You' will also find a compilation under each Fund of the items of Receipts and Expenditures, the different balances corresponding with my Financial Statement on page 27, and exhibiting the exact balance to the credit of the Order. The sworn statements of the respective cashiers of the two depositories will be found on page 29. The original affidavits are deposited with the Supreme Trustees. K . O F 'Pi. Mr. Pres ident , Officers and members of the 10th Biennial Session : Our Laws do not require a repor t of any kind f r o m this office. Feel ing, however, t ha t every officer of this Council should give an account of his s tewardship, I submit a brief repor t in the hope t ha t a kind consideration of the same will prove beneficial to the Order . U p to date, I passed upon By-Laws and Amendment s f o r f o r t y Branches, of which number about th i r ty have the official endorse- ment . T h e difference in the number passed upon, and those ap- proved is a t t r ibutable to the fac t tha t some Branches did not re- submit their Laws f o r approval a f t e r /being sent back to them by this office-for changes and corrections. This work entails a great deal of t ime and at tent ion. In but one instance was .it not Necessary to re turn the Law's with a request to make same in dup l i ca t e / I followed the rule adopted b y - m y predecessor, t ha t all Laws mus t be submit ted in duplicate, in order to retain copy f o r the files of this office. This , and the many changes and explanations necessary in almost every instance, made my let ter not only f r equen t and voluminous, bu t my postage ac- count h igh . In this connection I hope to see the Amendment sub- nxitted by me adopted, requir ing all Laws and Amendments to be submit ted to this offiee in duplicate, i . / . l I.„J I have also proposed an Amendment more clearly defining the relation of the sick or rel ief , to the Branch or Branch f u n d , t h a n the Law now in existence, and look f o r its adoption. The ma jo r par t of the Branches tha t have relief or sick funds , make it com- pulsory upon a man to join the relief f u n d when he becomes a member of the Branch, do not separate tlieir relief f u n d Laws f r o m G o n c V v o y _ their Branch Laws, and in various other ways j^inmliPifl with our Supreme Laws . There are many Branches operat ing under By-Laws which have not the s tamp of approval. T h a t the By-Laws of every Branch should be submitted to this office, is evidenced by the fac t tha t in many cases, I found some of the most ridiculous a t tempts to impose obligations upon the members and making fines, sus- pensions and even expulsion the penalty f o r non-compliance. One Branch I found making its own Const i tut ion, finding it more con- venient to operate under i t than under our Supreme Laws. Even S ta te Councils assuming the r ight to suspend Branches. Arb i t ra ry and Laws inconsistent with the r ights of members , and with the Order Laws, showing tha t the f r amer s are total ly ignorant of our Supreme Laws. Branches should be compelled to submit their Laws f o r ap- proval, as their in terpreta t ion of our rules and the a t tempt to p u t into execution their unauthorized Laws will with t ime cause the Order much trouble and li t igation.
