It was charged against the administration of that day, by the Tory party, that the num- ber was far In excess of the actual requirements of the public service. But no sooner did the present party attain power than the staff of the Ci'vil Serv'ee WAS INCREASED to an alarming extent. The immense Parliament and Departmental Buildings at Ottawa have long since failed to furnish accommodation, or even ** elbow-room " for this EVER- INCREASING ARMY OF HANDSOMELY-SALARIED OFFICIALS. Extravagant rents are being paid to favourites of the Government in different parts of Ottawa in order to find offices for the additions that have been thus made to the Civil Service, and a new Departmental Building is now being erected at Ottawj at a probable cost of $600,000 to furnish additional accommo dation for the friends and relations of the Tory suppor- ters of the Sir John Macdonald Government, whom it has been found desirable to support with the money of the people.
