLE VI. MEMBERSHIP FEES AND DUES. Section 1. At the close of each month the Supreme Record Kee^jer will send to each Tent a mortuary statement, giving the names, ages, and cause of deatli of each Sir Knight deceased during the current month or since last report ; name, number, and location of Tent to which the deceased belonged, and class or classes of which he was a member, and the amount paid by deceased on Endowment account ; location of party or parties to whom the Endowment Benefit was designated to be paid, and the amount of Endow- ment. Sec. 3. All Tents not forwarding their assessments as above instructed, within twenty days from the date of said call, shall be notified by the Supreme Fi- nance Keeper, and if they still fail to pay within 30 days from the date of the assessment, they shall stand suspended, and shall be at once reported by the Su- preme Finance Keeper, who shall immediately notify the Tent of their suspension. Any Tent so suspended may reinstate itself any time within thirty days from the date of suspension by the payment of the assess- ments for which the Tent became suspended ; but if af- ter thirty days, then each member must in addition be examined on the form prescribed, at the expense of the Tent, by a competent physician, and must be approved by the Executive Council. Sec. 4. Members of suspended Tents, and mem- bers of Tents which have surrendered or forfeited their charter, who were in good standing at the time of such suspension, surrender or forfeiture of charter shall, upon application to the Supreme Record Keeper, if within thirty days, and on payment of the usual fee, receive from him a clearance card, and shall then be en- titled to endowments, provided they pay the assess- ments to the Supreme Finance Keeper as they fall due; and provided they affiliate at the earliest practicable time with some Tent. Sec. 5. An assessment being ordered, the Finance Keeper shall immediately proceed to collect the same by giving each member notice thereof ; and any mem- M ENDOWMENT LAWS. ber failing to pay the same within thirty days of the date of the Supreme Record Keeper's notice (which shall be the date of the Finance Keeper's notice to the members) shall stand suspended, and be so notified by the Record Keeper of his Tent. Sec. 6. A member of the Order so suspended de- siring to be reinstated must pay all dues, fines and assessments charged to him at the date of suspension, and ail dues that he would have had to pay had he re- mained in financial standing ; provided, however, that the application for reinstatement be made within six months of the date of suspension, and if more than sixty days of said time shall have expired, the appli- cant must also pass a medical examination ia the usual way and at his own expense before reinstatement. The application shall be laid before the Tent, and if a majority of the members agree thereto, the applicant shall be restored to membership. If more than six monthly have elapsed since the date of suspension, then he must again make application and pay the same fees as if he were a new candidate. Sec. 7. Immediately upon the death of a member m financial standing, due notice thereof shall be sent to the Supreme Record Keeper, which notice must be in the form prescribed by the Executive Council, and under the seal and signed by the Sir Knight Com- mander and Record Keeper of the Tent of which he was a member, the class or classes in which he held certificates of endowment, and must state his name in full, date of joining the Order, date and cause of death, amount contributed to the Endowment Fund, and the names of the person or persons, if known, to whom the benefit is to be paid. Upon the receipt of said notice, the same shall be laid be- fore the Executive Council, and if everything be satisfactory, a warrant for the payment of the amount to which the heirs or beneficiaries are entitled shall be drawn upon the Supreme Finance Keeoer. which warrant shall be signed" by the Supreme Commander and Supreme Finance Keeper, and be made payable X *-t ENDOWMENT LAWS. 55 to the person or persons designated by the member to receive it, or to his heirs. Sec. 8. All moneys received by the Supreme Fi- nance Keeper on Endowment account shall be at onco deposited by him in such chartered Bank as shall have been designated by the Executive Council, to /- the credit of the Supreme Tent, and the Bank in- structed not to allow any party to withdraw any of the Endowment Funds without the signature of the Supreme Commander and the Supreme Finance Keeper on a check payable to the order of a third party. Sec. 9. Any person having passed his fortieth birthday at the time of applying for admission shall choose either the second or third class, and a certificate for the sum chosen shall be issued to him, and he shall not be privileged thereafter to change the same except upon due notice to his Tent, stating the time when such change is to take effect, and paying all assess- j •-X ments upon deaths occurring prior thereto ; and if the change is to another class, then it shall only be done by passing such a medical examination as shall be pre- scribed by the Executive Council. Sec. 10. All members of the Order in good stand- ing on the first day of March, 1881, shall in all as- sessments in the first class be classed as being under 40 years of age, and members reinstated thereafter shall pay the rates of assessments fixed for the class or classes for which they make application. Sec. 11. Any meml)er who has been elected, failing to present him* self for installation (unless prevented by siokneis, or some unavoidable occurrence) may have the office to which he was elected declared vacant by the in- stalling officer, who shall then and there order an election to fill the vacancy so declared. No member shall be installed into office in any Tent who is indebt- ed to it, nor shall any officer retain his office if he shall become in arrears to the amount of six montha' dues. Sec. 5. If any officer absents himself for three consecutive reviews, without giving sufficient ex- cuse, his office shall be declared vacant, and an im- mediate appointment or election shall take place. ARTICLE V. OPENING AND CLOSING. Section 1. All Tents shall be opened if seven mem> bers who are in good standing are present. Not less than that number shall constitute a quorum for the transaction of business. Sec. 2. In the abaehct of the Sir Knight (com- mander, the Lieutenant-Commander shall preside. In the absevioe of the Sir Knight Commander, the Lieu- tenant-Commander shall preside. In the absence of both Sir Knight Conimander and Lieutenant-Comman- der, the past Sir Knight Commander shall preside. If no past Sir Knight Commander be present, then a majority of the members present may choose some member in good standing to preside. ARTICLE VI. DUTtES OF TENT OFFICERS. Section 1. He shall act aa a judge of all electionu and declare the result to the Tent ; he shall appoint all Committees, unless otherwise ordered by the Tent ; he shall sign all orders on the Finance Keeper for all money ordered to be paid by the Finance Keeper ; he shall not be entitled to vote, except in the election of officers, balloting for candidates, and when the members are equally divided on other questions. On the last stated meetings in December he shall appoint an Auditing €ommittee, consisting of three members in good stand- ing, whose duty it shall be to audit the books and examine the accounts of the Record Keeper and Finance Keeper, and make a written repoit at the next stated meeting of the Tent, or as soon thereafter as practicable. He shall perform such other duties as the laws, rules and regulations of the Order may require. 8ec. 2. The Lieutenant-Commander shall assist and aad the Sir Knight Commander in performing his duties, and, in his absence, preside and perform such other duties as the laws, rules and regulations of the Order may require. Sec. 3. The Record Keeper shall keep accurate mmutes of the Tent in a book provided for the purpose, and assist in making out the annual report of the work of the Tent, for the Supreme Tent and Great Camp, properly signed and attested with the seal of the Tent. He shall conduct the correspondence of the Tent, and have charge of its Seals and Records ; he shall notify applicants who have been elected to membership, with- m seven days thereafter, and perform such other duties as the Tent may require, or the laws, rules and retnila- tions of the Order may enjoin. ^ Sec. 4. He shall receive all moneys for the Endow ment Funds, and keep account of the same in separate books provided for the purpose. He shall open, m his ledger, accounts with the Supreme Tent and Great Camp. At the end of each term of his of- fice, he shall furnish the Tent with a liat of all the members, and their standing in the Tent. He shall issue to membei-s notices of assessments, beating even date with the notice from the Supreme Record Keep- er. He shall keep a record of tlie names of all the members of the Endowment Funds, giving age, occu- pation, residence, date of admission, and to whom the benefit is to be paid ; and, upon the admission of a member, he shall, within two days thereafter, for- ward to the Supreme and Great Finance Keeper a duplicate report of an original retained in his office, giving the member's name, age, occupation and date of admission. He shall notify the Supreme and Great Finance Keeper, on a form provided for the purpose, of the suspension of a Sir Knight. He shall notify the Supreme and Great Finance Keeper of the re-instate- ment of a Sir Knight, as provided for reporting new members, but shall indicate that the Sir Knight is re- instated ; and with the name of each Sir Knight re- instated he shall forward to the Supreme Finance Keeper each endowment call due, and all arrears of each Sir Knight's endowment, in the Treasury of the Tent. He shall perform such other duties ac the Tent may require, or the laws, rules and regulations- of the Order may enjoin. He shall give bonds inr such sum as th( Tent may prescribe, for the faithful performance of his duties, and sliall receive such com- pensation for his services as the Tent may from time to- time determine upon. ARTICLE VIII. MEMBERSHIP. Section 1. All males of good moral character who have arrived at the age of eighteen years, and have not passed their sixtieth birthday, shall be entitled to ad- m^'ssion into this Order, as provided for in the Endow- ment ijaws. Sec. 2. Application for membership in this Order SUBORDINATE TENT CONSTXTOTION. 64 ^^all be made on a form provided for that purpose by the Supreme Tent, and if it sliall at any time appear that false answers have been made to any of the ques- tions therein propounded the person so answering mav be proceeded against, and, upon conviction, ex- pelled from all rights, privileges and benefits of the Order. ARTICLE IX. APPLICATION FOB MEMBERSHIP. Section 1. Each applicant for - embership in either class must sign the application prescribed by the Supreme Tent, state his age, occupation and res- idence, and he must be recommended by two mem- u i^ii**®^®^* ^^ S°^^ standing. The application should be read m open Tent at a regular meeting and a note thereof entereJ on the record. The Sir Knight Commander shall then appoint a Committee of three members of the Tent to investigate the char- acter of the candidate. The Committee, if their re- port 18 favorable, shall procure from some competent medical man a certificate on the forms prescribed by the Supreme Tent as to the physical condition of the candidate ; said physician should, if practicable, be a member of the Order. The Committee shall present their report and the medical certificate at the next sta- ted meeting of the Tent, and, if both reports be favor- able, then the Record Keeper shall forward the appli- cation to the Supreme or Great Medical Examiner, and It he approves of the same, then it shall be acted upon and a ballot had, when, if only two black balls appear, the applicant •'hall be declared elected; when three black balls only appear against a candidate, the ballot shall be renewed immediately. Sec. 2. When an applicant is declared ineligible or rejected, the application fee shall be returned im- mediately to the member by whom the applicant was proposed. Sec. 3. The Record Keener shall notify each appli- cant of his election within s^ven days thereafter, and should an applicant fail to present himself for initiation within sixty days after being notified, unless prevented by sickness or some unavoidable occurrence, he shall forfeit his application fee and election. xu^^^'j*' Persons wishing to become members of this Order must make application to the Tent nearest the place of residence ; but if there be more Tents than •one m the same city or town, amplication may be made to either. Sec. 5. No Tent shall receive a petition from, or initiate or admit to membership in any manner, any applicant living in another town or city w^here there IS a Tent is existence; except with the written con- sent of said Tent, signed by the Sir Knight Comman- der and with the seal of said Tent attached ; any Tent violating this law shall, upon proof thereof, be fined a sum not less than ten dolJars ($10), fco be paid to the Supreme Tent before the installation of the offi- cers for the next succeeding term to that in whieh the hne was imposed. Sec. 7. A proposition for membership may be with- drawn previous to the report of the committee to whom it has been referred, but it cannot after the committee has once reported thereon. S^iC. 8. Any member of a Tent having been regu- larly expelled, or suspended indefinitely, may be rein- stated to his former condition by being duly proposed therefor at a regular Review, and his case referred to a committee of three Sir Knights, who shall report at the next regular Review, when the vote shall be taken by ball ballot, and if two-thirds of the members voting are in favor of the reinstatement, it shall be made. Provided, that in case of an expelled member, the vote for reinstatement shall not be final until approved by the Executive of the Great Camp or Supreme Tent. Sec. 9. No suspended or expelled member of any Tent can be received in membership into another Tent without the consent of the Tent from which he was suspended or expelled. ARTICLE X. X f If DUES, BENEFITS AND PROPERTY. Section 1. The fees for admission by card shall h& 50 cents. The Tent may, by its By-Laws, provide for a Sick Benefit Fund and Funeral Fund, and for extra- ordinary expenses for Tent Purposes. Sec. 2. In case of the death of a member in good standing, and where tlie Tent has no Funeral Fund, there may be allowed from the Tent Fund, to defray the expenses of burial, any sum not exceeding $100, and which sum shall be repaid to the Tent by the Su- preme Tent out of the Endowment Benefit of the de- ceased brother. Sec. 3. The funds and property of a Tent having been raised for charitable uses in the Order, are trust I ( SUBORDINATE TENT CONSTITUTION, er fluids for the contingent benefit of its members, and shall not be divided in any manner among the mem- bers individually, nor between a Tent and any other that may branch from it, without the asLvjnt of two- thirds of the members in good standing in the Tent, which assent shall be ascertained and given by and upon a vote to be taken at a regular Review of the Tent by ^ ayes and noes, . upon a call of the roll of; said members,, and upon a written proposition for the same, which proposition shall be submitted and read in not less than two regular Reviews next preceding that at which such vote shall be so taken, and such vote shall be recorded, w4th the names of tiie members voting, by the Record Keeper in the Tent records, and should a Tent approve, by a two-thirds vote, then the Record Keeper must forthwith transmit the same for confirm- ation to the Supreme Tent or Great Camp, and all funds and property of the Tent not so disposed of shall remain the property of the Tent, for its legitimate pur- poses, so long as its charter is unreclaimed. Whenever f ■'^ a brother ceases to be a member of the Tent, by reason of his death, expulsion, sus-iension, or withdrawal, hia right, title and interest ir nd to the property or funds, of the Tent, or any part thereof, thereby becomes ex- tinguished. ARTICLE XI. / i( I TERMS AND RETURNS. Section 1. Regular Annual Terms shall commence at the first regular Reviews in the month of Januarv in each year. !?EC. 2. Sec. 3. Tents shall also furnish monthly reports on the first of each month, showing the number of members initiated, admitted by card, supended or expelled, making duplicates thereof, one of which shall be retained by the Tent and the other sent to the Great Camp or Supreme Tent. Sec. 4. Should a Tent fail to make its return as required by the second and third sections of this Article, and deliver the same to the Supreme or Oreat Commander, Deputy Commander, or person duly appointed to install its officers, at the time he attends the Tent for that purpose, and before he pro- ceeds to install the same, theii the Supreme or Great Commander, Deputy Commander, or said duly ap- pomted deputy, will not install said officers, nor will he give the Supreme Pass-word to any member of the Tent until such returns are delivered to him, and also a receipt shown for the payment of all the assess- ments levied by the Supreme Tent and Great Camp for the current year ; nor shall the Tent proceed to mstall its Officers until after the returns are properly made out and delivered to the person duly appointed to mstall them. And should the T<^nt continue to fail m making its returns for the period of one year, it shall thereby forfeit its Charter and become extinct! ARTICLE XII. DUES= Section 1. If any Tent fail to have a quorum, present for four successive meetings, the Sunreme- or (yreat Commander may, on satisfactory evidence suspend said Tent from all benefits of the Order! When a Tent is suspended or dissolved, it shall be tne cittty of the last Sir Knight Commander to deliver up to the Supreme or Great Commander, or his Dep-^ u^U t J*^ ^^""^^l ^""^^^ P*P«^« ancl money, which shall be disposed of as provided by the General Laws of the order ; and if any officer or member, having- custody of any part of said property or effects, refusel to surrender the same, he may be forever excluded frcm membership in the Order, even if his Tent be re- instated. ARTICLE XIV. DUES TO THE SUPREME TENT AND GREAT CAMP. Section 1. Subordinate Tents shall pay to the Su> preme Tent a per capita tax and such dues as shall be provided for by the Constitution of the Supreme Tent and Great Camp. ARTICLE XV. / official seal. FINES AND PENALTIES. Section 1. Any member neglecting or refusing to make payment of his dues to the lent, accordi g to its By-laws, for the space of six i^^ontlis, shall be re- ported in open Tent by the Record Keeper, upon which it shall be the duty of tho Sir Knight Com- mander to declare such member suspended ; provided, nevertheless, any member who may be in the naval service of the country, or engaged in the commercial marine sailing to foreign or coastwis*^ ports, shall be allowed twelve mo..ths i'^^ addition to the time above specified. Sec. 2. Any member who shall violate any of the principles of the Order, or offend against the Consti- tution, By-Laws, or Rules of Order of his Tent, «hall be fined, reprimandod, suspended or expelled, as the By-Laws may direct or the Tent determine. Sec. 3. A member who shall divulge to an appli- oant for membership the name of a Sir Knight who reported unfavorably upon his application, or other- wise opposed said applicant becoming a member of any Tent, shall, upon conviction thereof, for the first ofiense be fined a sum not exceeding jive, dollars, and for refusal to pay the said fine within thirty days shall be expelled. Sec. 4. A member who shall be guilty of any im- moral practice or conduct, violative of his duties and unbecoming his profession as a member of this Order, «hall, upon conviction thereof, be suspended or ex- pelled, as the Tent may determine. Sec. 6. A member who shall enter any Tent in a «tate of intoxication shall be fined, suspended or expel- led, as the Tent may determine. Sec. 6. Sec. 2 No ladies shall hereafter be admitted to any benefits or privileges in the Oorder beyond the benefit which they may derive from the endowment of bir Knights made m their favor; provided, that this article m no manner affects the rights or privileges of ladies now^ holding certificates of endowment. ARnCLE XVIII. MEMBERS OF DEFUNCT TENTS. Section 1. At uciuiici« xi;ui> who was m good standing at the time of its dissolution may b^ 73 SUBORDINATE TENT CONSTITUTION, admitted into another Tent after having apphed to- and received from the Supreme or Great Commander a certificate signed by the Supreme or Great Com- mander and attested by the Supreme or Great Record Keeper, with the seal attached, and countersigned by the member. The application for such certificate must be Accompanied by the fee of fifty cents, the certificate to hold good for six months. The member holding the certificate must notify the Supreme or Great Record Keeper of his address, and must forward his assessments for the Endowment Fund whenever notified, as required by the beneficiary laws of the Order. He must, before the expiration of six months, deposit said certificate with some Subordinate lent, if there be one in the district in which he resides ; bu*- if he be refused admission to membership on such certificate, the Supreme Tent issuing such certificate shall renew it. „ ^^,^ ARTICLE XIX. WITHDRAWAL CARDS. Section 1. Any member in good standing wish- ing to withdraw from the Tent, shall apply for a clearance card, when, on payment of all dues, assess- ments and fines that may be lawfully charged against him, including fee of card, a vote shall be taken, and if a majority of the votes be in faver of the card, it shall be granted. Should the majority oi those vot- ing refuse to grant the card, the objection shall be stated in writing, and the applicant be entitled to a hearing. Sec. 2. If a specific penalty be provided in the Constitution or By-Laws the Sir Knight Commander shall enforce it. If none be so provided, the Tent shall decide, by ballot, whether the penalty shall be expulsion, suspension, fine or reprimand. During the ballot, the accused brother shall withdraw from the Tent. If upon the ballot it should appear that two-thirds of the ballots are cast for expulsion, such shall be the penalty. If two4hirds of the ballots are not cast for expulsion, but the number of the ballots, if any, which are cast for expulsion, together with those which are cast for suspension, amount to two- thirds of the ballots cast, then suspension shall be the penalty, and the Tent shall proceed to fix the duration of such suspension . If neither expulsion nor suspension is determined as the penalty, as above provided, then the penalty shall be fine or reprimand, as the Tent shall determine, and the accused brother shall be reprinijind- ed in open Tent by the acting Sir Knight Commander. No ballot held under this section shall be reconsidered. ■ Sec. 4. If the accused refuse or neglect to stand trial when personally summoned, the committee shall report him guilty of contempt of the Tent, which report shall be conclusive as to his guilt, and the penalty shall be at once fixed by the Tent, which shall take enect at the expiration of two weeks, unless an excuse is tender- ed for such absence which shall be satisfactory to the T«ttt. In case of non-residence of the accused, he may be represented by his council, and tried as though pres- ent, if he so elect. ( Sec. 5. ARTICLE XXIV. ADMISSION, WITHDRAWAL AND TRAVELING CARDS. Section 1. Any brother desiring to join the Tent^ shall present his card of clearance, together with a cer- titicate of good health and a fee of 50 cents, at any regular meeting of the Tent, wl^en it will be disposed of as provided by the Constitution. Sec. 2. Any member may at any time demand his withdrawal card from the Tent, and upon payment of 50 cents therefor he shall forthwith receive tht same, if clear of all charges upon the books, and his member- ship in the Tent shall cease at once. Sec. 3. A traveling card shall not be granted for a longer period than one year, nor less than three months, and before a brother is entitled to receive the same he must pay his dues in advance for the time specified,, and the snm of 50 cents for the card. At every election the Sir Knight Comman- der shall appoint three Tellers, who shall count the votes and declare the result. ARTICLE IV. DUTIES OF SIR KNIGHT COMMANDER. Section 1. The duty of Sir Knight Commander shall be to preside at all reviews, preserve order and decorum m the Tent, inflict all fines for the infraction of rules, see that the Finance Keeper transmits immed- mtely on receipt of Endowment Call to the Supreme finance Keeper, the amount due from the Tent for such call, sign all drafts for the payment of moneys, make all j)ro tern, appointments, appoint all commit- tees (except otherwise ordered), see that justice is done to all parties, and that the laM^s of the Order are strictly and impartially enforced. Sec. 2. He shall allow all appeals to be taken from his decision, and put the same to the Tent in the usual parliamentary manner, and perform sucli other duties as may be required of him by the Ritual, by the Con- stitution and By-Laws of the Order. Section L The duty of the Physician shall be to examine, upon the prescribed form, all candidates and members required to be examined by the Constitution or By-Laws, and report to the Medical Examiner. The fee for each examination shall not exceed one dollar, except in cases where a chemical analysis and micro- scopic examination has been made, in which case the fee shall not exceed three dollars, which shall be paid by the candidate. No member shall be interrupted while speaking, except to call him to order, or for the pur- pose of explanation. Rule 5. If a member, while speaking, be called to order, he shall take his seat until the question of order is determined, when, if permitted, he may pro- •oeed again. Rule 6. Each member, when speaking, shall stand and respectfully address the Chair, confine himself to the question under debate, and avoid all personalities or indecorous language. Rule 7. A motion carried in the affirmative or nega- tive shall not be subject to reconsideration, unless such action shall take place at the same or next regular Review. Every member present, entitled to vote, must exercise that right, unless excused. Rule 8. If two or more members rise to speak at the same time, the Chair shall decide which is entitled to the floor. Rule 9. A question shall not be subject to debate until it has been seconded and stated from tlie Chair, and it shall be reduced to writing, at the request of the Chair. Rule 10; Before putting a question, the presiding officer shall ask, **Are you ready for the question?" If no member rises to speak, he shall rise and put it ; and after he rises to put the question, no member shall be permitted to speak upon it. Rule 11. When the presiding officer is addressing the Body or putting a question, silence shall be ob- served. Rule 12. When a question is before the Tent, no- motion shall be in order, except to adjourn, the pre- vious question, to postpone indefinitely, to postpone for a certain time, to divide, to commit, or to amend, which motions shall severally have precedence in the order here arranged. Rule 15. On the call of five members, a majority of the Body may demand the previous question, which shall be in this form : " Shall the main question be now put ?" and until it is decided, shall preclude all amend- ments and all further debate. Rule 16. A motion to adjourn simply is always in- order, which motion shall be decided without debate, but a motion to adjourn to a definite time shall be debatable. Rule 17. A motion to lay on the table shall be decided without debate. Rule 18. A motion to reconsider shall not be received unless made by a member who voted with the majority in the first instance. Rule 19. When a question is indefinitely postponed^ it shall not be acted on during the term. Rule 20. Any member may excuse himself from serving on a committee, if, at the time of his appoint- ment, he is a member of other committees. Rule 21. The first person named on a committee shall act as chairman until another is chosen by the mf?mbers of the committee.
