A Special Meeting of the Society may be called at any time by the President, or m his absence from the Diocese, or in the event of a vacancy in the See, by two of the Vice-Presidents and teu other members of the Society, by a written order to the Secretary, who sluill notify the same in the manner hereinbefore jirovided in respect of the Annual Meetings. ARTICLE Vin. Persons subscribing 25s. per annum, or giving n contribution once for all of £12 lOs. shall be capable of being elected Members of the Corporation, (in the latter case for life,) at any meeting of the Society. Contributors may limit and direct any portion, not exceeding one half, of their contributions, to be applied to special objects within the designs and purposes of the Society. Lists of the persons so subscribing or contributing, shall be furnished by the Treasurers of the District Associations, or by the Treasurer or Trea- surers of the Society, where there shall be no District Association, to the Secretary of the Society, to be laid before the next meeting of the So- ciety at which an election may take place. ao Annual Subscribers, not being Life Members, shall be eligible to any office at the Meetings of the Society, or capable of voting, or using any oUier privilege as members of the Corporation, until all arrears of sub- scription, accrued subsequently to July 1st, 1860, shall have been paid in full. ARTICLE XIIL Of the Lay Committee of the Church Society. A Lay Committee, oonnisting of not less than thirteen memben shall be chosen, at the first meeting of the Central Board after the Annual Meotir^ of the Society, from among the members of the Corporation. Three mem- bers sliall form a quorimi, and they shall have power to fill up any vacan- cies which may anso within their own body, and shall be governed W the Constitution, Rules, and Rcg\Uations ailoptecl and in force before the Incor- poration of the Society, until the some sliall be altered by the Committee, or by the Society at the General Meeting. Tnc proceedings of the Lay Committee shall be subject to the sanction of the Bishop of the Diocese. The clerical and other members of the Cen- tral Board may attend at any of the Ucnend Meetings of the Committee, and may propose and discuss matters therein, but shall have no vote ; and the Committee shall report their proceedings to the Central Board at their stated meetmgs. The objects of this Committee shall be : Mrst — ^The placing the Clergymen, now resident and doing duty iii the X*rovincc, upon a just footing as regards the sufficiency and permanency of their incomes. Secondly — The providing for the permanent and adequate^ support 6t an increased number of Clerg^ymen, so that, with the least possible delay, the members of the Ohurdi, m every portion of the Diocese, may have the means of access to a Churdx withm a practicable distance. Hiirdly — ^The building, in every place where it may be required, a Church of stone or brick, upon a well considered plan, as to dimensions, external form, and internal arrangement, keeping in view the probability of it* reqQiriog enlai^gemeBt 8 Fourthly — ^The building, in a good situation, oonvenient to the Ohuroh, a comfortable Parsonage of brick or stone, the plan of whioh should be care- fully considered, with referenco to size and internal arrangement, and should admit of additions being made, with the sanction of the Bishop. Sixthly — ^The procuring an adequate and permanent support for ail tiie Institutions, authorities, and fimctionaries, smtable and appertaining to the Establishment of the Church of England in this Diocese. Seventhly — ^The investing all life subscriptions, (unless so far as the ap- plication of these may be otherwise limited by the contributors,) in a per- manent and accumiUating Fund, of which tlie interest only shall be applied to the generaljpurposes of the Society. Eighthly — T^e encouraging the formation of a Local Endowment Fund, at every station or place having a Church or Clergyman, by special contri- butions, or by setting apart a portion of the Pew-rents, to form an accumu- lating fund, until the net income shall in each case amount to €60 per an- num ; for the more eifectual promotion of which object the Society will engage, whenever such fund shall be formed and shall amount to £100, invested in Bank-stock, or other public securities, to add thereto an amount not exceeding £100; provided always that such investment shall stand in the name cf the President of the Society. Ninthly — ^The management and the superintendence of all lands belong- ing to the Society. ARTICLE XrV. THE good providence of our God has brought us to the conclusion of another year. We meet to celebrate the tenth Anniversary of our Society. We meet to return thanks to the Giver of all good, for the blessing He has vouchsafed to our labors. At the same time we meet to ask ourselves how we have fulfilled the high and responsible task, that has devolved upon us, of spreading, by the instrumentality of this Society, the saving knowle(%e of the Gospel of Christ, and of establishing, on a foundation firmer and yet more firm, the Church of Christ among us. These questions, general in their nature, your Board would earnestly press home to the heart and conscience of each mem- ber of the Society, nay of every Churchman in the Diocese. But little has yet been done to make the Society what it aims at being, and what it ought to be, the great expo- nent of the Christian liberality of the Church. The stand- ard indeed has been raised, but how few, in comparison with our numbers, have as y<^t rallied round it ! And should this be ? We see here a Society, noble in its Christian designs, and most comprehensive m its char- acter, — ^a Society, whose very object is to unite Churchmen of all shades of opinion, which would draw to itself the love and* liberality of all, and then dispense with a fi'ee and im- partial hand according to the spiritual wants of the various parts of the Diocese. All our proceedings are open : — ail (who will qualify themselves as members) are permitted to take part in our discussions : — all, who love our Sion, we would gladly see at our Council Board, sure that by their presence and their counsel they would impart firesh ufe and energy to our proceedings, and convinced that a Society which should gather all together to work in harmony and Christian love would receive a rich outpouring of blessings from on High upon its various labors. The Dieetings of the Central Board for the ensuing year, will be hcldi D. v., on 18th October, 1862, and 12th January, 18th May, and 7th Jul;^ 1863. The Clergy, and others interested, are desired particularly to obserre that no applications for grants of money will be entertained by the Board, unlest luch applications shall have reached the hands of the Secretary a fortnight, at least, before the next ensuing meeting of the Board. The Sermon, in aid of the Fund for the Widows and Orphans of deceased Clergymen, is appointed to be preached on the 26th September, (or as soon after as may be convenient ; ) and that in behalf of the general purposes of the Society, on Quinquagesima Sunday next It is requested that the Annual Reports of District Associations, the Ac> counts of District Treasurera, and the Lists of Subscribers in the severnl Missions, for the current year, be transmitted to the Secretary on or before the 6ih day of June next ADVERTISEMENT. THE LAT COMMITTEE of this Society are prepared to pay half the cost of a few sets of ground-plans, elevations, working drawings and specifications, (together with estimates according to the prices of labor and materials,)*of Churches in brick and stone, to contain not more than three hundred persons, provided that the plans, <&&, be approved by the Committee, and that they become the property of the Society ; and the Committee hereby invite communications from congregations wishing to build Churches of the description above mentioned.
