To the Honorable the /uili^rs of the Couri (/ Common P/eas, Av. 2, for the CoKiitv of PltiladelpJiia, Peiiii^ylviDiia . — In coinpliatice with the re(|niretucnts of the Act of the General Asseni])ly of the Commonwealth of Pemisylvania entitled "An Act to provide for the incorpora- tion and rei>ulation of certain Corporations," approved the 29th of A])ril, 1S74, and the supplements thereto, the undersigned, the majority of whom are citizens of Philadelphia, having associated themselves together for the purpose of main- taining a Society for the perpetuation of memories of the War of 1S12, honoring and aiding surviving veterans of that war and cultivation of general respect and interest in our ccuntry's history, desiring that they may be incorporated according to law, do hereby certify : /vnV.— The name, style and title is the " vSociety of the War of 18 12." Sceond. — This Society, originally organized by surviving veterans of the War of 1S12 in a general convention held at Philadelphia, Pennsylvania, in Independence Hall, January (jth, 1N34, and continued l)y them and their descendants, sons and grandsons of deceased participants in that war. has for its objects : To ])erpetuate the memory and spirit of the men who completed the work of the Revolution by the victories of the War of 1S12: to enc(nu\'ige research in relation to this event and the ]niblication (i^ the same; to the establishment of a library and nuiseum for the ]M-eservatiou of documents and relics relating to said war; care and burial of veterans of War of 1S12 wliere it is necessary, and (7) 8 participation in and promotion of the celebration of the anniversaries of the great events of that war; to cherish, maintain and extend the institutions of American freedom, foster true patriotism and love of country. Third. — Male citizens of full age, who participated in, or are descendants of men who served the government during the War of 1812, either in the army, navy or privateer services, may be admitted to membership in this Societj'. Fourth. — This Society, seated and located in the City of Philadelphia, State of Pennsylvania, United States of America, shall have the right to con- stitute, warrant, authorize and recognize one branch of the Society of the War of 18 1 2, in each State or Territory of the United States. ' ' \ Fifth. — The Society shall have power to adopt a constitution and rules for its government to carry out the objects above set forth, and siich similar o' jects as are not antagonistic to the laws of the United States or of any Commonwealth in the Union, jr of the welfare or happiness of the people thereof. WhKKKAS, In the Providence of God, victory having crowned the allied forces of the United vStates of America, in upholding the principles of the Nation against Great Britain in the conflict known as the War of 1812 ; we, the survivors and descendants of those who participated in that contest, have joined together to perpetuate its memories and victories, to collect and secure for i)reservation, rolls, records, books and other documents relating to that period ; to encourage research and publication of historical data, including memorials of patriots of that era in our national history ; the establishment of a library and museum ; to care for and, when necessary, assist in burying actual veterans of that struggle ; to cherish, maintain and extend the institutions of American freedom, and foster true patriotism and love of country. N'amc. ARTlCIvE r. The Society shall be known as the "General Society of the War of 1812." Membership. ARTICLE II. Any male person above the age of twenty-one years, who participated in, or who is a lineal descendant of one who served during the Wai of 1S12, in the army, navy, revenue-marine or privateer service of the ITnited States, offering proof thereof .satisfactory to the Ivxecutive Conuuittee, and of good moral character and reputation, may become a member of this Society when approved of by the Board of Direction or the Society. (11) IS .1: fill !! |ii In case of the failure of lineal descendants of an actual participant in the war on behalf of the United States, one collateral descendant, whom the Board of Direction deems worthy, may be admitted to represent the said participant. Officers. ARTICLE III. The officers shall consi.st of a President, five Vice-Pre.sidents, a vSecretary, a Treasurer, a Registrar, and an I<)xecutive Committee of nine members, who, together, shall form the Board of Direction, having the general manage- ment of the affairs of this Society. They shall be cho.sen by ballot at the annual meetings of the Society, by and from r-embcrs in good standing. i ' The Board of Direction shall control the affairs of the Society, regulate the terms and details of admission to membership, fix salaries, make appropria- tions, arrange for meetings (other than annual), and celebrations, provide relief in sickness or death of actual veterans, receive delegates from similar constituted societies or individuals of national reputation — as patriots, — and collect and pro- vide for the due care and safety of books, documents, papers, portraits, relics and such literature relating to the War of 1812 as may be acquired by purchase, gift, bequest or loan. , ARTICLE IV. Every application for membership shall be made in writing, sub- .scribed by the applicant setting forth claims of eligibilit}', and contain or be accompanied by, proofs of same. On the reconnnendation of two members, such application and proofs shall be submitted to the Executive Committee or to such sub-connnittee as they may select, who n\ay approve of and report the same to the Board of Direction. Payment of the initiation fee and subscription to the declaration in the jirinted form of application, is required of each applicant on admission. Admission of ^Members Meetings. ARTICLE V. The regular meeting of the General vSociety shall be held in the City of Philadelphia, in the State of Pennsylvania, United States ot America, on the eighteenth day of February, in epch year, (uidess it shall fall upon Sunday, when the day subsetiuent may be sul)stituted), tliat being the anniversary of the proclamation of peace in 1.S15, the end of the War of 18 12. 1;; The Board of Direction will hold their annual meeting on or about the nineteenth day of June in each year, the anniversary of the declaration of war in 1812, by the United vStates against Great Britain. Special meetings may be called by the President at the re(|uest of ten or more members, to transact only such business as shall be specified in the call. No questions involving partisan politics, religion or offensive personalities shall be discussed at any meeting. When practicable, the meetings shall be held in the old Senate chamber of the United States, where Washington and Adams were inaugurated. Branch Societies. ARTICLE VI. The General Society, seated and located in the City of Phila- delphia, shall have the right to warrant, constitute and recog- nize one branch in any vState or Territory of the United States, whenever eighteen or more members of this Society residing in said State or Territory .shall apply for authority to organize such branch,' or v.diere such Society may already be formed and is approved by this Society. Each vState branch shall pay into the trea.sury of this Society an entrance- fee of ten dollars, and remit annually thereafter the sum of twenty-five cents for each and every member in good standing on the rolls of each branch Society-, as reported on January ist of each year. The several branch Societies .shall conform to this organization in constitu- tion, insignia and certificates of membership, also in the number and character of its officials, but shall have the right respectively to rule each its own affairs outside of the.se restrictions. Each branch Societj' may .send delegates to repre- sent its membership at the aniuuil meeting of the General Society, in February of each year, at Philadelphia. The Secretary of each branch Society .shall transmit to the Secretary of the General Society a list of the members thereof, together with a list of those from whom .said members derive claim to membership, and thereafter, upon the admis- sion of additional members, the Secretary thereof shall transmit to the General Society such similar information respecting .said members. Kxpulsioii of Members. 14 ■ ARTICLE VII. Any mt-'iuber found guilty of unlawful or improper conduct, after due notice and fair trial, may be expelled under rules and regula- tions made and jirovided for that purpose. Insignia. ARTICU-: VIII. The insignia of the Society shall con.si.st of a badge of gold or bronze, pendant from a ribbon and bar. Said badge shall be in the form of a Maltese cro.ss, (emblematic of faith in our country), between four eagles, (rejjre- .senting the four sections — north, .south, east and we.st — of our common country), and resting upon an anchor, ( repre.'oentative of the American navy by which so many glorious victories of the War of 1812 were achieved). The arms of the cro.ss to bear insignia representing the four arms of .service, (infantry, cavalry, artillery and naval), and in the centerj thereof, a medallion bearing the bust of General Andrew Jackson, di.stinguished as a hero of the war and afterwards as President of these United »States. The bar of the anchor to be inscribed with the figures 18 1 2, and the anchor to be suspended from the ribbon by a ring of gold or bronze. The ribbon shall be dark blue, watered and edged with white and black .successively ; the entire ribbon to be one and one-half inches in width, and one and one-half inches in displayed length. The bar suspending the ribbon .shall be .surrounded by a band of eighteen stars, emblematic of the number of the States of the Union during the war. The insignia shall be worn on the left breast by the members of the Society at all general meetings, on all occasions of ceremony, or when they .shall a.ssemble for any .stated purpose or celebration. On all other occasions, other than tho.se specified above, members may wear a rosette of the prescribed ribbon and pattern, in the upper buttonhole of the left lapel of the coat, which rosettes, like the insignia, shall be procured and issued by the Secretary of the Society, and by whom a record of all issues to members will be kept. The in.signia .shall never be worn as an article of jewelry or ornament, and should be returned to the .society on the resignation or expulsion of a member ; but otherwise, it shall be deemed an heirloom. 15 ARTICLE IX. The seal of the vSociety shall be two and one-half inches in diameter, and shall consist of a rising snn, bearing on its face a repr wreaths of oak and laurel, (emblematic of the valor and victory of our soldiers and .sailors), with trophies of cannon, nuisket, sword and anchor on each side of, and below said design. The whole to be encircled with a waving ribbon, one-f(mrth of an inch wide, bearing above, in plain Roman capital letters, the legend, "The Society of the War of 1.S12," and below, in similar letters, the words, "Founded 1854." The Secretary of the Society .shall be the cu.stodian of the .seal, which shall be used otdy for the purposes designated by the Board of Direction. Certificate of Membership. ARTICLK X. Each member .shall be entitled to a certificate of membership, which .shall be authenticated by the President and Secretary, countersigned by the Registrar, and to which the .seal of the Society shall be affixed. Charter. ARTICLE XII. The charter granted by the Court of Common Pleas, No. 2, for the Cotnity of Philadelphia, State of Penn.sylvania, November lytli, i.Sc;^, is hereby accepted, approved, and made part and parcel of this con.stitution. 1: Rules. i, Skction I. The initiation fee shall be four (4) dollars ; the annual dues two (2) dollars, payable between January ist and February 15th, in each year- After the latter date, members who have not paid, will be deemed in arrear and debarred from votinjj; at the meetings of the Society. Persons admitted to mem- bership after October ist of any year, are exempt from payment of dues for that year. The payment at any one time of fifty (50) dollars .shall entitle the mem- ber so paying, to a life membership. The payment of one hundred (100) dollars at any one time, shall con.stitute a perpetual or endowed membership and upon the death of the member .so paying, the said membership .shall descend to and be held by his eldest .son or such other descendant from the ancestor from whom claim is made, as he may nominate. In ca.se of failure of such nomination having been made, the Society ma}' decide which one of the descendants shall hold .;aid mend^ership. Provided, always : That the Society reserves to itself in all cases the right of rejecting any nomination that may not be acceptable to it. All those holding life or endowed memberships, will be exempt from the payment of the initiation fee and annual dues. The permanent fund, accpiired by contributions, donations and legacies, .shall remain forever to the itse of the Society, the income thereof to be used for the assistance of .such deserving members, who are veterans of the War of 1.S12, that may need financial aid ; and if not .so re([uired, then for the purpo.ses of the library and nuiseum, and for the general welfare of the Society. He shall notify the Registrar of all admi.ssions to membership and transmit to him, the applications and proofs of eligibility of all jK-rsons admitted. He, together with the presiding officer, shall, when necessary, certify all acts of the Society and in ])roper cases, authenticate them under .seal. He, with the Registrar, .shall have charge of all printing and i)ublications directed by the Society or Board of Direction. He shall give due notice of the time and place of all meet- ings of the .Society, and of the IJoard of Direction, and shall attend the .same. He shall keep fair and accurate records of all the proceedings and orders of the .Society and of the Board of Direction, and shall give notice to the several officers of all proceedings appertaining to their respective duties ; and at the annual meeting, or oftener, if re(iuired, shall rei)ort to the Society the names of tho.se who have been admitted to membership and the names of those who, from any reason, have been disas.sociated. Tile Treasurer shall collect and keep the funds and securities of tiie vSociety, and deposit the same in some banking institution, which shall be desigiiateTl by the Hoard of Direction, to the credit of the " .Society of the War of 18 1 2." Such funds shall be drawn thence by the check of the Treasurer, counter- signed by the President, to be used only for the purposes of the Society. Checks for sums not larger than twenty-five dollars need not be countersigned. Out of the.se funds the Trea.surer shall pay such sums as may be ordered by the Society, Hoard of Direction, or, in case of urgent necessity, the Executive Com- mittee. He shall keep a true and accurate account of his receipts and payments; and at each annual meeting, report the full financial condition of the Society, when an auditing committee shall be appointed, who shall rejiort the result of their audit to the Hoard of Direction. The Registrar .shall receive from the .Secretary, file and keep on record, all the proofs upon which membership has been granted ; a list of all certificates countersigned by him, and all documents, rolls, or other evidences of .service in the War of 181 2, of which the .Society may become po.sses.sed ; and shall make, or cause to be made, for filing in his office, copies of such original or certi- fied copies of such documents, as the owners there(jf may not be willing to leave ])Lrmanently in the keeping of the Society. He .shall receive donations of books, documents and relics relating to American history of the first twenty-five years of the nineteenth century, and, under the direction of the Kxecutive Committee, secure such publications, manuscripts or objects of interest, as may be obtainable by purchase, for preservation in the library or museum. He shall aid and co-operate with the .Secretary in all printing and publica- tions ordered in the Society, or Hoard of Direction, correspond with Registrars of patriotic societies in the United States, and, whenever convenient, accompany the Secretarv to funerals of deceased members. The Board of Direction, composL'd of the elective officers of tlie Society, united with the Ivxecutive Connnittee, shall ^t-'ner- ally superintend the interests, and have the control and management of the affairs and funds of the vSociety. The said Board shall have power to consent to and accept the resignation or voluntary withdrawal from meml)ership of any enrolled member of the vSociety, and may also issue an authorization to every enrolled member of this vSociety, in good standing and repute, to be admitted as a member and affiliate with any branch Society recogni/.ed by this General Society.
