 ■\VIIlilKEAS the interest of the Ileal Estate Proprietors and 
 Tux-payers in the City of Quebec require combined action, 
 with some equitaljle way ibr raisinj? funds to protect their 
 general interests ; 
 
 And, whereas, the prevailing; tendency of Municipal 
 Bodies is towaids increased and excessive taxation, without 
 regard to judicious expenditure ; 
 
 And, whereas, every Property-holder and Tax-payer 
 should take an active personal interest in the selection of lit 
 and proper representatives to Municipal Offices, irrespective 
 of party or politics ; 
 
 And, whereas, a wise and judicious economy in the ex- 
 penditure of the City Eevenues should be promoted and 
 encouraged ; 
 
 We, the undersigned, do agree to form ourselves 
 into an Association, to promote economy in the administra- 
 tion of the allairs of our Municipality ; 
 
To snngcst and procure Huch moiisurcs as shall iond to 
 the accomplishment oi' the a])()ve objects ; 
 
 To oppose the introduction and passage of such laws 
 and measures as tend to defeat them ; 
 
 And generally to propose and carry out such measures
