FRIDAY 1870 28th January. • i» *) .^ V * • • » Under tlio existing circnmstfinccs of the diocese, mission- ary labor, which is the first of the objectu embraced in the constitution of the Society, demands the chief share of tlie attention of the Central Board. The department of missions, however, having been entrusted to the management of the Diocesan Board, tlie Central Board begs to refer the Society to the report of that body, presented herewith, which, with its appendix, contains full information respecting the work committed to its charge. The share of the Central Board in that work relates at present mainly to Ihxi supply of the means for carrying it on : and while acknowledging with thardcfulncss the result of a recent eftbrt made among the congregation of the Cathedral Church, which has materi- ally increased those means, the Board is bound to state that so far from having been able to extend its operations, it has not been in a position to afford to the Diocesan Board the assistance which it had been encouraged to expect two years ago. Early in 18G7, the sum of ^1000 was voted to missions from the general fund of the Society, of which only one half was paid during that year. The state of the funds rendered it impossible to renew the grant during the past year, and it is only within the last few days that the treasurer has been enabled to pay the balance due on account of the grant of 18G7. A refer'- nco to the early history of the Society will shew that one of the objects which its founders expressly proposed to themselves Avas to supply the deficiency which was even then malcing itself felt, arising from the withdraAval of the- aid of the Society for the Propagation of the Gospel. How much more strongly such a ground may now be urged, and how vain it is to indulge any hope, even if it were right in jn-inciplo to do so, of continuing to depend upon any resources but our OAvn, will appear from the letter re- cently received from the Secretary of the S. P. G., and ap- pended to the report of the Diocesan lioard. The absolute necessity of a farther reduction of that Society's expenditure «b ^ J 10 is made unmistakcably plain 1)}' the statomcMt that its Irea- surors, after .special api)eals made to the Church of England, liave been ohliyed to ])ropo.se to borrow £12,000 to meet the fn-ants to Vhich it is pledged for the current year. The deficiency which will be created by the apju'oaching reduction in the grant to this diocese can be ])rovi(led for only by increased exertions among ourselves. With scarcely three or four exceptions out of Quebec, all local ettbrts, hoAvevcr severel}' strained, for the maintenance of the Church are undeniably insufficient. The only remaining re- source is the Church Society. The Central Board ventures to remind the members of the Society that "grants to be made from time to time " from the general fund constitute one of the sources on wliich, ac- cording to the Bj'-laws of the Society, the Diocesan Board is to depend for its income, and which it is to take into account in calculating its expenditure; and it is plain that unless a cliaracter of something like permanence is given to its in- come, it cannof sustain the missions which ai-e already on its list, much less can it indulge any reasonable hope of entering into the fields which "are white already to harvest." Tho Central Board is thankful to observe that the claim of such destitute places is not altogether overlooked by Churchmen, and to record a donation of 8500 for the special jturposc of opening new missions, from one who is already a subscriber of u])\vards of $-100 per annum to the Society, and tiie donor of $200 to each of the endowment funds placed, or to be placed, under its charge. The congregation of St. Matthew's Chapel, Quebec, have also been ])ermitted, by a vote of the Board, to appropriate their annual subscri2)tions to tliis object. The Board, in October last, ])laced tlie sum of $100 at the disposal of the Lord Bishop ibr one year, on the ap])lication of the Eeverend K. C. Parkin, foi' the juirpose of affording the ministrations of the Church to a new settlement of Ger- mans and Norwegians in the township of Ditton. widows' and orphans' fund. The Widows' and Orphans' Fund has been increased during the year by S15G7 . 15, and now amounts to $22512.29. Tho existing claims upon it amount to $200 per ainium. The Boai'd regrets to oliserve that several of the Clergy who are subscribers to this fund have not been sufficiently careful to comply with the requirements of the By-Law V 11 (4 witli regard to the payment of their subseriplions, and the prcaeliinL'- of two sej-mons.-'- ]t is necessary to point out that the ett'ect of such failure involves, unless by s])eeial favor of the Board, the forl'eilurc of all advantage to be derived from the fund. PENSION FUND. The Board is gratified to find that tlii.s fund has attracted, in some instances, the attention it deserves ; special subscrip- tions, donations and collections, amounting to $291.1)7 l)aving been received in aid of it. The fund has now reached $1851,64. EDUCATION. The Education Committee reports that the number of schools aided during the year by the Cimrch Society is seven- teen, towards which assistance lias been given at the rate of $454 per annum. The Committee cannot but feel that this most important work languishes from the inadequacy of the means at command for its maintenance, and that even though it acts in co-0]ieration rith the Committee of the Colonial and Con- tinental Church (Society, and the grants of both institutions in most instances sup])lement local assessments and Govern- m'ent aid, neither the character nor the number of the schools is sutficient to justify it in presenting an encouraging re]M)rt. It is true that in many, — the Committee is glad to be able to believe in most, — cases, the result oht.uned is fully equal to the cx])ectations which the Board is entitled to indulge in proportion to its expenditure; but there is ample ground for renewing the expression of hist year's report, that ''there must always remain the difticulty of obtaining efficient teachers so long as the pittance usually alforded to them is so scanty and ])recarious." All the schools mentioned in the last re]M)rt as aided by the Society luive been on its list during the past year, and five others have been placed upon it, one at Labrador, and four in the extensive mission of St. Sylvester. The schools at Bourg Ijouis and Portneuf have been inspected during the year by the lies. E. G. Flees. The value of new books imported during the year is $537.- 15. The imposition hy the legislature of a duty on books has unavoidably raised the price of those recently imported, but the Committee is gratified to observe that the number sold very considerably exceeds that of the preceding year, particularly that of pra3'er books. The Committee has found it expedient to withdraw the privilege, heretofore enjoyed by subscribers to the depository fund, of purchasing at a reduced rate. Every clergyman in the diocese is entitled to tracts to the value of $3 in each year, without any application to tlie Committee. A branch dejtository has been established by the St. Fr.ancis District Association, and is in successful operation at Sher- brooke. The local depository Committee reports that it has imported books to the value of £48.1, stg., and that the amount of sales for the yoiw has been $160.03. The Society for Pronu)ting Christian Knowledge having, with its accus- tomed liberality, made a grant of books in aid of the establish- ment of this depository, besides supplying those paid for at reduced prices, the depository has become already self- supporting. This is partly due to the liberality of the person in whoso charge it is placed, who undertakes the sale without any retnuueration and bestows eminent cai ) on the advance- ment of its prosperity. A renewed application has been made for the establishment of a branch depository in the district of Gaspe, on which, however, the Committee has as yet been unable to take any final action. 14 ClirUCII HUILDINO, &C. Tho Board has had much satisfaction in knowing that all these grants have been made in support of unusually largo and praiseworthy local ctlbrts. In connection with the buildingof churches and parsonages it may be proper here to mention that the Boartl has been in communication with the Diocesan Board with reference to adopting means for the insurance of ecclesiastical buildings. It is r, matter of regret that no arrangement has yet been come to on this subject; that it is one of pressing importance is apparent from the fact that two parsonages have been burnt during the year, neither of which Avas insured. ENDOWMENT KUNPS. The Mission of Cape Cove and Perci' has added one to tho list of endowment funds, (now numbering til'teen,) held in trust by the Society. The Board made a grant of $150 to- wards it. The amounts of these funds, and the mode of their investment, will l)e seen on reference to the re])()rt of tho Clergy Trust Fund. The Board is glad to bo able to report that the Society for the Propagation of tho Crosjiel has voted an addition of 20 ])er cent to each of the funds i-aised since tho date of its resolution for the encouragement of endowments, and included in the list transmitted by the Central Board in 1867. It is proposed to make a further aj^plication on behalf of those missions which have raised endowment funds since that date. DISTRICT ASSOCIATIONS. Of the District Associations of tho Society, the only ono that is in efficient operation is that of St. Francis. It is matter of great satisfaction to observe the interest taken by Churchmen in tho proceedings of this as.sociation, and the remarkably exact manner in which the duties of its treasurer are discluxrged. A regular 'series of missionary meetings has been held, under tho auspices of tho association, throughout the district, of which the Kural Dean, who, in every instance, Avas a member of tho deputation, has fiu'iiishod a very clear and satisfactory report, .shewing a result of seventeen meetings, attended bj' 882 persons, and of collections made amounting to $122.14. ^J'um- bcr of mUes travelled by deputation, 500. In July 18l»7, a letter was addressed to the Lord Bishop by the Secretary of the Society for the J*ropagation of the Gospel, which ]n'e])ared the Board to antici])ate a very ma- terial reduction, ami an intimation of this intention was pub- lished throughout the Diocese in a circular issued in the month of January last, in which care was taken to inform all the congregations that this reduction must necessarily in- volve an increase in their own contributions. ' But the prospect held out that a reduction may be decided upon at its close compels us to recognize the precarious position of Iho Church's resources in this Diocese. It ou^ht further to be taken as an additional intimation that we arc on our probation, and that if Ave are to seek for continued aid, we can only liope to do so with success, by pointing the Society to the over increasing endeavours wo arc making in the direction of self-support. And that the best eiforts of all true Churchmen are still loudly called for is plain from the simple fact, that notwithstanding the in- crease in the assessments and the non-reduction of the S. P. G. grant, the Board are not yet in a position to assist in augmenting the scanty ijicomcs of the clergy. The increase in the means at the disposal of the Board will be entirely consumed in opening new missions. A feeling exists, Avhich is daily gaining strength among kity as avcH as clergy, that the true interests of the Church would be better promoted by raising the salaries of the ]n'c- sent staff of clergy, and thus exempting them from vexatious and unsuitable anxieties and occu})ations, to the clear gain of time and eiiei-gy devoted to their ])roi)er calling. Jiut the Board, in view of the ]n'essing claims presented to them by new congregations, some of whom had I leeu encouraged to expect assistance, did not feel justiticd as }et in fully admitting this prii.ciple. It is therefore now their pleasing duty to announce that four missions, not ]»i'evi(Uisly aided by the Hoard, will have the full religious blessings I'lijoyi-d by those who have been long before moi-e fortunately cii'cumstanced. Tlieso Missions arc Georgeville, Avhich contributes half the clergyman's salary ; Kingsey, which is also pledged for $l}00 per annum ; Durham, ct)ntribuling $225 ; and 3Iagog, an entirely ncAV field for the Church, whicn guai-antces $200 per annum. The Board would take this opportunity of thanking those gentlemen (some of wiiom are not members of the Board,) who kindly midcrtook the labour of visiting the congrega- tions during the past year. They gladly acknowledge that it is due in a high degree to tlieir able and earnest represen- tations that so good a feeling lias been evinced by. the people whom they visited. Some passing reference may be due to the nUe laid down by the Board, in accordance Avitli which the services at any 23 particular church are discontinued under the authority of the Bisliop in the case of the congregation falling into arrears for more than three months. The Board observed that, when no inconvenience resulted, some congregations were prone to neglect in making their quarterly payments, forgetful of the fact that it was the cause of inflicting a serious hardshi^j upon the clergyman, who was thus prevented from drawing his stipend. The interruption of the services, it was deemed, would exercise the needful pressure, a surmise the correctness of which time has 80 far vindicated. Two cases have occurred where the notices have been given, and in both instances with the desired eifect. The weak point in the rule seems to be that it in- volves both innocent and guilty in one common penalty, (a result however which is not peculiar to this enactment) since it is those individuals in a congregation who seldom attend the services, and consequently care little for their with- drawal, who arc negligent in the payment of their subscrip- tions. In practice, however, the rule seems to have conferred nnmixcd good. The Canon, passed at the last sessioii of the Synod, which '' provides for an enquiry Avhen any mission declines to meet the requiren\ents of the Diocesan Board," has been acted upon in one iii>tance. The enquiry resulted in the retire- ment of the missionary, with the allowance of half a year's salary, of which $200 was provided by the congregation. The iioard of enquiry for the deanery of (laspo are now taking action in the case of the mission of ^lalbaie, and their re])ort is daily looked for by the Board. .During the ])eriod embraced in this report the Lord Bisho]) made the following appointments, which were con- curred in by the Board. In November, the Revd. Jas. Boydell to the mission of Bourg Louis and Portneuf, rendered vacant by the resigna- tion of the Revd. R. C. Tambs. Every year convinces us of the necessity of wisdom and zeal in the dischai'ge of those duties which our member- ship with Christ's Churcli places upon us. Amongst the evidences which arise I'oi' oui* iMu-ouragement, the first which ])resents itself to our notice is the great desire manifested for tlie due administration of tho ordinaiu-es of the Church. AVe have fi'om the ])iM)ple of Hereford. ( Jeorgeville, Magog and Kingsey the most earnest calls tor assistance. These places have all of them promised aci-ording to their means to meet tiie J)iocesan 'Board in the event of their being placed upon its list of missions. At present Hereford is supplied with semi-monthly ser- vices by the Kev. R. C. Tambs, tutor in mathematics at Jiishop's College. The mission of Kingsey is to be brought under tho Board on the 1st January, 18GJ), with the Kev. G.II. Parker as Incumbent, the mission paying S300 per annum. Georgoville, which has up to the present time been mainly dependent upon local resources, aided by a subscrii)tion from this town and other places, and which is served by the Ecv. J. Thornloe, comes under tho Diocesan Board on the 1st of January, 1869, and contributes $.300 per annum : and Magog 27 is provided for fortlio next five yours by ii local contribution of fooO, $200 from the Board and $200 from a L'ontleman of ;llki liberality, llobt. Another feature of encouragement arises in the way in which the increased assessments of the Diocesan Eoard havo been met by the .several congregations. All those missions where this assessment has been raised feel the necessity which exists for increased cxer'ion and show a readiness to do what they can to meet it. These are subjects calculated to inspire us with hope for the future. The only feature which carries discouragement in it is the inability of tho Board to increase the number of its clergy, and by a division of the larger missions more effectually carry on the work of the Church in destitute places ; but if it be a feature of dis- couragement, it is one which should admonish ns individually to enter with all our hearts into the use of those means with which God has provided us, and seeking Clod's grace to en- deavour that such opportunity may not be lost to the Church's influence or charged to the negligence of a profesbcdl}^ chris- tian people. Your Committee feel that tho time has arrived when even greater efforts than those of self-support should constitute a part of our christian duty ; when wo should not only endea- vour to become a self-supporting Church, but should begin to feel that, as part and parcel of that great nation which is set as the evangclizer of the world, we too should be so far actuated by a missionary spirit as to aid in sending to distant lands (rod's fail hful ministers to preach the gospel to every creature. Let us hope that when our peoj)le see their true position they will ri,se to fill it. Let us have faith in Cod's promises " honor tho Lord with tiiy substance, and Avith the first-fruits of thine increase ; so shall thy barns be filled with plenty, and th}^ presses shall burst out with new wine." It seems advisalile that there should be more formally recogni/.ed and regularly occurring meetings of all the rarochial Associations of the Church Society in the District. 2. These meetings might be made to svnchronize with the Missionary meetings. 8. The '.Missionary ]\reetings (and Parochial Association meetings) should be held, as far as possible, at the same period of the year, throughout the ])istrict. 4. Meetings ought to held at all outposts where services iiro regularly held at other times. 5. The Parochial Associations seem to requiro considerable development to make them thorouglily eflftcient. In reviewing the state of this mission for the last year, there are reasons to be thankful to the Author of all good in that whilst the village of Acton Vale still remains in a very depressed condition with respect to business of all kinds, the Church still holds her ground. When the deputation visited us this autumn in order to arrange about the assessment to the Board for the next three years, most of the congregation, contemplating merely the untoward circumstances which oppress us, and not the pro- mise of a faithful God, desired a reduction. However, after opening a subscription list, many who before had contributed nothing towards the Board voluntarily came and jnit down their names: a pleasing indication of God's help in blessing His own work and making successful our imperfect etlbrts to advance His kingdom. And to the agreeable disappointment of many, we found ourselves able to keep u]i the assessment as heretofore. To tliis the Board lias agreed, a fortimate thing for this mission, especially as the assessments of most otlier missions have been increased. Our case, however, is an exceptional one , and it would not have been reasonable to demand another increase in our assessment, when on July 1st, 1807, it had been virtu- ally increased by sixty dollars, with also a requisition to pay up all arrears by quarterly payments of fifteen dollars. Before that time the liability of the Board to the Acton Mission from other revenues than those forwarded from hero amounted to $250 per annum, and by the new arrangement they pay from the same source only $190. Puritan prejudices against infant baptism, so rife in this, S]uritually speaking, unhappy township, are ra]»idly disajipcaring. ]lad we but u few Church schools, Shipton would become a promising section of the Church vineyard. In this township, as I 8up])0se in all the others, education and religion are divorced. The unnatural se])arat ion cannot but be productive, in the end, of the head being educated at the expense of the heart, on the part of the rising genera- tion. I am glad to state that a solid new flooring has been laid in the church at Danville. This may sur]>rise some, as the church itself is a com])aratively new building, but I presume those who laid the first floor, or built the foundation, are better prepared than I am to ati'ord an explanation. 39 The tower has received some nccessarj^ repairs and a new cliimney. Double windows arc in process of construct ion, so that our little church will soon bo (what it has never yet been) very conitbrtable. The congregation keep u]) to the usual mark in point of numbers, as also does the .Sunday school, in which I am assisted by the regular and valuable ettbrts of Mrs. Chester Cleveland, jr. The Shipton register shows twelve baptisms and ten burials siiu-e the 1st January 18G8. No marriages. In con- clusion, 1 have again to thank the wardens, Messrs. Carter and Boutclle, of -Danville, and Messrs. Thurber and Ewing, of Tingwick, for theij* re-elected services. These gentlemen seem to feel, and to have fiood grounds for feeling, that the very existence of the mission depends upon the will, courage and intelligent forbearance which they have to exercise in manag- ing the linancial department of their duties. Our people should remember, and as the hint is kindly given, so it should be kindly received, that it would save a world of trouble, were they not to wait to bo as Iced or written to for what they have honour- ably engaged to ])ay, but to bring the amount to either of the wardens at the appointed time, and so assist in softening the difficulties the Avardens experience in keeping matters in an honourable and prosjjerous financial condition. Hknry James Petry, B. A. P. S. — 1 forgot to add that my Shipton visiting list exhibits the names of sixty-six families, living within an area of two hundred square miles. Domiciliary visits are paid once a quarter. The Wardens of Danville report ^75, as the amount of Offertory Collections during the year. The assessment paid to the Diocesan Board by Danville and Tingwick is $193 75. DURHAM. 1 entered upon the labours of this mission on the 4th October, 18G8. An increasing interest in religious matters had been awak- ened in Upper Durham by the efforts of the Eev. Henry Roe, who liad continued gratuitously the services interrupted by the death of the late Eev. S. S. Wood. Occasional services had been held at South Durham station through the kindness and exertions of the Rev. L. C. Wurtele, of Actonvale. And L'Avenir had been for a considerable period entirely des- titute of the ministrations of the Church. 40 . li In Upper and South Durham I have doubled the number of the services ; have restored tlie services to L'Avenir ; and have opened a fourth station at Black lliver. The distances of the three latter stations from my residence in Upper Durham are respectively twelve, seven, and four miles. The greatest distance travelled on a Sunday is twenty-four miles. In Upper Durham services is held every Sunday morning, occasionally on a week-day evening, and on the principal holy- days. The largest number attending church has been 206 j the least about 100. The Sunda)'' School, Avhich I superintend immcdiatcl}- after morning service, contains ninety scholars, instructed by seven teachers. The following collections have been made : — For an organ 650.00; for a Sunday School library ^16. 00; for the Church Society $21.00; for W. and O. fund $2.50 ; for clergyman's salary $10.3.00; Collections made l>y ])arochial association $10.00. In addition to this is the weekly offertory, from 50 cts. to $2.00 — and the weekly Sundaj' School collection averaging 30 cts. In South Durham I hold a fn'tnightly service on Sunday afternoon. The largest congregation has been 103, the least 21. Hitherto we have occupied a small school-house; but owing to the increased attendance the Town Hall will bo open- ed for the next service. The peojjle have subscribed $85.00 to the clergyman's salary. On account of an endeavour to raise funds for the erection of a church during the coming summer, none of the usual collections have been made. In L'Avenir, a French village of about 1000 inhabitants, I hold a fortnightly service, also, oii vSunday afternoons. The greatest number in attendance here has been 52 : the smallest 22. But 1 hope in time, through the blessing of (lod, to gather together a much larger congregation. The subscription to my salary in $32.00. The parochial association has collected $4.00. At the Black River the congregation is necessarily limited by the size of the house, which will hold only about 50. The Sunday-school contains 45 scholars under four teachers, and is ably superintended every Sunday afternoon by Mr. Albert Stevens, one of the teachers of the Upper Durham school. A considerable sum has been raised for the purchase of a Sunday School library. y" V -« • i-^ \ n- 41 In addition to these four stations I hope in the spring to open two more, })rin(ipjilly for tlio suke of the Sunday Schools. Since I have come to the mission I have christened in the church seven infants, had two marriages, and one burial. I am now catechising at my various stations 75 young people for confirmation. J have also a class of ten adults prejjaring for baptism by the iiisho]), when the confirmation services are held. I would notice, before closing, a gratifying fact in connection with the mission. And 1 see every prospect of being able to open a first-class school before the end of another year. DUD3WELL AND PARTS ADJACENT. -^ -r ■t • The morning service at St. Paul's, Marbloton, has been regu- larly sustained throughout the year, as has been the case ever since the completion of the church thirteen years ago. My out-lying stations. South Ham, Westbury, ajid School-house No. 1, South Dudswfcll, liave been regularly visited for even- ing prayer in rotation, with an occasional service for Ham. Road and the small settlements in the township of Stoke. Owing to the widely scattered population of this mission, and the consequent difficulty of assembling the children for Sunday school instruction, I conceived the idea and carried into effect last winter, the founding of a library and school in almost every school district within the mission. This required quite and effort among so poor a people as ours. Over a hundred dollars were obtained for this purpose. Tiios. S. C11AP.MAN. ! \ li| EATON. The work of the Church in this mission is progressing as favourably as my most sanguine expectations ever led me to hope. On the 23rd September, the Lord Bishop laid the corner- stone of our new church, thus commencing a work for which prepai'ation had been made last year by an aj^peal to the congregation for funds. In less than three months from its commencement, the walls of the (diui-ch were up and a con- tract entered into for rooting before the ajiproach of an inclement season ; this has, however, been somewhat retarded by a disappointment in obtaining the necessary lumber, which should have been delivei-ed belWre the setting in of bad roads. The old church, one of the ])rimitive church edifices of the townships, erected just lifty years ago, had become quite untitfor use. Built in the good old days when ])ine was in abundance, it presented to the 1)uilding committee a legiti- mate ol)ject for spoliation in order to apply the material to the use of the new church. Wo have had therefore to tit up an old store for our Sunday services, and I am happy to say they are better attended than those of the old church, which fact Ijcsjjeaks our want of a more comely place of worship. Hitherto no extraneous aid, beyond the usual grant from the Church Society, has been solicited to- wards the erection of our church, and it has consequently been a heavy tax upon the resources of my people, who only number twenty-five families. Still, had it not been for the increased assessment of the Diocesan Board, we did hope, with but little foreign aid, to have faced and overcome our ditScul- :r3 ties. My monthly service at Avmvood has been unfailingly kept up. I entered upon those services as upon a hard tield, with hope and fear. 1 have been cheered in my work by kindness- es and evidences of good. I have been depressed by some untoward circumstances. " But we have this treasure in earthen vessels, that the excellency of the power may be of God and not of us." This mission contains two congregations and two churches, St. Paul's, Caspe Basin, and St. James', situated three miles beyond the Basin Point. St. Paul's Church, Gaspo Basin, is the oldest church in the mission, and is t^ist approaching a condition when repairs will bo of little avail, the walls having spread more than four inches during the past year, and an iron bar which runs from one wall-plate to the other being the only thing which pre- vents the building being past use. A church building fund was established two years ago, and "iimounts, I believe, at the present time to about $150. And I trust that when the necessity arises, the present building will be replaced by a u i,: r new church. The servlce.-i in the mission are four full services every Sunday at three stations, and three Sunday-schools. My own Sunday work is three services and two Sunday-schools, the other service and Sunday-school being taken by mv K'ind and efficient helper, Mr. Tail. His public iidmission by the Lord Bishoji to tho oflice of Itcader was an event of importance to this mission. It took place in St. .Tohn's church, Melboui-ne, on Sunday mcu-ning, the IGth of .May last, the ]teophi of that congregation having previous- 61 ly fcjiMUJillj' invited Mr. Tait to labour amon^ them. Tho service was one of great interest, and made a deep impression on tho crowded congregatiou who witnessed it. The number of communicants on tlie occasion was hirge. His spare Sunday afternoon has just begun to be given to the Silver school- house station. Mr. Tait has been of the greatest help and comfort tome, and is entirely acceptable to the people. All those services are well attended. At the death of the Rev. S. S. AVood, I took charge of (he mission of Durham, and gave a service at Trinity church, Upjier Durham, once a fortnight, down to the 20th September, when the Ilev. J. F. Carr was ordained to the charge of that imjiortant mission. When I passed Durham to Mr. (.Vu-r's hands, I. opened the service at the Silver school -house. A combined teachers' meeting and Bible class for adults is held in Eichmond evejy Tuesday evening, which is fairly attended. There have been morning prayer and short lecture at St. A nn's on all the festivals ; and full service at all the stations on all the greater festivals. Q'here were thirteen men present and five absent, but it is sup- posed that the absentees will follow the example thus so wil- lingly set them by the majority of their brethren. The conditions im- posed on these teachers and trustees that are thus assisted, are that their schools are opened with prayer, and closed with prayer — the prayers being the three first collects of morning an(i evening daily service with the Lord's Prayer ; the Holy Scri|)tures read morning and evening — due attention paid to the writing— occasionally a sum entered in a book — the Church catechism taught twice a week to all members of the Church and to any others wdiose parents might desire it. These condi- tions strictly enjoined and attended to by your missionary so far as his limited tuna permits. Special exarjiinations are held in the Scriptures and catechism. Writing in all the schools at my first visits was wretchedly done ; the books most unfit — the pa])er was no better — the Scrii)turcs were not read, nor the catechism taught. These things are now duly attended to.
