IX. The District Grand Registrar is to be appoint- ed annually by the District Grand Master at the Quarterly Communication in March; he must be an actual Master or P. M. of a Lodge. The Election of a Treasurer shall take place by ballot at the Quarterly Communication in December, and the Officers shall be installed at the Quarterly Communication In March, which shall be the Annual Meeting. XV. \ The District Grand Treasurer shall keep an account of all monies received or disbursed by him, and produce the same whenever required. XVI. That during the time of public business, the Bules of Order for the government of the District Grand Lodge shall be as stated on pages 26. 27, and 28 of the Book of Constitutions, (except Article 8, page 27,) and on page 19, Articles 3, 4, 5, and 6. xvn. Any Member of the District: Grand Lodge in« tending to make a motion therein, or to submit any matter for its consideration^ shall, at least Fourteen Days previous to the meeting of the District Grand Lodge, state in writing to the District Grand Secretary the nature of his in- tended motioi^ or bosinessi which statement the 10 . » • - District Grand Secretary shall submit to the District Grand Master as soon as practicable that he may consult the District Grand Officers with reference to the same previous to the meet- ing of the District Grand Lodge. XVIII: The Master of every Lodge in the District shall, at the Quarterly Communication in March, produce, or cause to be produced, the Minute book of his Lodge, for the inspection of the District Grand Master. XIX. No Motion for a Grant of Money, for a new Law or Regulation, or for the Alteration or Re- peal of an old one, shall be made until communi- cated to the District Grand Secretary Fourteen dear days before the Quarterly Communication, nor until it shall have been handed up in writing to the District Grand Master; after having been perused and found by hira not to contain any- thing contrary to the Antient Landmarks of the Order, the motion may be proposed, and, on being seconded, the question shall be pnt thereoa; if carried and confirmed at the next ensuing meeting of the District Grand Lodge, it becomes law, provided that, (if other than a money vote) it be approved by the Most Worshipful The Grand Master. XX. There shall be a Masonic Festival annually, at the Qaarterly Communication in March, which shall be dedicated to Brotherly Love and Re- freshment, and to which all Regular Masons may have access, on providing themselves witli tickets from the District Grand Stewards of the Yea: .
