This Club shall be known as the •' Ottawa Canoe Club. " ARTICLE II. OBJECT. The object uf the Club shall be to unite the amateur canoeists of Ottawa by means of meetings for business or pleasure; by camping-, cruising, pad- dling, sailing and racing; by keeping logs of voyages, records of waterways and routes, details and drawings of canoes, collections of maps, charts and books, and by the acquirement and maintenance of club houses and camp- ing grounds. ARTICLE III. MEMBERSHIP. Sec. I. — There shall be four classes of members, viz.: honorary, active, life and junior. Sec. 2. — Every member on his elec- tion shall be held to have notice of and be bound by the Constitution, By-Laws and Rules of the Club. it i *f HONORARY. vSec. 3. — Honorary members may be elected for the then current year by a unanimous vote of the Executive Com- mittee, and shall be entitled to all the privileges of the Club without payment of the annual fee. ACTIVE. Sec. 4. -Applicants for active mem- dership shall sig-n an application form and shall be proposed and seconded by members of the Club, and the names of the applicant and his proposer and seconder shall be posted on the bulletin board in the Club House for one week. If no objection be taken during- this period, the Secretary-Treasurer may, with the c'ipproval of any two members of the Executive Committee, declare such applicant elected. Sec. 5. — If a member notify any member of the Executive Committee, in writing, of his objection to such ap- plicant, the applicant may then only be elected by a unanimous vote of the Ex- ecutive Committee. Sec. 6. — Prior to the first day of May members shall be elected by a unani- mous vote of the Executive Committee in lieu of posting as described in sec- tion 4, but the name of every applicant for membership shall also be posted as soon as the canoeing season opens. LIFE. Sec. 7. — Any on.e, upon election, may become a life member upon payment of fifty dollars, or by the transfer to the Club of five shares in *'The Ottawa Canoe Club House Company. " Life members shall be entitled to all the privileg'es of the Club. JINIOR. Sec. 8. — Boys between the ages of twelve and sixteen may become junior members upon being- elected in the manner provided for active members. Junior members may not vote, hold office, or introduce strangers or visit- ing members to the Club House. ARTICLE IV. VISITING MEMBERS. Sec. I. — Any member may introduce as a visiting member, for a period not exceeding three weeks in any one year, any person resident at a distance of not less than twenty miles from Ottawa, provided his name be approved by one member of the Executive Committee. Sec. 2. — The names of all visiting members shall be entered in the Visi- tors' Book, with the period for which they are admitted, together with the names of the members by whom intro- duced and approved. , ARTICLE V. FEES. Sec. I. — The annual fee for an active member shall be three dollars and fiftv > ; ^» I 5 f cents, and for a junior member, one dollar, and shall be payable on or be- fore the first day of May in each year. Sec. 2. — The fees of members elected after May first shall be due on election, and no member shall be admitted to the privileges of the Club until his fees are paid. Sec. 3. — It shall be optional with the Executive Committee to post any de- faulter after the 15th day of June, but any member whose annual fee is un- paid by the first day of August shall ipso facto cease to be a member, and the Secretary-Treasurer shall strike his name off the Roll, and notify him to this efi^ect. Sec. 4. — Any member struck off for non-payment of fees shall still be liable for all arrears, and shall not be re- inst?t,ted without payment thereof. ARTICLE VI. RESIGNATION. Sec. 1. — Any member desiring to re- sign must pay all arrears, and must notify the Secretary-Treasurer in writ- ing before the 15th day of June. Every resignation shall be submitted to the Executive Committee, and the member shall be notified by the Secretary-Trea- surer of the action taken. Sec. 2. — No resignation shall be ac- cepted after the 15th day of June, ex- cept upon payment of all fees and dues for the current year, in addition to all arrears. ARTICLE VII. SISPENSION. The Executive Committee may sus- pend from the privileg-es of the Chib, any member whose conduct, in their opinion, merits such a course. Any charg-e ag'ainst a member shall be in writing", and the member ciiarged shall be notified forthwith, and shall have an opportunity of being" heard in h'"-^ own defence. ARTICLE VIIL OFFICERS. Sec. I. —The officers of the Club hall be a Commodore, a Vice-ConiJiioJore, a Captain, a Secretary-Treasurer, and seven Committeemen. Sec. 2. — The officers shall be elected by ballot, at the Annual Meeting, and shall hold office until their successors are elected. ARTICLE IX. COMMODORE AND VICE-COMMODORE. The Commodore and V'^ice-Commo- dore shall be Honorary Officers. ARTICLE X. CAPTAIN. The Captain shall preside at all gen- eral meetings, and shall be ex-officio n member of all committees. He shall have general supervision over all mat- ters affecting the interests and manage- ment of the Club. i Ifei i ARTICLE XI. SECRETARY-TREASURER. Sec. I. — The Secretary - Treasurer shall call all g-eneral meeting's and meeting's of the Executive Committee when required, and keep correct min- utes of the same; conduct the corres- pondence; post all notices, by-laws and rules; keep a correct roll of members, and a record of all aquatic matters of interest to the Club, and shall keep and be responsible for all books and re- cords. He shall notify members of their election, and thereupon send them a copy of the Constitution, By-Laws and Rules of the Club. He shall also report at each committee meeting' the names of all members elected since the last meeting' of the committee. Sec. 2. — He shall keep a list of all names struck off the list of members, with the reasons for such names beingf struck off, and shall report to the Exe- cutive Committee if any applicant for membership is on this list. Sec. 3. — He shall receive all moneys due to the Club; pay all accounts pass- ed or authorized by the Executive Conmiittee; and shall prepare an an- nual statement, which he shall cause to be audited previous to, and shall lay the same before the annual meeting'. He shall have control of the allotment of racks and lockers, and shall sign and issue membership and other cards upon receiving- payment of the dues therefor. ARTICLE XII. The Secretary-Treasurer shall de- posit all cash receipts of the Club to the credit of the Club in a chartered bank to be selected by the Executive Com- mittee. All payments must be author- ized by the Executive Committee, and made by cheque signed by the Secre- tary-Treasurer and countersigned by the Captain, (or in his absence by an- other member of the Executive Com- mittee). ARTICLE XIII. ASSISTANT SECRETARY-TREASURER. The Executive Committee may ap- point from their number an Assistant Secretary-Treasurer, who shall assist the Secretary-Treasurer in his duties. ARTICLE XIV. EXECUTIVE COMMITTEE. Sec. 1. — The Executive Committee shall consist of the Captain, Secretary- Treasurer, and seven members of the Club, elected at the annual meeting-. Sec. 2. — The Committee may make such rules as it deems advisable for the management of the Club property, and, subject to any resolution passed at any general meeting, fix the fees to be paid for the use of the racks, lockers, etc., and shall prescribe the rules fr - Club cruises, camps, etc., and have general supervision of the affairs and finances of the Club. Sec. 'i. — Anv bv-law or rule made bv the Connnittee, other than of a tempor- IIM lO ;iry character, shall be laid before the next ensuing- general meeting-, when such 'rule may be amended, rescinded, or confirmed. If no action be taken thereon, such rule shall lapse. Sec. 4. — Five members shall form a quorum. Sec. 5. — If the Committee is equally divided, the chairman shall have a cast- ing-vote, in addition to his original vote. Sec. 6. — The Committee shall, sub- ject to any order passed at a g-eneral meeting, regulate the expenditure of the Club. Every account shall be ap- proved by the Committee. Sec. 7. — Should any member of the Committee be absent from three conse- cutive meetings without a satisfactory excuse, his position may be declared vacant and be filled pursuant to the following section. Sec. 8. — In the event of a vacancy occurring in the Committee, that body shall have power to fill the same, and shall do so within one month from the time the vacancy occurred. ARTICLE XV. AUDITORS. Sec. 1. — Two Auditors shall be elected by an open vote at the annual meeting. Sec. 2. — No member of the Execu- tive Committee may be an Auditor. ARTICLE XVL OFFICIAL MEASURERS. Sec. I. — Two Official Measurers shall be appointed by the Executive Commit- ■4 1 II tee before the ist of May in each year, and shall hold office until the ist of May following^, or until their successors are appointed. Sec. 2. — Their duties shall be as laid down by the Racing Committee from time to time. ARTICLE XVII. RACING COMMITTEE. Sec. 1. — A Racing- Committee shall be elected by the Executive Committee before the first day of May in each year. This Committee shall arrang-e matters in connection with regattas, races, and aquatic sports, and the Chairman shall keep all the proper and necessary records relating to the same, and submit an annual report to the Executive Committee. Sec. 2. — The Executive Committee may elect such other sub-committees as may be deemed necessary to carry on the work of the Club, and vshall de- fine their duties. Sec. 2' — The chairmen of all sub- committees must be members of the Executive Committee. Sec. 4. — All moneys collected by sub- committees must be handed to the Secretary-Treasurer, and no Commit- tee shall incur any debt without the previous authorization of the Executive Committee. L-h 12 •hi ARTICLE XVIII. MEETINGS. Sec. I. — A g-eneral meeting- may be called whenever deemed advisable by the Captain or any two members of the Executive Committee. On the refusal of those officers to call a meeting- the Secretary-Treasurer shall do so at the request of any six members. The an- nual meeting shall be held in the first week in March, for the election of offi- cers and the transact'on of other busi- ness. Fifteen members shall constitute a quorum at all general meeting-s. Sec. 2. — The order of business at all general meetings shall b?^ as follows: 1. Minutes of preceding meeting. 2. Reports. 3. Communications. 4. Elections. 5. Unfinished business. 6. New business. ARTICLE XIX. SPIRITUOUS LigUORS. No spirituous liquors, including beer, shall be kept for sale on the Club premises. ARTICLE XX. FLAGS. Sec. r.—The Club F'lag- shall be an Oxford Blue Pointed Burgee, eighteen 13 inches long-, and tw^jlve inches wide, with a white beaver in the centre, and the letters O. C. C. also in white, one below the other next the staff. Sec. 2. — The Commodore, Vice-Com- modore and Captain shall carry the same desig^n on a broad pennant, twelve inches by twenty - one inches. The Vice-Commodore's flag" shall have one white ball, two inches in diameter, in the upper corner next the staff. The Captain's flag shall have two white balls, two inches in diameter, one be- low the other next the staff. Sec. 3. — Members who have held the rank of Commodore^ Vice-Commodore, or Captain, shall be entitled to fly an Oxford Blue streamer three feet long, three inches wide at the staff, and run- ning to a point. The ex-Vice-Commo- dore's streamer will have one white ball two inches in diameter next the staff, and ex-Captains two white balls, two inches in diameter, next the staff. Sec. 4. — Private members' signals shall be registered with the Secretary- Treasurer. These signals shall be rectangular, eighteen inches long and twelve deep. ARTICLE XXI. TOTEM. The Club Totem shall be an Oxford Blue Beaver, to be carried on the main sail, near the peak. ^l I< ■I- 14 ARTICLE XXII. I'NIFORM. The full dress uniform of the Club shall be a White Flannel Suit and a Cap similar to that worn by officers or the Royal Navy. ARTICLE XXIII. COLORS. The Club Colors shall be Oxford Blue and White. ARTICLE XXIV. WHISTLE. The Club Whistle shall be two long- notes repeated three times. ARTICLE XXV. AMENDMENT TO CONSTITUTION. This Constitution may be amended by a vote of two-thirds of the members present at a general meeting. A notice that it is the intention to propose an amendment, and stating which articles of the Constitution it is proposed to amend, shall be sent to each member at least one week before the date fixed for the meeting. The proposed anieu'l- ments shall be posted on the bulletin board, or be on file with the Secretary- Treasurer for one week previous to the meeting. IS BY-LAWS Adopted by Executive Committee May 20TH, 1897. * members. 1. Members shall be entitled to the prlvileg'es of the Club only upon pay- ment of current dues and all arrears. 2. A membership card shall be issued by the Secretary - Treasurer to each member upon payment of dues; and any member who is unable to produce such card when called upon to do so by the Caretaker, may be asked to register his name in the Caretaker's book. LADIES. 3. Each life, honorary, or active member in good standing may obtain season admission cards for two ladies. Additional cards may be obtained on payment of fifty cents each. Members desiring cards may obtain them from the Secretary-Treasurer, on furnishing him with the names of those for whom required. CLUB HOUSE. 4. The Club house shall be open every day for the use of members, from 7 a.m. till 10.30 p.m., at which hour all lights shall be extinguished, but any member requiring to bring in his canoe after 10.30 p.m. can do so by ringing the river bell for the Caretaker. |,r y6 CARETAKER. 5. The Caretaker shall receive in- structions only from members of the Executive Committee. He shall call the attention of members to any viola- tion by them of the Rules, and shall re- port any irregularity to the member of the House Committee for the week, or in his absence to the Captain or Secre- tary-Treasurer, who shall report the matter to the Executive Committee at the first meeting" thereafter. HOL'SE COMMITTEE. 6. Excepting- the Secretary-Treasur- er, each member of the Executive Com- mittee shall be House Committee for one week in rotation, the senior taking the first turn of duty, and then the other members of the Committee according- to seniority. Any member may, how- ever, exchang-e duty with another, pro- vided the Secretary-Treasurer is duly notified of the change. The roster of duties shall be kept posted in the Club House. The member of the House Committee on duty shall see that the Caretaker is attending to his duties, that the Club House is in proper onler, and that the rules and by-laws of the Club are being observed. At the close of his week's duty he will report to the Secretary-Treasurer. WHARF. 7. No person shall obstruct the wharf by having a canoe or boat thereon or moored thereto. 17 BATHING. 8. Bathing- is allowed at all times, provided the bather be clothed from neck to knee in proper and decent cos- tume. In going to and from the water bathers must use the door and staircase specially provided for that purpose at the eastern end of the Club House. Persons in bathing" costume shall not go into any part of the Club House other than the dressing rooms. No one in bathing costume shall be allowed on the wharf. I i CANOES. 9. No person shall be allowed to use the canoe, boat, or other property of any member except upon producing a written order signed by the owner. WAR CANOE. 10. Regulations regarding the use of the war canoe will be posted from time to time on the Club Bulletin Boards. RACKS AND LOCKERS. 11. Payment of dues for racks and lockers shall be made in advance. 12. The member of the House Com- mittee on duty, or, in his absence, the Caretaker, may assign an applicant a rack or locker; but title to the same will not be good until approved by the Secretary-Treasurer. If the applicant do not pay for the same within fifteen days after approval by the Secretary !ti i fT i8 Treasurer, such rack or locker may be allotted to any other applicant. 13.
