OBJECTS. - • 2. — The objects of this Society shall be, (1) to con- tribute towards the maintenanoe of tho Clergy and Licensed Lay-Readers, (2) to assist in the erection, enlargement, or repairs of Churches, Parsonages, or School Rooms, and in the purchase of Land for Glebe or other Church purposes, (3) to provide for sale a supply of Bibles, Prayer-Books, School-Books, and other Religious Books and Tracts, (4) to assist in creating and sustaining a Special Fund for the Endow- ment and Support of tho Theological College in St. John's, and (5) to create and maintain a separate Fund for assisting the Widows and Children of de- ceased Clergymen of this Diocese* MEMBERS. 3.— The Members ol this Society shall be, (1) all persons who shall have paid to their Clergyman or the Treasurer tho two preceding jfears the annual I e sum of ten BhilliDgs for the objects of the Society ; and (2) alt Clergymen who shall havo ofllciatod in New. foundland or Labrador the two prcoediujj years with tbo Bishop's lioense. 4. — All Members shall have power to vote at the annual and other general meotiogd. OFFICERS. 5 The Officers of this Societr shall bo (1) tho Lord Bishop of the Diocese, Presidont ; (2) the Yener* able tho Archdeacon and the Rural Deui)!:>, Vice-Pro. sidents; (3) a Treasurer; ani (4) a Secretary; tho last two to be chosen by the members of the Society at the annual general meeting; but in case of resig- nation of office, or removal, of cither Secretary or Treasurer, during the interval between two Annual Meetings, the Committee shall appoint a person to act in either case, until tho next Aimual Meeting. MANAGERS. 6. — The Committee of Mauagemont shall consist of the officers of the Society, and certain Lay-Members, elected as Representatives in cacli of the Deaneries ; viz., lour elected by Members of the Society resident in the Deanery of Avalon ; three by Members resi- dent in the Deanery of Conception Bay; two by Members resident in the Deanery of Trinity Bay ; two by Members resident in the Deanery of Bonavista Bay; three by Members resident in tbo Deanery of Notre-Dawe Bay; two by Members resident in tho Deanery of Placeutia Bay ; and two by Members resi< dent in the Deanery of Fortune Bay. 7. — The election of Representatives shall be as fol- lows: — On somo day in Eastor Week,, in the year 1859, and in every succeediDg fourth year, a Meeting of the Members rcEident iii each mission, shall be convened by the Clergyman in charge at some conv nient hour and place, of which notice shall bo given (with the Bishop's consent) in each Church in tha V l> If I It If V >y\l )ifi\mon, on somo Suoday in tho previous moDth; at which Mcctiug tho Glergymau or in his absence, some other person then to be chosen by the Mem- bers bhall presido, and tho Members present shall vote seriatim for tlie prescribed namber of Represen- tatiros. 8. — When the voting (which may bo continued, if necessary six hours, bat not longer) is completed, tho presiding Officer in each Mission shall report tho re- suit to the Rural Dean, and the persons who have ob- tained a majority of votes in tho Deanery, shall bo elected Representatives ; provided that every person to be a member of the Committee must be a Comma- fiicant ot the Church of England. 9. — The Rural Dean shall report tho result of tho election in his Deanery to the Secretary ic St. John's, the first convenient opportunity. 10. — The new Representatives shall be conveaed by the Secretary at tho Michaelmas Quarterly Meeting; until which time tho former Representatives shall continue in office. 11. -^As often as it shall bocomo necessary, from the death, absence from the Colony, resignation, dis- quallBcatiou, or refusal to serve, of any of the Repre- sentatives, to appoint another or others in their place, H special meeting of tho Members, in the Deanery where the vacancy has arisen, shall (as soon as tho Rural Dean, or, in his absence, tho Clergyman next Senior in standing in the Diocese may in his discretion appoint) be convened in like manner as the Easter meeting, when the required Representative or Repre- eentatives shall in like manner bo elected. 12. — The President, or a Vice-President, and six other Members of tho Committee shall be competent to manage tho businesi at every meeting duly con- vened. ,;/ ,:. 'v.:. li f i ft I 13. — All Clergymen of the Diocese holding the Bishop's license, shall be exojicio honorary Members of the Committee with the right of speaking, bnt not, with the exception of the Officers, of voting at its Meetings. TRUSTEE. 14. — The Lord Bishop of the Diocese shall be the Trustee of this Society, and shall have power to let or to take hoases or lands, and to receive all rents and interest of monies as the same shall fall due, and shall pay the same to the Treasurer for the time being, taking his receipt, and handing it over to the Com- mittee. GENERAL MEETINGS. 15. — ^An Annual General Meeting of the members and trionds of the Society shall be holden in St. John's on the second Thursday after Trinity Sunday, or as soon after as the Bishop may appoint The Secretary shall give notice to each of the Clergymen in St. John's who shall publish it (with the Bishop's consent) in his Church on the previous Sunday. 16. — At the annual general meeting a report on the state of the Society, with the Treasurer's accounts duly audited, shall be submitted by the Committee, to be printed, or otherwise, as shall be then and there determined by the members. , 17.-^A special general meeting may be convened at any time, (I) by the President; (2) by a Vice- President and six members of the Cammittee ; or (3) by any twelve members of the Society whoso payments are not in arrear ; provided notice of such meeting be duly given as in the case of annual general meetings. 18. — The Chairman shall not vote at any general meeting, except in the case of an equality ot votes* \9 t» ^ OOttECnONS. ALTERATION OF RULES. 35. — These Rules may be altered, repealed or add- ed to by the Members assembled at any general meet* ing; provided the proposed alteration has been stated in writing by any person intending to propose it to the Secretary at least a month before for the in- formation of the President and Committee, and that assent has been given to it by the President and a majority of the whole Committee convened for its consideration; and provided also, that it shall be competent to the President to propose any alteration to a general meeting, notwithstanding such alteration may not have received the assent of the Committee. NEW DEANERIES. 36. — New Deaneries created by the Lord Bishop of the Diocese shall be allowed to elect Representatives ; provided that in every Deanery there shall be at least two resident Clergymen, and tea Obarches and Con- gregations. SECURITIES. 37. — At each annual meeting there shall be ap- pointed three members of this Society who shall be reqnested to examine all securities belonging to the general funds oi this Society, or belonging, or apper- taining to the Clergy Widows' and Orphans' Fund, or to any other fund over which the Society has, or shall have, control, and to report in writing to the President, or, in his absence, to the Senior Vioe-Pre- aident in St. John's, their opinion upon the aufficienoj or iuauffioieocy of the lame, and if noeessary a apecial t> I> \ IS me«tiDg of the OommUteo shall be convened to eon- Bid'^r each report, aad to take sach action upon it as eball be deemed requisite. 38.— All Title Decdj, Mortgages and ot^er Securi- ties belonging to the Socioty, or over wluch it has control, shall be depositiil ard preserved inr a suitable muniment box to be pioridcd by the Pre^tideiit for the time beiufi;, at the expense of the Society, and to be always kept in his chargo* for the U3e ol the Society. NoTB.— While it is expected that every Clerpryman in the Oolony will mako a yearly collection for tho promotion of the object:' of the Church Society, and impress upon every iodividnal under his Pastoral charge, the obligations by which he is bound to con- tribute thereto, year by year, — the systeoi of tho Church Society does not require any Clergyman to withhold the ordinances of the Church in any case ot refusal or neglect to pay towards his support. Botwood ;— That the best thanks of this meeting be respectlully tendered t« His Excellency the Governor, for his kindoess in presiding over the business of the evening. 7' / < \' w REPORT FOR 1867-8. fir In approaehias tho datj of making a report to thd Members of the Uhurch Society assembled on the present occasion, your Committee rejoice at being enabled to announce that in the coarse of a year of many difficulties the J^ewfoundland Church Society has not only main- tained its position as to the amount of funds actually raised, but that it has also been strengthened by the return of three Missions to cO'Operation, and the addition of two new Missions. It is true that among the Missions referred to are thoso of White Bay and Bay of Islands, and that from theso places the amount forwarded must be expected for many years to be very small, while probably, on the other hanil, assistance may be asked towards erecting such buildings in those places, as from time to time may be needed for various purposes in connection with the establishment and settlement of the Church. But here we ought surely to remember whose words they are which tell us "It is more blessed to give than to receive,'* and with this feel- ing your Committee mention it as matter for congratulation that thus new fields are from time to timo opened for doing good through the instrumentality of this Society, founded as it has been, for the purpose of enabling those who are ricfc^^r in this worlds wealth, and have been longer in possession and enjoyment of the various moans of grace, to shew their sense of God's merciful goodness by assisting to extend the same great blessings to others, a9 He ahail give them opportunity. All the Missions mentioned in the last report as belonging to the Church Society continue to do so this jeur, anil it is hoped others will be added before another Annual Meeting. It is evident, therefore, that the Church Society ia advancing towards tho so mucii to be desired end of drawing all tho Missions and Clergy of the Diocesu into cO'Operation. It may be long before all are thus brought together in unity, but ;your Committee do not cease to desire the fulfilment of this object, or to work towards its accomplishment. The income of the Church Society since tho General Meeting last year, has been £200 lis. Id., and the ex- penditure under various votes of tho Committee has been X796 17s. 5d. The amount received appears therefore, to have been £'30 8s. Od. more, and the expenditure £lSi 18s. Od. less than that of the previous year. The balanco to the credit of the Church Society in the Treasurer's hands has consequently increased from i'285 Ss. 7d. as siiewn Inst year to tho sum of .£347 173. 3d. now accounted for. Tlie increase on these last collections Jb, it is true, bat small as belonging to the Church Society, but it must always be remembered that as tho returns made by the Out-harbor Clergy are but one-fourth of their collections, the apparent gain is but ono- fourth also of that secured upon the whole. The Cathedral Clergy report with much satisfaction that while subscriptions to the amount of 1'50 have been unavoidably lost in large sums from their list, they havo yet by the aid of tbe crews of the sealing steamers, been able to make up the amount raised by them to rather more than the sum returned last year. Out of tbe 167 subscribers whose names are printed in the last report there are 25 who have this year not paid their contributions to the Cathedral Clergy. Notwithstanding this, the Cathe- dral list this year contains 195 names, exclusive of the sealers lists, shewing that while 25 former sub- scribers have been this year lost, 53 additional subscri- bers have been enrolled. This circumstance will, it is believed, convince that no proper efforts have been spared to secure the contributions of the members of that congre* gation. The exertions of the Rev. Mr. Wood, whose zeal and energy in support of this Society have been long tried, and are well proved and known, have also been very successful as the statement of amounts just read very satisfactorily shews. The collection made by the Bev. Mr« BoTWOOD also exceeds that returned from his con- gregation last year. The report has already spoken of the union of new Missions with this Society, and referred to new responsi- bilities in connection with this fact. Reference to the collections of the St. John's and Out-harbour Clergy, amounting in all, with the Cathedral Offertorjr collections to £909 lis. Id., leads your Committee to observe that there are yearly standing votes for tne four St> John^s Glerey, dependent it is true on their first separately rais- ing t^e sums thus set apart for them, and to the Mission- •ry Olergy at Pinohard't Island und SaWago, amouDtio^ to £670. Besides tbeso, there are also other amouota which may be ooosiderod scaadingTotes amounting to fally £lOO. The sum thus already appropriated without auy apeoial actioa of the Committee may be estimated at the largo sum of i'GTO. The sum remaiuing does not oonsea quently much exceed i'20O currency. In other words it is hence apparent that after the payment of sums due to the St. John's Clergy and the Clergy at Pinobard's Island and Salvage, with certain other regularly xeourring votes, the balance represents the amount of the fourth of their collections remitted by the Clergy of the various Out'harbors. IShould there- fore the St. John^s collections be permitted to Jail off, or those from the Out-harbors come s/iort of their preseat amount, it is evident that either some portion of the Society's Missionary votes must be mthdrawn, or the usual appropriations to the erection of Churches, Parsonages ^ and such other objects in the Out-harbors be curtailed. Your Committee are far, from anticipating such a necessity, rather do they confidently hope increase in the number of members and the amount of funds when- ever it shall please Gox> to restore its former pros* perity to this ancient colony, but they have thought it not otherwise than useful, both to Clergy and Laity, to shew how much depends on their combined exertions — those of tbo Olergy in shewing the Laity their duty and securing their response to tbo claims of this Society, and those of the Laity in answering the calls of the Clergy for their own and their bretbrens benefit. This useful establishment is conducted as hereto- fore, under the direction of the Depot Sub-committee, at Mr. Burton's, 221 Water Street, a very central and con- venient situation, easily accessible to all members of the Church coming from the various Out-harbors at the different seasons. The sales of various Books — Bibles, Prayer Books, Hymn Books, and other Books — have amounted during the past year to £838 Os. 5d., nearly £l3 more than in the previous year. Though the increase is not large, it is yet satisfactory to note that it is an increase. Members of our Church are assured that at 710 other place in St. John^s can they get books of the same character so cheaply as at this Depository. A large stock ot School Books and Maps of all kinds is also always kept. THEOLOGICAL COLLEGE. At the last Annual Meeting, it will be remembered, that the Bishop gave an interesting account of his then recent visit to England, and of the success which had attended bis efforts to procure money for the endowment of this College. It was stated io the Report that bia > V i23 Lordship's endeavours had gecurod near X2000 stg. fo EnglaDd in addition to almost X1500 cy. contributed in this Colony. At a meeting of the contributors to this fund held in St. John's, last year, the Bishop communica' ted the willingness of the Society for the Propagation of the Gospel to receive and hold the money raised, as Trustees for the College, and to pay interest thereon. This offer was immediately agreed to, and the balance then lying in the Commercial Bank was accordingly remitted to the Treasurer's of tho S. P. G. In tho last Annual Report of that Society, there appears to the credit of the College a sum of X3446 stg., and tho Bishop has informed the Committee that he has been enabled to add nearly £400 stg. to this amount. The Committee have peculiar satisfaction in stating that a sum exceeding £lOO stg. has been already subscribed in Bermuda. The subscriptions paid in this Colony havo increased from something less than £1500 cy. mentioned in the last Report, to nearly £1900 cy. at the present time. The Consecration of Auciideacon Kelly as Coadjutor Bishop of the Diocese, took place at the hands of His Grace the Archbishop of Canterbury, in August last. His Lordship roturned to this Diocese in Decem&er, having remained in England to attend the conference of Bishops, held at Lambeth in September. Your Com* mittee congratulate Bishop Kelly on his advancement to the highest order in the sacred Ministry, and much more, the Church at iurge throughout the Diocese on tho advantage which has thus been secured through the sacri- fice of income, which has been made by the Bishop of tho Diocese to procure this benefit. This is no doubt, tho most important event your Committee have had to place on record since the consecration of the Cathedral Church, nnd will more and more bo realized as snch, as time enables the advantage of the presence and continual minis- tration of two Bishops in the Diocese to be known and felt. Already has this benefit been perceived ia St. John'd :1 1 1 1 1 '5 H\ 24 itself, vrhetd the help of the Coadjator Bishop has been enjoyed throughout the winter, and now that tho Bishop of the Diocese has again been permitted to return to his Cathe- dral, the Coadjutor has gone forth in turn to visit some of the remote Missions on the West Coast and Labrador, which else would probably have remained unvisited by their Bishop for the usual tour years interval. One other benefit your Committee mention as resulting from an Ot" dination held by the Coadjutor Bishop on Trinity Sunday, which could not else have taken place, at which the Rev. Messrs. Pilot and Wilson were advanced to the Priest- hood. Special mention having been made of the Missions of White Bay and Bay of Islands in the earlier part of this Report, your Committee here introduce extracts from letters from their Missionaries, which the Bishop has kindly furnished for the information of the Society through this Report. The Rev. Mr. Templb writes to the Bishop of the Diocese, April 7, 1868 :— *• We are just hoping for the conclusion of a winter which has been the most severe I ever spent { constant cold, without intermission ( and, until now, the most dismal prospects before us day by day. — After the last wretched summer fishery we were dreading the winter, and yet hoping for better things, but ail the winter there was literally nothing to be caught : the poor people were reduced, except one or two families to a very low ebb, some getting a trifle of credit, others none ; some eating their seed potatoes, and all of us living very hardly. Most of my collections were behindhand, from the mere fact that there was nothing. But we may thank the Goo who hears and answers pray* er, that He sent us help at last. On the 27th March young seals were hauled and continued to be hauled until April 2nd. Not m any great plenty in our parts, yet enough to give great help to all. Some crews hauled a hundred, some less according to their industry, or the time they heard the news, or their power of enduring the ice ; for most soon became blind. I have now better hopes of colleeting some of the dues which are behindhand than I had before and 1 do hope that the twelvemonths end will not shew a great reduction in my income on the whole. However such uncertainty makes great incon- venienus for the time, as well as causing anxiety. *' I am now busy building a decent and convenient Parsonage, and by tlvj iiiiib thi« letter arrives in St. Joha'a it will be covered in. I earnestly hope to occupy it next winter. I felt it necessary for many reasons to havg a home : first, that peo- ple never seemed to be 6atis(i,jd that I intended to remain in White Bay ) secondly, that my booits and other properties were sadly " knocked about" by having no resting place ; and lastly that I need- ed 8ome])»>re I hope to form what I shall call " St. i'eter's Mission Station," Weattrn Head, White Bay. This station will I hope in courss of time have its Church, School- house, and Parsonage ; as also its Glebe land, cruising boat and fish- ing craft, which I am trying to work together little by little, but this takes time. At present I live, in the short space of time when I atn home, in a half finished frame house in the Cove, which is lent me till my own is built, and serves as dwelling House, School and Church all in oae, yet is more comfn-table than my ancient tilt at Hauling Point. 1 am turning carpenter myself, and have done the chief part of the rough work of building the Parsonage, as far as it has gone, with my own hands, assisted by the Cove people now and then, and I do not expect to be at any great expense for workmen throughout. "I trust my work is prospering spiritrually as well as outwardly ; but of this it is difficult to speak. Perhaps as one proceeds oneself, one expects more from others, and so becomes disappointed ; yet I think, could your Lordship 8ee us, and hear us, both in conducting our daily and Sunday services, with the help of my new Harmonium, or see the affection expreestd. and (I believe) felt on all sides for me, and last and chietcst, could know as I do the pure faith and childlike religion that have grown up in some few little ones you would rejoice with me and for me that I was so honoured in having this corner of the Field committed to my sowing, and pray for me that I may neither be lifted up too much by premature success, nor cast down too much by light afHlctions, wiiich endure but a moment. Yet as it Is I beg your Lordships prayers and blessing. I am weak and forget- ful, but my heart yearns to do some good, if it be but to gather one or two into the Eternal Kingdom, safe from sin, through Christ. LeGallais • t •' ) STANDING RULES OF THE Clergy Widows' and Orphans' fund. 1.— The Newfoundland Churqh Societt's Special Fund, ior assistipg ibo Widovrs and OrpbaQs of de- ceased Clergymen of the Diocese of Newfoundland, shall conaist of all monies paid to the Treasurer of tho.SQcietjr'lor that pbject. 2. — The Committee of the Church Society shall have the management of the Fund. 3.-^Every Hundred Pounds of available turplas shall be invested by tbo Committee as opportunities occur. Smaller sums shall be deposited every quarter in the Savings' Bank. 4. — All Clergymen in the Diocese holding the Bishop's license may secure the benefit of this Fund by contributing within six months from tho time of obtaining their License from the Bishop as foUowH :«-< (1) Unmarried Clergymen and WidoworR without a child, one ponnd (^1^ per annum : (2) Married Clergynien (and such as shall afterwards become married,) and Widowers with a child, two pounds (j£2) per annum. 5 — Annual subscriptions shall be pajable in advance on the 1st day of January in each year :-^provided that Clergymen on entry shall for that year pay only a rateable proportion of the annual subsoription up to first day of January following, Thirty days grace i 2 *v tb«ll be allowecl, bat ^very Clergyman, oegleoting to make paymont within that time, shall forfeit h\a claim upon the Fund, to be recovered only upon payment of arrears, with ten per cent, thereon, belore the follow- ing first day of January. ' 6.— 'Any Clergyman neglecting to subscribe accord* ing to Rule 4, or to pay his annual subscription within the time limited by Role 5, may, if the Committee see fit to admit or re-admit him, secure tho benefit of the Fund by the payment of two pounds ten shillings (£2 10a J if married or a widower with a child ; and one pound ten shillings {£1 10a.) if unmarried or a widower without a child, from the day on ;, which the last annual subscription he paid was due, or from the date of his being licensed by the Bishop, and from the date of such admission, or re-admission, be shall come under the operation of Rule 4. 7, — Every Clergyman securing the benefit of tbit Fund will be required to make a yearly collection for the same in his Mission, and to forward the amount with his own annual subscription to the Trea- surer. 8. — The Widow of every Clergyman who shall have paid bis annual eubscriptioni and forwarded an aunaal collection, till his death, or till incapacitated by men* tal cr bodily infirmity, shall be entitled to receive a yearly Pension of thirty pounds (J&30) currency, dur- ing widowhood. 9.— If the Fund should at any time permit, the Cemmittee may increase ^be amount of Pension to any sum not exceed ing jS50; such aur addition^: how- ever, being subject to ba withdrawn wholly or in part, sbonld the Rtate of the Food not warrant ite con* tinuaace. 8^ 10.>~If tbo Widow die or marry agaiit, the PeDiion flball be paid to Trustees for the benefit of such Ghil' dren of the deceased husband, as may be, if boya, under sixteen, if girls, under eighteen years of age. 11 The Trustees named by a deceased Glerfryman, in the event of the death or marriage of bis Widow, shall be recognized by the Committee in paying the Pension for the benefit of the child or children ; bot if the Trustees so named are unwilling or unable to act, the Bishop of the Diocese shall act as Troitoe in the application of the Pension. 12.-~If the wife dio before her husband, bis child or children shall receive the Pension, so long as thero is a claimant under Rule ten. 13. — The Pensions shall be paid half-yearly by the Bishop's order on the Treasurer on the first of Jann* ary and first of July. The first payment to be calcu- lated for the interval from the husband's death to the day of payment. 14.~If a Clergyman, having joined the Fund after the 24th Juno, 1863, removes from the Diocese after having served lees than fourteen years, his connection with the fund shall cease, and ho shall be entitled to receive back half the amount of the annual subscrip- tion he has paid. If he removes after having served fourteen years and less than twenty-one years, bo shall be allowed to remain in connection with the fund by paying an annual subscription of six pounds, or nine pounds if residing within the tropics ; or he may re* ceivo back half his annual subscriptions, upon which bis connection with the fund shall cease. If he ro* moves after having served twenty^one years, he shall be allowed to remain in connection with the fend by paying an annual subscription of five pounds, or seven pounds ten shillings if residing within the tropios ; or ^x >> r» he may receive back three-fourths of his annual svh. fCriptioDS, upon which hia connection with the Fund shall cease. All Clergymen in connection with the Fund previous to Iho 24th June, 1863, to bo gOTerU' ed by the original Role 14th thereof. 15.— A yearly statement of the Treasurer's ac- counts with this Fund shall bo published with the Society's Report. 16. — None of tho above Rules shall be altered, or repealed, except at a general meeting of the Church Society, and after a full jears^ notice to the members of the proposed change. " Tho following is the original Rule 14, governing Clergymen in connection with tho Food before Juno 24, 1863. 14 — If a Clergyman removes, with the Bibhop^s consent, from the Diocese, after officiating in it not less than seTen years, be shall be allowed his claim npon tho Fund, on the payment of an annual subscrip- tion of t^ree pounds (^3) ; or, if he desires it, maj receive back half the amount he has paid ; which re-payment shall release the Fund from all hia claims vpon it."
