To the Officers and Members, Supreme Council and all Sir Knights:—Greeting / We, your committee, appointed by the Supreme President by order of last Supreme Council, beg leave to submit the following report as adopted and approved at Yincennes, Indiana, August 29, 1894, f o r the government of all Uniform Ranks now existing and those about to be organized. A f t e r inspecting and comparing the different styles of unir forms f o r this Order we, with the assistance of Theodore Finn, of M. C. Lilly & Co., Columbus, Ohio; Charles Svenden, J r . , of C. Svenden, and Stephen P . Hug, of Benziger Bros., Cincinnati, Ohio, designed a new and very attractive full uniform f o r those desiring to organize and uphold this department, which has proved itself to be the grandest drawing feature in similar organizations to ours, since it will instil new blood into the Order, fcj We consid- ered every idea presented to us, and a f t e r careful consideration, adopted a uniform t h a t all Knights may be proud of, and at so low a cost t h a t companies can be formed in most Branches of the Order, as well as encourage the formation of many new ones in every town and city of the Union. P O W E R S O F T H E S U P R E M E C O U N C I L . S E C T I O N 1. I t possesses the power to establish and maintain the Uniform Rank, C. K . of A. SEC. 2. To provide and furnish all warrants, rituals, tactics, certificates, blanks of all kinds, official seals, and such supply as may be necessary f o r the proper work of the Uniform Rank. SEC. 3. To provide and counter-sign f o r the said rank and regulate the manner and mode of its use. SEC. 4. To provide a revenue, by the sale of supplies, rit- ual emblems, tactics, and blanks of all kinds, which may be adopted. SEC. To grant charters to duly qualified members of the order, upon proper application being made to organize companies of the Uniform Rank and to enact rules and regulations f o r their government. SEC. 6. The power to adopt any additional f o r m s ; to change, alter, or amend any of the secret work or the rules and regulations f o r the government of the Uniform Rank, is vested in the Supreme Council, and it shall be the duty of the Supreme President and Major General to preserve uniformity in the work- ings of the rank and to require of all companies a strict conform- ity therewith. SE c. 7. The right to restrict and prohibit, and it does, hereby, prohibit, the wearing or use of the uniform and emblems of the Uniform Rank, by all members of the rank, save and ex- cept members of the Uniform Rank, and members of the Uniform Rank are expressly prohibited from lending the uniform of the rank or any portion thereof, for any purpose whatever, to any one who is not a member of the Uniform Rank. The insignia of rank of all officers shall be t h a t of the officers of the United States army, of like branch of service, position and rank, except t h a t the Papal colors, those established f o r the Uni- form Rank, to which shall be added the emblems of the Uniform Rank. Any Sir Knight who is a regular practicing physician, in good standing in his profession and in good standing in his Branch and company, shall be eligible to appointment and com- mission as assistant surgeon of a regiment, provided he shall have the recommendation of the colonel of his regiment, favorably en- dorsed by the surgeon of his regiment and the assistant surgeon general of his brigade, and upon such recommendation and en- dorsement the major general shall issue the commission in the usual form. S E C . 1 3 . N O N - C O M M I S S I O N K D S T A F F . To be appointed by the regimental commander: A Sergeant Major of regiment. A Sergeant Major for each battalion of f o u r companies. A Quartermaster Sergeant of regiment. A Quartermaster Sergeant f o r each battalion of four com- panies. A Commissary Sergeant of regiment. A Commissary Sergeant f o r each battalion of four compan- ies. The hospital steward shall be appointed on the recommenda- tion of the regimental surgeon, and his term of service shall be f o r four years or during good conduct. The insignia of rank of the non-commissioned staff shall be as here defined. N O N - C O M M I S S I O N E D O F F I C E R S . Uniform to be same as for Sir Knight, with chevrons as fol- lows : Sergeant Major, United States regulation style, silver lace on yellow cloth, silver-plated shield emblem infield. Quartermaster General and Commissary Sergeant same as Sergeant Major. Hospital Steward, same as Sergeant Major, but a single arch over top, green cross and silver-plated shield emblem in field. Color Bearer, United States regulation style, silver lace on yellow cloth, white circle and plated shield emblem in field. * A R T I C L E I I I . C O M M I S S I O N S . S E C T I O N 1. No Sir Knight shall hold two commissions f o r different offices at the same time, and if any officer already holding and acting under a commission receives and accepts a commission to another position, the office in which he was acting at the time of the receipt of such second commission shall become vacant and shall be filled by election or appointment, as the law provides f o r such office. SEC. 2. If any officer of the Uniform Rank, a f t e r having been elected or appointed and commissioned to any office or po- sition, shall remove his residence or absent himself from the state in and for which he was elected or commissioned, without leave of absence, the circumstances shall be reported by his commanding officer, through the proper channels, to the Major General, with recommendations, and if such recommendations shall be t h a t the office be declared vacant, the Major General shall, if he deems the cause sufficient, declare the office vacant and revoke the commis- sion of such absent officer. All offices thus vacated shall be filled immediately, in the manner of original election or appointment, by orders f r o m the Major General, and when filled shall be reported to the Major General. SEC. 3. No one shall be commissioned as Surgeon General, Assistant Surgeon General, or Assistant Surgeon of any regiment who is not a practicing physician and surgeon, or a graduate of a medical colllege; and no one shall be elected or commissioned as Chaplain who is not a clergyman. SEC. 4 Any one who has been elected or appointed and com- missioned to any position on the field or staff of any regiment, or any one who has been appointed and commissioned to any po- sition on the ¡staff of the Major General, or upon the staff of any Brigadier General, and has held such commissions f o r the period of ninety days, and has not provided the proper uniform, shall f o r f e i t his commission, and such commission shall be revoked by the Major General. Any officer of the field or staff of any regiment, or any of- ficer of the staff of the Major General, or of the staff of any Brig- adier General, who shall not. within ninety days a f t e r receipt of his commission, procure the proper uniform' and equipments, pre- scribed by the rules and regulations of the Uniform Rank f o r such positions, shall f o r f e i t his commission, and the same shall be an- nulled and set aside by the Major General. SEC. 5. No commission shall be issued to any officer by the Major General until he shall have received therefor the fee of one ($1.00) dollar for the use and benefit of the Uniformed Rank De- partment, SEC. 6. If any officer of the Uniform Rank habitually fail to attend to and perform the duties pertaining to his office, or fail, neglect or refuse to answer official communications, or fail to obey the orders of his superior officers, or fail, neglect or refuse to make reports as required by law, upon official report being made to the Major General of such failure by such officer, it shall be the 9 duty of the Major General to- order said officer to show cause why his commission should not be revoked and the office declared va- cant, and upon failiire to show cause within twenty days a f t e r such notice, a f t e r a thorough review of facts in the case, the Ma- jor General may revoke the commission of said officer, and the va- cancy shall be filled by appointment or election, as the law may provide for the original filling of such office. ' A R T I C L E I V . C O M P A N I E S , C H A R T E R S , S U P P L I E S . S E C T I O N 1. Companies of the Uniform Bank, either infan- t r y or cavalry, exist by virtue of the charters issued through the channels hereafter designated. SEC. 2. The charters of companies of the Uniform Rank shall be grantediby t h e Major General of the Uniform Rank upon receipt of $10.00, the application having first received the approval of the brigade commander in whose jurisdiction the proposed com- pany is to be located* SEC. 3. All orders that m a y b e issued by the Major General, pertaining to the government and management of the Uniform Rank, or decisions on appeals f r o m the action of the Brigadier General, shall be forwarded to the Major General, and by him promulgated throughout the jurisdiction, or to the appellants; provided, t h a t no appeals shall be. heard by the Major General, unless said appeal shall come through the regular channels, to- wit: regimental and brigade headquarters of the Uniform R a n k ; .provided, that in those jurisdictions where there are neither regi- mental or brigade organizations, appeals shall be sent to t h e Major General direct. SEC. 4. In all cases where charters are issued f o r the organ-' ization of companies the officerI appointed to institute^ said com- pany shall hold in his possession all the supplies provided by the Supreme Council and in case the company is not instituted within: ninety days a f t e r the charter is granted, the instituting officer shall return the supplies as furnished i to the Major General's d e p a r t ment, and the fee. of ten dollars shall be forfeited to the Uniform. Rank department. The company shall be numbered by the Major General upon the return of the application and report of the insti- tuting officer to the Major General that the company has been in- stituted. Upon the receipt of the report of the institution of any company, the Major General shall commission the Sir Knights Captain, Lieutenant and Herald as such officers, by paying One Dollar f o r said commissions, and the commissions so issued shall expire at the next succeeding annual election of the company. SEC. 5. Companies of the Uniform Rank shall consist of not less than 15 members, and shall hold regular or stated meet- ings at least once a month. The company shall be known as ———Company, No. , of (name of s t a t e ) , Uniform Rank, C. K . of A. SEC. 6. No company shall be instituted until the applicants are properly uniformed and equipped. The application f o r a com- pany shall contain the signatures of not less than 15 members of t h e Order who have attained the K n i g h t ' s rank and are in good standing in their respective Branches and shall also contain a cer- tificate t h a t no one of said applicants has been rejected by a com- pany of the Uniform Rank at any time within the preceding six months. A fee of ten dollars shall accompany the application f o r the charter and supplies. SEC. 7. A t the institution of a company the supplies to be furnished f o r the fee of ten dollars accompanying the application shall be as follows : ' . Charter. Form of Initiations. Three copies of the official Drill Manual and Tactics. The price of all supplies will be fixed f r o m time t o time by the Major General. SEC. 8. Each company shall have an official seal of uniform device, which shall be affixed to all official documents and papers issued by the company, which device shall be a circle one, with the monogram, " U . R. C. K. of A . , " in the center, and the name, number, date of instituting and location of the company around the border, and said seal to be obtained within ninety days a f t e r instituting. SEC. 9. The meetings of the company of the Uniform Bank shall be attended by the members thereof in full or fatigue uniform as may be ordered by the officer in command, and at such times and places as he may direct; At such meetings the commander may dispense with the formal opening and closing ceremonies, ex- cept in conferring the rank, when it must be done in full dress Uniform. SEC. 10. Companies hold stated meetings at such time and place as shall be fixed by the by-law and regulations of the com- pany. No business shall be transacted at a special meeting except that which was specified in the call convening such meeting. Special meetings f o r conferring the Uniform Bank, or other business, shall be held upon the order of the Sir Knight Captain, or upon the written request of any seven members of the com- pany in good standing. SEC. 11. In the absence of the Captain, the First Lieuten- ant shall preside; in the absence of the First Lieutenant, the Sec- end Lieutenant shall preside; and in the absence of the Captain, First and Second Lieutenants, the meeting shall elect a presiding officer pro tempore. SEC. 12. Not less than seven members shall constitute a quorum f o r the transaction of business, one of whom shall be qualified t o preside. SEC. 13. The officers of a company of the Uniform Bank shall be as prescribed in the rules and tactics, and must be mem- bers of the rank jin good standing to be eligible to the office. A term shall be one year. SEC. 14. The elective officers of a company shall be: A Sir Knight Captain. First Lieutenant, or Sir Knight Lieutenant. , Second Lieutenant, or Sir Knight Herald. Treasurer. Becording Secretary. A Sir Knight Guard and Sir Knight Sentinel shall be ap- pointed by the Sir Knight Captain, and they, or either of them, may be removed by Sir Knight Captain at any time f o r cause. SEC. 15. The elective officers named in the preceding section shall be elected annually, by ballot, at the regular meeting during the month of December of each year and shall be installed on, the night of election, or within thirty days thereafter, and the officers then chosen shall serve until their successors are elected and in- stalled. SEC. 16. Any members in good standing shall be eligible to any office in his company, and all officers are eligible to re-election provided, t h a t any officer whose commission had been revoked f o r conduct unbecoming a Sir Knight, or f o r violation of orders of his superior officer, or any officer or Sir Knight who has at any time been disorderly discharged, shall be iniligible to hold any office f o r a period of two years hereafter. SEC, 17. The mode of election of officers shall be by ballot, and a majority of all the votes cast shall be necessary to a choice. I n case of no election on the fir§t ballot, the balloting shall con- tinue until a majority f o r one of the candidates is obtained, drop- ping the candidate having the lowest number of votes at each suc- cessive ballot after, the second ballot has been taken. SEC. 18. Brigade commanders shall, on the 15th day of November or within ten days thereafter of each year, appoint an officer f o r each company to install the officers and inspect the company, and notice of the time of the attendance of such officer shall be given to the companies by the brigade commander. In jurisdictions where the regiment is the highest formation, the regimental commander shall perform ' the duties herein con- fined f o r Brigade Commander. I n jurisdictions where there is neither regimental nor brigade formation, the Major General will designate the installing officer.: i © O SEC. 19. Companies shall assemble at their armories at the time designated f o r installation of officers and inspection. The offcers so appointed shall perform that duty in , accordance with the work prescribed in the rules and forms prescribed there- f o r . He shall make a careful inspection of such company, and shall see t h a t the annual report to the Supreme Council has been made out by the'recording secretary, and t h a t the ; orders have been drawn f o r the company dues to the Uniform Rank depart- 7 13 ment, the brigade and regiment. Said report shall be endorsed by the installing officer, and one copy thereof, together with his inspection report, shall be forwarded by the installing officer, through the regimental and brigade headquarters, f o r each of the following officers: The regimental commander, the brigade com- mander and the Major General of the Uniform Rank, and the copy of the report forwarded to the Major General shall be accom- panied with the annual dues f o r the Uniform Rank department. In jurisdictions where there is no regimental or brigade or- ganization, the installing officer will forward one copy of the an- nual of the company, with the U . E . department dues, together with his inspection report to the Major General. In all cases the company shall retain one copy of the report. SEC. 20. All resignations of commissioned officers of com- panies and reports of vacancies otherwise occurring in such offices must be promptly forwarded by the ranking officer of the com- pany, through the regular channels, to the Major General. Va- cancies in all other elective offices may be filled by nomination, election and installation, at any stated meeting of the company, and the presiding officer of that company on that evening shall act as the installing officer. SEC. 21. Whenever a company shall cease to exist, or f o r any cause whatever shall have its charter revoked, all the books and papers, the seal and supplies of whatever sort shall revert to and become the property of the Uniform Rank Department, and it shall be the duty of the commanding officer of such company to return said property and supplies to the A d j u t a n t General, or to deliver them to whomsoever may be detailed by the order of the Major General to receive t h e m ; provided, that if such company is in a jurisdiction under a brigade or regimental formation, all mon- ies of the company, a f t e r the payment of all necessary expenses Of securing and forwarding such property and supplies, shall re- vert to the brigade or regimental f u n d , as the case may be. SEC. 22. All Sir Knights in good standing in a company t h a t shall disband or surrender its charter shall, upon the return of the charter, books and supplies of such company, as provided in section 21 of this article, be entitled to an honorable discharge. O ' which shall be furnishod by the Major General upon written ap- plication, forwarded through the regular channels. The Sir Knight thus applying shall, as the fee therefor, remit with his ap- plication the sum of $1.00 f o r the use and benefit of the Uniform Rank Department; provided, that no discharge shall be furnished to auy applicant until all the books, papers and supplies of what- ever sort have been returned by the company as herein provided. Provided, f u r t h e r , that if any charges should be preferred against such applicant before discharge is issued, the Major Gen- eral shall withhold the discbarge a reasonable length of time f o r such charges to be tried. SEC. 23. A visiting Sir Knight or a Sir Knight traveling, or absent f r o m his own company, may receive the countersign of the .Uniform Rank f r o m the commanding, officer of any company, or any officer of the Uniform Rank, upon presentation of his official receipt from his subordinate Branch, showing him to be in good standing in his Branch, and accompanied by an official order f r o m the commanding officer of his company, certifying on honor that the company is in good standing with the Uniform Rank Depart- ment, and with its regiment or brigade, and that the Sir Knight is in good standing in his company. Such orders f o r the counter- sign to be furnished by the Major General. The officer to whom such order is presented shall, upon giving the countersign, take up the order and indorse thereon the date at which the countersign was communicated, together with his own name and rank, and re- turn it to the officer by whom it was issued, to be destroyed. SEC. 24. Each company shall make annual reports to the Major General commanding the Uniform Rank on the 31st day of December of each year, and the report herein provided must be accompanied by the commission fees. Upon receipt of the annual dues of 25 cents a member and the fees by the Major General, he shall f of ward commissions f o r the Sir Knight Captain, Lieutenant and Herald to the brigade commander in those jurisdictions where there is a brigade formation, and to regimental commanders in those jurisdictions where there is a regimental formation, and f o r all other companies shall commission the said officers f o r the period f o r which they were elected and installed; provided,'that brigades and unattached regiments may, by proper by-laws, provide f o r a fee, not to exceed one dollar, f o r issuing commissions to line officers, such fee to be f o r the benefit of the brigade or regimental f u n d . SEC. 25. All moneys received f r o m charter fees, commis- sions, per capita tdx and other supplies shall be forwarded to the Major General and be made payable to the treasruer of the C. K . of A. He shall keep a separate account of the Uniform Rank de- partment monej's received. To defray the expenses of this de- partment, orders will be drawn by the Supreme Secretary and countersigned by the Major General and Supreme President. A R T I C L E Y. O F F I C E R S D U T I E S . S E C T I O N 1. The Sir Knight captain has it in special charge: First. To see t h a t the laws of this company are duly ob- served, as well as the constitution rules and regulations of the regiment and brigade of the Supreme Council and Uniform Rank department. Second. That accurate accounts are kept and just accounts rendered. Third. That regular returns are made to the Major General annually, and t h a t the annnal dues and per capita are promptly paid. F o u r t h . It is his duty, as together with the first and second Lieutenant, to attend all meetings of the regiment and brigade. F i f t h . He shall preside at all meetings of the company, ex- cept where the regiment or brigade commander or the Major Gen- eral shall be present. Appoint all committees, unless otherwise ordered, and at the last meeting in each term preceeding the elec- tions of officers, appoint a committee to audit the books and ac- counts of the financial officers. Sixth. He shall decide all questions of order subject to an appeal f r o m his decision by the company and give a casting vote on all questions, except in an election of officers. In all elections he shall preside, except where a presiding officer is detailed by^ the regiment or brigade commander, or the Major General, f o r a i<5' special purpose, as set f o r t h in the order for the detail. Inspect all ballots f o r membership and announce the result to the com- pany. Seventh. He shall sign all warrants on the Treasurer which may be ordered by the company, and other papers which may re- quire his signature. E i g h t h . He shall sign or endorse and forward through the 0 0 o regular channels all communications or documents to be forwarded to the regiment or brigade commander or the Major General of the Uniform Rank. Ninth. His position in the armory is t h a t of presiding of- ficer, and his duties, those, t h a t are herein prescribed and also those that are found in the ritual of the order, as presiding officer. Tenth. On parade he shall keep the position that is pre- scribed in the drill, manual and tactics, governing the Uniform Rank. Eleventh. He shall be responsible f o r the control and disci- pline of the company, and it shall be his duty to see t h a t the reg- ulations are enforced and his company properly instructed in the official manner of tactics, and on failure to perform any prescribed duties he shall be subject to discipline, and in case of conviction shall f o r f e i t his commission and shall not be eligible to re-election or commission f o r two years t h e r e a f t e r . SEC. 2 The First Lieutenant shall assist the Captain in pre- serving order and decorum in the army. In the absence of the Captain he shall preside and pei'form all the duties which devolve upon the Captain, and his position in the armory will be in the second official chair. On parade his position is that .defined in the tactics. In the absence of the Captain he is invested with the com- mand of the company and should perform the full duties of that officer, as prescribed in the ritual and tactics. SEC. 3. The Second Lieutenant, in the absence of both officers, shall preside at the meetings and discharge the duties laid down f o r their government. On parade he shall take the position assigned to him by virtue of his office, as prescribed in the tactics. 17 SEC. 4. I t shall be the duty of the Sir Knight Secretary to keep and enter in the book provided f o r t h a t purpose, the minutes of the proceedins of the meetings of the company, read the same at the next regular meeting, keep the accounts of the members, collect debts and pay the same over to the Sir Knight Treasurer, taking his receipt t h e r e f o r . At the end of the term he shall make an annual report of the condition of the company, on the f o r m furnished by the Supreme Council, and deliver the same to the'in- stalling officer, as prescribed by the general laws of the Uniform Rank. He shall conduct such correspondence as may be assigned to him f r o m time to time. His books and accounts shall at all times be kept open f o r inspection by the commanding officer of the company, regiment and brigade, or by the Major General, or the Assistant Iuspector General of the brigade and duly author- ized committee. He shall draw all d r a f t s upon the Treasurer au- thorized by the company, present them to the commanding officer of the company f o r his signature and perform any other duty re- quired by the laws of the company or the laws of the Uniform Rank, and such duties as are prescribed in the ritual. S e c . 5. I t shall be the duty of the Sir Knight Treasurer to keep a correct account of all moneys received and pay all d r a f t s drawn upon him by the commanding officer and make proper re- ports to his company, semi-annually, of all moneys received and paid out and the general condition of the funds. He shall give a proper bond f o r the f a i t h f u l performance of his duties, before his installation. He shall keep his books open at all times f o r inspec- tion by the commanding officer and auditing committee. He shall perform such duties as may be required by the laws of the com- pany and the laws of the Uniform Rank. In case of refusal to furnish proper bond, his office shall be declared vacant and a new election ordered by the commanding officer. SEC. 6. I t shall be the duty of the Sir Knight Guard to keep a correct roll of the members of the company and to give the name at the close of each drill and keep a report of same. He shall at- test and publish all orders of the commanding officer, and shall provide music f o r the company when ordered to do so. He shall perform all other duties required by the laws of the company and t h e rules and tactics of this rank. His position in the line shall be that of the right guide as prescribed by the tactics. SEC. 7. The Sir Knight Sentinel shall perform such duties as the ritual of the rank directs, open and close the armory f o r all meetings and drills, and such other duties as may be required by the laws of the company and the tactics of the Uniform Rank. ^ SEC. 8. The standard bearer may be appointed by the com- manding officer, and will discharge the duties laid down in t h e tactics. His position in the line shall be number three in the right center. SEC. 9. The Sir Knight captain shall, upon being installed, appoint five Sir Knights, who shall be known as executive council, who shall be charged with the general care and supervision of the affairs of the company. Look a f t e r its material interest and wel- fare, proeure suitable quarters f o r drills. Procure all necessary supplies f o r the company and enforce collection of all fines, dues and special assessments, and perform such other duties as his company may direct and report every action to the company.' SEC 10.- The executive council shall visit all sick or other- wise disabled members of the company within twelve hours a f t e r being notified', and shall continue their visits as often as necessary, so long as the Sir Knight may be in need thereof. They shall r e - port it at each regular meeting of the company who is sick or dis- abled. The cause of such sickness or disability, the condition of t h e sick and the amounts' necessary to be given him. SEC. 11. Upon the petition of a member of any company, the executive council shall immediately notify the Sir Knight cap- tain, who shall under orders make arrangements f o r the f u n e r a l , aeting with the proper officers of the- branch of which the deceased may have been a member, and comply with such wishes as the de- ceased Sir Knight's family may request. A R T I C L E YI. M E M B E R S H I P . S E C T I O N 1 . No person shall be admitted to the U n i f o r m Rank who is not a member in good standing, in a Branch of this Order, nor unless he be reported favorably upon by a committee of .19 investigation, to be composed of three members of the company and be duly elected. SEC. 2. All applications f o r membership in the Uniform Rank must be accompanied by the official receipt, showing t h a t the applicant is a Knight in good standing in a Branch of the C. K . of A., and such fee as the company may prescribe in their by- laws; and no application shall be considered unless accompanied by the proper fee. SEC. 3. All applications may be received, considered by a committee of three, the_candidate ballotted f o r , and if elected, the degree conferred at the same meeting. o o • SEC. 4. An applicant f o r membership shall be ballotted f o r by ball ballot. Should two or more black balls appear the ballot shall bp immediately renewed; should two or more black balls ap- pear on the second ballot he shall be declared rejected, and no bal- lot shall be taken f o r a period of six months t h e r e a f t e r , and then only on a renewed application in the prescribed form. SEC. 5. A member against whom charges are pending desir- ing to withdraw f r o m membership, shall be entitled to receive an honorable discharge by paying all dues and assessments appearing against him on the books of the company. Such discharge in blank, signed by the Adjutant General, shall be furnished by the Major General, countersigned by the commanding officer and Sir Knight Recorder of the company. Such discharge shall be given f o r all time or until deposited in a company, provided, no commis- sioned officer of the Uniform Rank shall be entitled to an honora- ble discharge until his resignation has been properly forwarded to and accepted by the Major General; provided f u r t h e r , each com- pany may, by by-law, fix a stated and definite amount to be charged each applicant for a discharge. SEC.. 6. 'A member of a company who shall make applica- tion to or become a member of another company without first pro- curing an honorable discharge f r o m his original company, or a dishonorably discharged or suspended member of ' t h e Uniform Rank, who shall become a member of another company without first having been reinstated and honorably discharged by his orig- inal company, on satisfactory proof thereof b s i f g made to the Major General, shall, upon their order, be dishonorably discharged forever f r o m the Uniform R a n k ; and any company that shall knowingly receive into its membership a Sir Knight of another di- vision who does not represent an honorable discharge f r o m such company, or shall knowingly receive into membership one who is a suspended or dishonorably discharged Sir Knight, shall be liable to have its charter annulled arid revoked by the Major General. SEC. 7. An application f o r membership upon an honorable discharge, shall be accompanied by such fee as the company may prescribe, and shall be subject to the same ballot as an original application f o r membership. SEC. 8. A member may be suspended f o r a definite period or dishonorably discharged f r o m the Uniform Rank f o r a violation of any part of the obligation assumed on becoming a member t h e r e o f . In case of suspension for non-payment of dues, fines or assessments, he may be reinstated by payment of his delinquency not exceeding one year's dues, and be subject to the same ballot as when first admitted. SEC. 9. A member shall be considered in good standing in O O the company as regards dues, who is not more than six months in arrears to his company f o r dues, fines or assessments, and shall not be considered in good standing, as regards dues, when he is more than six months in arrears to his company f o r dues, fines and assessments; and if delinquent f o r the period of twelve months he shall be notified of the amount of his indebtedness, and at the expiration of thirty days a f t e r notice of such delinquency, and the amount due is not paid, he shall be suspended f r o m mem- bership. SEC. 10. A member visiting a company o t h e r than the com- pany of which he is a member, may, by permission . of the com- manding officer attend such meeting without being in uniform. SEC. 11. When for any cause a member of a company be- comes unable to take an active part in the drills and military'exer- cises of the feompany, he may, upon his own requ est be placed upon the retired list. Members on the retired list shall be exempt f r o m drills and parades, except upon anniversary parades and parades f o r the funeral of a deceased Sir K n i g h t ; they shall be entitled to all the rights and benefits of the company, but cannot hold any commissioned or appointive office in the company, ihey shall be subject to such annual dues as may be fixed by the by- laws of the company, and shall be liable f o r assessments in the same manner as other members; provided t h a t any Sir Knight who has been placed on the retired list, may at any time, upon his own request, be again placed upon the active list, and in such case he will again be eligible to office in the rank, and shall be subject to duty. A R T I C L E V I I . P E N A L T I E S . S E C T I O N 1. Any company of the Uniform Rank which shall cause to be printed or have made any of the supplies or emblems furnished by the Supreme Council shall, upon satisfactory proof, be suspended, and shall f o r f e i t its charter; and any officer who shall be guilty of the same offense shall f o r f e i t his commission, and the Supreme President shall cause the Major General to re- voke, annul and set aside such commission, and such officer shall not be eligible to hold a commission f o r the period of four years t h e r e a f t e r . SEC. 2. Any company that shall fail to make its report at the time specified in these rules and regulations, or within thirty days immediately following the 4th day of July of each year, may have its charter annulled by the Major General, and any officer of division, regiment or brigade failing to comply with the general laws of the Uniform Rank in the matter of reports, or with the orders of the Supreme President or Major General, for the period of thirty days, as required by law, or as he may be ordered, shall f o r f e i t his office, and his commission may be revoked. No com- pany shall be entitled to or receive the countersign so long as such company is in arrears with its report and dues to the Supreme Council, or to the regiment or brigade to which it is attached; and all officers and Sir Knights are strictly forbidden to communicate the countersign to any officer or member of a company that is in arrears for annual reports or dues, as herein provided. The countersign shall be transmitted to the commanding officer of the several companies immediately upon the receipt of the annual report and the dues to the Supreme Council, and to the brigade aod regiment to which such company may be attached. Any member of a company of the Uniform Rank who shall be guilty of a violation of the provisions of this section shall be dishonorably discharged f r o m the r a n k . SEC. 3. Any member of a company who has sold or who shall sell his uniform of the rank without first procuring an hon- orable discharge f r o m his company, and who does not procure an- other within thirty days t h e r e a f t e r , shall be dishonorably dis- charged. SEC. 4. In case of the unknightly conduct or violation of the reputable rules of society, or in case of the wilful failure, neg- lect or refusal to obey the orders of the Supreme President, Major General or his superior officer, by any officer of the Uniform Rank, such facts shall be reported through the regular channels to the Major General, and if, in the judgment of the Major General, thè charges are true as stated, the Major General shall issue the nec- essary orders revoking and annulling the commission o f ' such officer, and such revocation, unless otherwise specifically stated, shall act as a dishonorable discharge f r o m the Uniform Rank. A non-commissioned officer or Sir Knight guilty of the offense defined in this section may be dishonorably discharged ; and in case of a company guilty as herein defined, such company shall f o r f e i t its charter, and the Major General shall issue orders to re- voke the charter of such company, and the charter and supplies of the company shall be returned to the A d j u t a n t General, in the same manner as provided for disbanded companies. SEC. 5. Every officer entrusted with the care and duty of collecting, receiving or custody of the funds, securities, bonds or other property of any company, regiment or brigade of the Uni- f o r m Rank of the C. K . of A., shall give bond with good and suf- ficient security in such amount as may be fixed by such company or by the board of officers of such regiment or brigade, conditioned f o r the f a i t h f u l discharge of the duties of such office, and the payment and turning over of the same when legally ordered so to do; and shall submit his booksj vouchers and accounts for the in- 23 spection of his commander or a properly authorized auditing com- mittee whenever ordered so to do, and shall submit at each annual meeting of his command a full and complete report of his receipts and disbursements. On failure to give such bond within thirty days a f t e r receiving the appointment or commission, and upon re- port of such failure being duly made to the Major General, he may issue the necessary orders revoking the commission of such officer and declaring the office vacant, and the office shall again be filled according to the rules and regulations. SEC. 6. Any officer entrusted with the care and duty of col- lecting, receiving or custody of the funds, securities, bonds or other property of any company, regiment or brigade of the Uni- form Rank, C. K. of A., that shall fail or refuse to pay over the f u n d s upon proper orders or upon legal orders of his commanding officer or of his company, regiment or brigade, or who shall con- vert to his own use any of such funds, securities, bonds or other property entrusted to his care as such officer, or who shall permit the same to be used unlawfully by any other person, or who shall fail, refuse or neglect to render an accounting of his trust when ordered so to do by competent authority, shall, upon conviction, be dishonorably discharged from the Uniform Rank, C. K . of A . , and shall ever a f t e r be ineligible to membership in the rank. SEC. 7. No brigade, regiment or company of the Uniform Rank, C. K . of A., nor any individual officer or Sir Knight of this rank, shall, in the name of the rank, or that of any brigade, regi- ment or company of the rank, resort to, institute or promote any scheme of raffle, lottery, g i f t enterprise or schemes of chance of any kind. Any company violating this regulation, either directly or indirectly, shall f o r f e i t its charter. Any officer or individual Sir Knight of this rank, who shall, either directly or indirectly, violate this regulation, or encourage others to violate this regula- tion, shall, upon conviction, be dishonorably discharged, from the rank. A R T I C L E V I I I . R E G I M E N T S . S E C T I O N 1 . Whenever four companies of the Uniform Rank shall have been organized in any grand jurisdiction of the C. K . of A., said companies shall be organized into a regiment. SEC. 2. The officers of a regiment shall be as follows: F o r a regiment composed of less than six companies, there shall be a Lieutenant Colonel; a M a j o r ; an Adjutant of Regiment, with rank as Captain; a Surgeon, with rank of M a j o r ; an Assistant Surgeon, with rank of Captain; a Chaplain, with rank of Cap- t a i n ; a Quartermaster, with rank of Captain, and a Commissary, with rank of Captain; provided, t h a t as soon as the requisite number of companies are organized in the grand jurisdiction, then the complete regiment shall be organized, as provided in section 4 of this article. SEC. 3. F o r a regiment consisting of six and not more than O O ten separate companies, the officers shall be: A Colonel; a Lieu- tenant Colonel; a Major for each battalion of f o u r companies, to be .elected by the line officers of the companies composing the bat- talion; an adjutant of the Regiment, with rank of Captain; an A d j u t a n t of the Battalion for each battalion of f o u r companies, with rank of First Lieutenant; a Surgeon; an Assistant Surgeon ; a Chaplain; a Quartermaster, and a Commissary,; the rank of the four officers last named as defined in section 2 of this article. SEC. 4. Ten companies shall constitute and be known as a complete or maximum regiment. Each company shall take its place in battalion according to seniority in organization, and each battalion shall take its place in the regiment according to seniority of its commanding officer; provided, that when a sufficient num- ber of companies have been organized to form the second or more regiments within any grand jurisdiction, then, if desired, regi- ments may be formed of those companies contiguous to one an- other ; but in regiments thus formed the companies composing them shall be assigned as herein provided. SEC. 5. As soon as one regiment shall have been organized in any grand jurisdiction, then the second regiment shall be or- ganized, to consist of not less than f o u r nor more than ten com- panies. Regiments shall be numbered as first, second or third regiment, according to date of organization. The order of posi- tion in line of march shall be according to seniority of the Regi- mental Commanders. Officers of companies shall take rank and ; 25 precedence according to date at which their separate commands were organized. SEC. 6. The officers of each regiment, except the Surgeon, Assistant Surgeon, Chaplain, Adjutants, Quartermaster and Com- missary, shall be elected by the Sir Knight Captains, Sir Knight Lieutenants and Sir Knight Heralds of the several companies com- posing said regiment, and tfie result of said election shall be re- ported through the regular channels to the Major General, who shall issue commissions to each officer so elected. The term of office shall be f o r four years f r o m date of election. The f o r m of commission shall be prepared by the Major General and shall bear the official signature of the Major General and A d j u t a n t General with seal of Uniform Rank Department. • Each officer so commissioned shall pay to the Major General the sum of one dollar for the benefit of the Supreme Lodge, and in all cases the fee f o r commission must accompany the report of election or the recommendation for commission. In no case shall any commission be issued until the Major General shall have re- ceived the fee therefor. SEC. 7. When the requisite number of companies f o r a regi- ment are organized in any grand jurisdiction and the Major Gen- eral has been notified by the officers of such companies that they desire to f o r m a regiment, if he approve the request, he shall call toother the officers of companies named in section 6, f o r the pur- pose of electing the officers and organizing the regiment, and shall designate the officer to preside and conduct s a i d election and organ- ization, and such officer shall, within ten days thereafter, make a complete report of the proceedings of such organization to the Major General, and t h a t officer shall, if the report shows that such regiment has been properly organized,approve the report and f o r - ward the commissions to the officers elect. SEC. 8. No officer or member of a regiment or of a company shall be entitled to attend the deliberations of said regiment, ex- cept he be attired in the full dress of his rank, except when other- wise ordered by the commanding officer. SEC 9. No member shall be eligible to any office in any regi- ment unless he shall be at the time a member of some company attached to the same regiment. SEC. 10. The officers of each regiment shall meet each year, at a time and place to be selected by the officers of such regiment, f o r the transaction of such business as may pertain to the welfare and prosperity of such regiment, and shall forward a report of their proceedings to the Major General commanding the Uniform Rank C. K. of A . ; and all proceedings had by such regiment, and approved as not in conflict with the laws of the Supreme Council, or the by-laws of the brigade to which such regiment may be attached, shall govern and control said regiment; pro- vided that when a regiment is attached to a brigade, the annual meeting of the regiment shall be at the same time and place of the annual meeting of the brigade; provided f u r t h e r , that all by-laws enacted by any regiment or brigade must be approved by the Major General before such by-laws shall be in force. SEC. 11. Each regiment, at its annual meeting, shall review and consider all the official reports of its officers and the proceed- ings of its subordinates for the preceding year. I t shall elect by ballot its several officers, under the laws of the Supreme Council, subject to the approval of the Major General. It shall examine and audit the accounts of the Quartermaster and Adjutant. I t shall supervise the state and condition of the finances, and adopt such measures in relation thereto as may be necessary to increase, secure and preserve the same, and also to secure the utmost punc- tuality on the part of every accounting officer in the safe keeping and paying over the f u n d s and property of the regiment. I t may assign the limits, of companies within its own jurisdiction, and set- tle all controversies that may arise between them, and finally, do all matters and things appertaining to the good, wellbeing and perpetuation of the Uniform Rank, but always subordinate to the Supreme Council and the approval of the brigade commander and Major General, as provided herein and in the constitution of the Supreme Council. SEC. 12. At every meeting all questions shall be determined by a majority vote, the presiding officer f o r the time being entitled to one vote. In case votes are equally dividfed, he shall also give the casting vote. SEC. 13. The Surgeon, Chaplain, Adjutants, Quartermaster, and Commissary shall be selected by the commanding officer of the regiment, and on his recommendation shall be commissioned as in case of other officers, and shall each hold their office f o r the period of four years. SEC. 14. The Sergeant Major of the regiment, Sergeant Major for each battalion, the Quartermaster Sergeants and Com- missary Sergeants shall be appointed by the commanding officer of the regiment, and may be removed by him .at any time f o r cause; and when so appointed, they shall each receive a non-com- missioned officer's warrant, f o r which they shall each pay the sum of one dollar. SEC. 15. In the event of the absence at the annual meeting of a regiment of all the field officers of such regiment, the senior line officer present shall preside over the deliberations of the body. SEC. 16. Each field officer of a regiment must, within three months a f t e r being commissioned as such officer, memorize the ritual of this rank, and upon failure to memorize the ritual of the rank as herein required, upon report being made through the regu- lar channels to the Major General, his commission may be revoked for cause. The Major General or the Brigade Commander may order the field officers of any regiment to appear before the chief mustering officer or a brigade mustering officer f o r examination, both as to their knowledge of the ritual and drill tactics of the Uniform Rank, such examinations to be held, whenever, in the judgment of the Major General or the Brigade Commander, the good of the rank may require such examination; and if any officer shall fail to ap- pear for such examination in compliance with such orders, except for good cause shown, upon report of such failure being made to the Major General, the Major General shall revoke the commission of said officer for the good of the Uniform Rank. SEC. 17. Each field officer of a regiment and battalion must visit officially each company of his regiment or battalion at least 28 once in each year, and upon such visitations shall give such instruc- tions in the ritual of the rank, or in the tactics of the company as may be necessary to perfect the work and tactical drill of the regi- ment or battalion. SEC. 18. The Regimental Commander shall have command of and a watchful supervision over all the companies of his regi- ment, subject at all times to the commands of his superior officers. He shall see t h a t all the constitutional enactments, rules, laws and commands of the Supreme Council, and the Major General com- manding the Uniform Rank, C. K . of A., and of his Brigade Com- mander, relating to the Uniform Rank, are duly and promptly observed. He shall call annual meetings of the officers of his regiment as herein provided, and he may call special meetings either of the officers or the companies of his regiment at his dis- cretion. He shall issue orders for official visitations to be made by the field officers under his command, so that each company of the regiment shall be visited by each officer during each year. He shall visit each company of his command not less than once each year, and on such visitations may take command of and pre- side over the company, and shall give such instructions and direc- tions as the good of the order may require, being at all times gov- erned by the laws enacted by the Supreme Council and in force at the time, and by orders of the Major General commanding the Uniform Rank and the Brigade Commander to which his regiment is attached. He shall, when present, take charge of and com- mand at all meetings, parades or other assemblies of his regiment, or of any battalion thereof, and shall issue such orders as he shall deem fit and proper f o r advancing the interests of the Uniform • Rank within his command not inconsistent with the provisions herein contained, and such orders shall be binding upon all of the regiment, and each separate company thereof. SEC. 19. The duties of each regimental, field and staff offi- cer shall be the same as those of like grade or rank of regimental, field and staff officers in the United States army. Each officer of a regiment shall be subject to the command of the Regimental Commander in all cases, when such commands are not in conflict with the laws and enactments of the Supreme Council, t h e orders .29 of the Supreme President or of the Major General or of the Com- mander of the brigade to which such regiment is attached. The senior or ranking field officer present shall have command of and preside at all meetings and parades of the regiment. A R T I C L E I X . B R I G A D E S . S E C T I O N 1 . Whenever two or more regiments or one com- plete regiment and a battalion shall have been organized in any grand jurisdiction: of the C . K. of A . , said regiments shall be formed into a brigade, and a commander f o r the brigadte shall be elected by the field and line officers of the regiments at the time of organization. SEC. 2 When the requisite number of regiments to organize a brigade are reported to the Major Generar as having been organ- ized in any grand jurisdiction, if he approve the; formation of a brigade,, the Major General shall call together- the field and lira® officers of such regiments f o r the purpose of electing the- com- manding officer of the brigade, and shall designate the officer to O O 7 O preside at and conduct said electioa and organization,, and such officer shall, within t e n days a f t e r said election, make a complete report of the proceedings of such election to t h e Major General, who shall, if the organization be in conformity to law,. issue com- missions: to the officer so elected as Brigade Commander, with the rank of Brigadier General. His term, of office shall; be f o r four years f r o m date of election. SEC. 3. The Brigade Commander and each officer of his staff shall pay to the Maj;or General the sum of one: dollar for his commission, f o r the use and benefit of the Uniform Rank, and in no case shall any commission be issued until the Major General shall have received the fee f o r such commission. SEC. 4. Each Brigade Commander shall, upon receipt of his commission, select and recommend for commission the following officers, who shall compose his;staff, to-wit: One Chief of Staff, with rank of Colonel. One Assistant Adjutant General, with rank of Colonel. One Assistant Judge Advocate General, with r a n k of Colonel. 30.- One Assistant Inspector General, with rank of Colonel. Brigade or Assistant Mustering Officer, with rank of Colonel. Brigade or Assistant Engineer, with rank of Colonel. One Assistant Quartermaster General, with rank of Colonel. One Assistant Commissary General, with rank of Colonel. One Assistant Surgeon General, with rank of Colonel. One Brigade Chaplain, with rank of Major. Four Aides-de-Camp, each with rank of Major. Provided, that if, in the judgment of the Major General and the Brigadier General of any brigade, the interests of the Uniform Rank will be promoted by the appointment and commissioning of additional Aides-de-Camp, such additional Aides-de-Camp may be appointed and commissioned, said commission to be f o r the period of four years, unless otherwise lawfully terminated. SEC. 5. The Brigade Commander shall have command of and a watchful supervision over all regiments and companies within the grand jurisdiction in which he is stationed, and see t h a t all the constitutional enactments, rules, laws and commands of the Su- preme Council, the Supreme President and the Major General commanding the Uniform Rank C. K . of A., relating to the Uni- form Rank, are duly and properly observed. He may call special meetings either of the officers or of the divisions within his juris- diction, at his own discretion. He may visit and preside at the meeting of any company or regiment within his jurisdiction, and give such instructions and directions as the good of the order may require, being at all times governed by the laws of the Supreme Council and the commands of the Supreme President and Major General commanding the Uniform Rank Knights of C. K. of A. He shall, when present, take charge of and command at all meetings, parades or other assemblies of any regiment or regi- ments within his jurisdiction, and shall issue such orders as he shall deem fit and proper f o r advancing the interest of the Uniform Rank within his jurisdiction, not inconsistent with the provisions herein contained, and such orders shall be binding upon all the brigade. He shall memorize the ritual of the Uniform Rank, and, when present at the meetings of a company, shall enforce a strict adher- . 3 1 ence to the ritualistic work in the conferring of the rank on candi- ! dates. A failure on the part of the Brigade Commander to memorize the ritual and perfect himself in the secret work of the rank may I be cause for removal and revocation of commission. SEC. 6. The officers of each brigade shall meet each year, at a time and place to be selected by the officers of such brigade, or as may be ordered by the Brigade Commander, for the transaction of such business as may pertain to the welfare and prosperity of such brigade, and shall forward a report of their proceedings to J the Major General commanding the Uniform Bank Knights of C. K. of A . ; and all laws enacted by such brigade, and approved H as not in conflict with the laws of the Supreme Council, shall gov- I ern and control said brigade or regiment. SEC. 7. Each brigade, or regiment in such jurisdictions I where there is no brigade organization, may adopt a constitution I for its own government and the government of each subordinate I branch thereof, which constitution shall be in accordance with the I provisions of the Supreme Council and the laws, rules and regular I tions enacted by the Supreme Council f o r the government of the ( Uniform R a n k ; and such constitution shall be in full force and I effect from and a f t e r its approval by the Major General command- I ing the Uniform Rank, C. K . of A. SEC. 8. At the formation of a brigade, or at the formation I of any additional regiment thereafter in any brigade, and field or I staff officer holding commission in an existing regiment shall, in 11| case the company of which he is a member be transferred to an- I other regiment, also be transferred to the regiment to which his company may be attached, with the same ranK and office f o r the ' unexpired term of his original commission; provided, however, that such officer may be eligible to election to a higher position in the regiment to which his company may be attached. SEC. 9. In case of death or resignation of any Brigade Com- | mander, it shall be the duty of the Assistant Adjutant General of such brigade to at once notify the Major General commanding the Uniform Rank of such death or resignation, and thereupon the I Major General shall assign the Senior Field Officer of the brigade 32 to the command of the brigade, who* shall discharge the duties of the office until a meeting shall be called by the Major General f o r the purpose of holding an election to fill the vacancy ; provided, however, t h a t the election f o r the purpose of filling such vacancy shall not be deferred for a longer period than to the next annual meeting of the brigade after such vacancy occurred, when, if the vacancy has not been filled by an election, an. election shall then be held f o r a Brigade Commander. Sec. 10. The Chief of Staff shall, when on duty in the field, perform all the duties incumbent on such officer in the United States army, and at all times shall perform such duty as may be assigned to him by the Brigade Commander or the Major General. SEC. 11. The Assistant A d j u t a n t General shall keep correct records of the proceedings of the annual meetings of the brigade to which he is attached.; he shall conduct the correspondence and issue all orders under direction of the Brigade Commander; draw all requisitions on the Assistant Quartermaster, make out all re- turns and reports to the Major General, and transmit the same through the Brigade Commander to the Adjutant General; he shall keep an order book and files of all orders, reports and cor- respondence, and perform such other dutie and keep such other records in connection with his office as may be required of him by the Brigade Commander or the Supreme Council. SEC. 12. Assistant Inspectors General shall make inspections of the regiments and companies within their respective brigades whenever required, and shall report the result of the same imme- diately, in duplicate, one copy to be transmitted to the Brigade Commander, and one copy to the Inspector General through bri- gade headquarters, and shall perform such other duties as may be required of them by the Inspector General; provided, that the Brigade Commander may assign any officer or officers to aid the Assistant Inspector General in the inspection of any company or regiment of the brigade, and such officer so assigned to such duty, during the discharge of such duty, shall be respectcd and obeyed accordingly, and such officer, a f t e r having performed the duty, shall make immediate report thereof to the Assistant Inspector General of the brigade to which he is attached. SEC 13. Assistant Inspectors General shall make or cause to be made, as herein provided, a thorough inspection of the bri- gades to which they are attached, every year, and shall make a written report to their commanding officer of the numbers report- in* for dutv, condition, discipline and efficiency of the different companies of their brigade, and shall furnish a copy of said report to the Inspector General on the 1st of July of each year, or withm ten days t h e r e a f t e r ; and shall make such other reports relative to the condition and efficiency of their department as may be ordered f r o m time to time by the Inspector General. They shall be held responsible f o r the proper equipment, uniforming and tactical in- struction of the companies within their respective jurisdictions. SEC. Ì 4 . The mustering officer of each brigade shall have especial charge of the ritualistic and secret work of this r a n k ; shall from time to time, under the orders of his Brigade Com- mander, examine field, staff and company officers as to their pro- ficiency in the ritualistic and secret work of the rank, and a f t e r such examination shall make report of the same to his Brigade Commander and to the Chief Mustering Officer of the Uniform Rank • he shall have charge of the mustering of all new companies within his grand jurisdiction, and shall personally muster all such companies into the rank, unless otherwise ordered by the Brigade Commander, observing in letter and spirit the work as laid down in the ritual and the regulations as provided in the rules and regu- lations of the rank. He shall see to it t h a t each company when mustered is properly instructed in the work of the ritual. Any mustering officer who, at the end of sixty days a f t e r being commissioned, has not thoroughly memorized the ritual, shall for- feit his commission and the same shall be reyoked. SEC. 15. The Assistant Judge Advocate General shall per- form the' duties belonging to that position, and shall rènder to the Brigade Commander a written opinion on all questions pertaining to military law, the laws governing the Uniform Rank and code of procedure for courts martial, whenever called upon by the Brigade Commander so to do. SEC. 16. The Brigade Engineer shall, under the orders ol the Brigade Commander, have charge of the laying out and pre- paration of the camp or camps of the brigade. SEC. 17. The Assistant Quartermaster General shall hold the funds, securities, vouchers and property of the brigade, and fill all requisitions drawn by the Assistant Adjutant General and ap- proved by the Brigade Commander, and shall perform such other duties as pertain to the position of an Assistant Quartermaster General of the United States army, when on duty in the field. He shall give such bond as the judgment of his Brigade Com- mander may deem adequate, or as may be fixed by the annual meeting of the brigade. Said bond shall be made payable to the brigade, and shall be deposited with the Brigade Commander. SEC. 18. The Assistant Commissary General of Subsistance shall be the Chief Commissariat of the brigade, and when his bri- gade shall be in camp or on duty his duties shall be the same as those of an Assistant Commissary General of a brigade of the United States army in the field. SEC. 19. The Assistant Surgeon General shall perform the duties properly appertaining to t h a t office, and shall attend the general parades and encampments, and shall have command of the Surgeons and Assistant Surgeons of the several regiments of the brigade and the medical staff, and shall see that whatever medical or surgical aid is required shall be promptly and properly rendered. A R T I C L E X . M A J O R G E N E R A L . S E C T I O N 1. The Major General, at the time of his appoint- ment, shall be a Sitting or past Supreme Delegate and of the Uni- f o r m Rank in good standing. He shall be appointed and com- missioned by the Supreme President, and hold office for the term of four years f r o m date of appointment and until his successor shall have been duly appointed and commissioned. SEC. 2. I t is the prerogative and duty of the Major General to have command of and a watchful supervision over all the bri- gades, regiments and companies within the jurisdiction of the Su- preme Council, C. K . of A., and shall enforce all the constitu- tional enactments, laws and edicts of the Supreme Council, and ft 7 35 require that they be duly and promptly observed, and that the work and the discipline of the Uniform Rank everywhere are uni- form throughout the jurisdiction of the Supreme Council, and that the dress is uniform, unless otherwise ordered by the Supreme Council. Among his special duties and prerogatives are the following : 1. To appoint the'members of his individual staff. 2. To visit and preside in and over brigades or companies, regimental or subordinate, and give such instructions or directions as the good of the order may require, always adhering to the con- stitution, statutes and edicts of the Supreme Council ; and upon the general assembling of the Uniform Rank C. K . of A . , he shall, when present, take command. 3. To examine all laws enacted by any brigade, regiment or company, which, upon being approved by the Major General, shall, in connection with the rules and regulations enacted by the Supreme Council for the government of the Uniform Rank, be the laws governing the respective grand jurisdictions. 4. He shall receive all requisitions for supplies f r o m brigades, regiments or companies, and if approved by him, shall cause such supplies to be forwarded f o r the use of said organizations; but in no case shall such requisition f o r supplies be approved, nor the supplies be furnished, unless the money in payment therefor ac- company such requisition. 5. He shall keep a register which shall contain a full and com- plete list of all warrants issued and companies instituted, giving numbers and dates of each, and at each session of the Supreme Council shall present a full and complete report of all the transac- tions of his office and of the general condition of the Uniform Rank. He shall have power to provide himself, at the expense of the Supreme Council, with such books, paper, stationery and other supplies as are necessary for the proper discharge and fulfillment of his duties. He shall submit his books and accounts for inspec- tion by the Supreme President or finance committee of the Supreme Council, whenever required so to do. He shall prepare the forms for all blanks to be furnished by the Supreme Council f o r the use of the Uniform Rank. He shall decide all tactical questions and 36.- all questions connected with the general government and manage- ment of the Uniform Rank, subject, however, to appeal to the Su- preme Council. He shall review all court martial proceedings in which the penalty is suspension or dishonorable discharge. T h e countersign of the Uniform Rank shall be promulgated by the Major General, and by him furnished to the companies. He shall receive f o r his services to the Uniform Rank such compensation as the Supreme Council from time to time may determine; provided, t h a t no appeal shall be examined or decision rendered thereon by the Major General or any officer of the Uniform Rank, unless said appeal shall be forwarded through the regular channels. SEC. 3. In case of the unknightly conduct or the violation of the reputable rules of society by any member of the staff of the Major General or of any Brigadier General, the Major General or such Brigadier General shall have the authority to suspend such officer f r o m the discharge of his duties as such staff officer, and a full report of the facts in the case shall be prepared, signed by the commanding officer, and forwarded through the proper channels to the Supreme President, for his action. And the Supreme Pres- ident shall, if he find such staff officer guilty, cause to be revoked the commisson of such officer and declare his office vacant. SEC. 4. In case of the death or resignation of the Major General, the Supreme President shall have authority to fill the va- cancy, and the one so appointed shall be a Past Supreme Delegate or a Brigadier General commanding and a member of the Uni- form Rank and a member of the Supreme Council. SEC. 5. The Major General shall render to the Supreme President such reports as may be requested from time to time. He shall attend and render a full and complete report to the Su- preme Council, at each regular session, together with such recom- mendations concerning the Uniform Rank as he shall deem best f o r the interests and welfare of the Uniform Rank and Supreme Council, C. K . of A . SEC. 6. The Major General shall attend all the meetings of the Supreme officers, between sessions of the Council, and rehder such accounts and reports as may be demanded f r o m him con- cerning the Uniform Rank, by the Supreme President; and he 7 37 shall have a seat in the meetings of the C&uncil with the same powers vested in the Supreme, officers present, and be treated as such. SEC. 7. The duties of officers will be as noted in the rules and laws of this Uniform Rank Department. The Major General shall be the only officer of the Uniform Rank Department who must, before entering upon his duties give a sufficient bond f o r the faith- f u l performance of his duties. This amount to be lowered or in- creased at any time during t h e session of the Supreme Council, or as the Military Board may order. The Military Board is to consist of the Major General as pre- siding officer, the Supreme President and f o u r officers of the Su- preme Council, the Supreme Vice-President and the three Supreme Trustees of the Catholic Knights of America. This board may at any time change the rules and regulations of this department, that may be f o r the advancement of the. order. The Major General is to be appointed by the Supreme officers of the Catholic Knights f o r the term of f o u r years, with powers to appoint his own staff, and otherwise have full supervision of the Uniform Rank Depart- ment, making all appointments and enforce all rules as authorized by the Supreme Council. SEC. 8. All meetings of battalions, regiments and brigades will be held according to the instructions and rules to be adopted by the Major General and approved by the Military Board. The Major General shall have power to grant any special meetings that may be considered for the good of the order, or if petitioned to, the majority of companies, batallions, regiments or brigades in any State, the Major General may order or grant permission f o r any encampment that may be held during the recess of the Supreme Council. A R T I C L E X I . S T A F F O F F I C E R S . S E C T I O N 1. The Chief of Staff shall attend with the Major General all encampments, parades or assemblies of the Uniform R a n k , and shall render such assistance, and perform such duties as may be required f r o m time to time, and shall have a general supervision of the staff and, in accordance with orders and instruc- tions received from the Major General, the management and assign- ment to duty of the troops. SEC. 2. The Adjutant General shall keep correct records of the proceedings of the Uniform Rank C. K . of A. He shall conduct its correspondence and issue all necessary orders, under the direction of the Major General commanding the Uniform Rank C. K. of A." He shall prepare all books and blanks necessary for brigade and regimental companies and subordinate companies, under the direction of the Major General. He shall keep a full and complete roster of all the different organizations of the Uniform Rank C. K. of A., and shall p e r f o r m such other duties and keep such other records and books as the Major General and the Supreme Council may require of him. SEC. 3. The Judge Advocate General shall perform the du- ties belonging to that position in the United States army, and shall render to the Major General a written opinion on all questions per- taining to military law, the laws governing the Uniform Rank and the code of procedure for courts martial, whenever called upon by the Major General-so to do. SEC. 4. The Inspector General shall prescribe the form of blanks to be used f o r the inspection of brigades, regiments and companies,'and, with the approval of the Major General, may give such special instructions in reference to inspections as may be deemed necessary. He shall prepare an abstract of the reports received f r o m the Assistant Inspectors General of brigades, f o r the information of the Major General. He shall be held responsible to the Major General for the proper equipment, uniforming and tactical instruction of the Uniform Rank C. K. of A. SEC. 5. All books, papers, accounts, records and proceed- ings pertaining to the Uniform Rank C. K . of A. shall be subject to inspection at all times by the Inspector General and the séveral Assistant Inspectors General within their respective jurisdictions. Sue. 6. The Chief Mustering Officer is especially charged with the duty of instructing the Assistant Mustering Officers of the,Uniform Rank in the ritualistic and secret work of this rank. 7 39 He shall, when in attendance at any general encampment or meet- ing of the Uniform Rank, or of any brigade meeting, examine the Assistant Mustering Officers present as to their knowledge and proficiency in the ritualistic work, and shall give to such officers full and complete instructions therein. A f t e r such examinations he shall make a report in writing to the Major General as to the knowledge and proficiency of each officer so examined. He shall, when ordered so to do, attend at the muster of new companies and make report thereon. It shall be his duty, when he ascertains t h a t a mustering officer is incompetent and inefficient, to report such officer to the Major General and to the commander of the bri- gade to which such mustering officer is attached, and to make such recommendations in the case as he may deem the good of the rank demands. Before he is commissioned he shall have memorized the ritual of the rank and in all respects have qualified himself for the position. SEC. 7. The Chief Engineer shall, under the orders of the Major General, be charged with the duty of laying out and super- vising the pitching of the camps of the Uniform Rank, and such other duties pertaining to a civil engineer as may f r o m time to time be required. SEC. 8. The Quartermaster General shall hold the f u n d s and securities directly belonging to the headquarters of the Uniform Rank, and shall fill all requisitions that shall be drawn upon him by the Adjutant General and approved by the Major General. He shall give such security f o r the f a i t h f u l and honest discharge of his duties as may be required from time to time by the Major Gen- eral, said bond to be given payable to the Supreme Council C. K. of A., for the use and benefit of the Uniform Rank C. K . of A. He shall also discharge all the duties pertaining to the like posi- tion in the United States army. He shall attend the general par- ades and encampments and shall perform such duties as pertain to his office. (Since it is the aim of all concerned that the Supreme Treas- urer shall be the custodian of all the Uniform Rank f u n d s received this place of honor will be extended to the Supreme Treasurer, who, no doubt, will fill it with credit to the department. 4 0 SEC. 9. The Commissary General of Subsistence shall per- f o r m the duties pertaining to the position of Chief Commissariat. SEC. 10. The Surgeon General shall perform the duties ap- pertaining to that office, and shall attend the general parades and encampments, and shall have command of the Assistant Surgeons General of brigades and the medical staff, and shall see that what- ever medical or surgical aid is required shall be promptly and properly rendered. SEC. 11. Aides-de-Camp are of the personal staff of the Major General or of the Brigadier General f o r whose staff they may be commissioned. It is their duty to attend with their chief all assemblies of the Uniform Rank, either general or, with their respective brigades. They shall discharge such duties as may be assigned to them f r o m time to time, but shall have no authority except upon direct orders of the general officers in command, to assume command of any body of the Uniform Rank, nor to issue any orders f o r their government. I t shall be the duty of each Aide-de-Camp to memorize the ritual and secret work of t h e R a n k ( and to familiarize himself with the tactics of the Rank, so that he may be competent to discharge whatever duty may be assigned him. SEC. 12. On all public parades of the Uniform Rank C. K . of A . , officers of the staff of the Major General or of any Briga- dier General, who may be present and not in company with their chief, shall take position with the staff of the officer in command; provided, t h a t if such staff officer be of higher rank than the offi- cer in command, then such staff officer shall take position on the riaht of the commanding officer. o o A R T I C L E X I I . P A S T O F F I C E R S J E W E L S O F H O N O R . S E C T I O N 1. All Past Supreme Presidents by service, Major General, Brigadier Generals and the officers of the staff of t h e Major Generals and the Brigadier Generals and the field and staff officers of the various regim'ents and battalions of the Uniform Rank, who shall have uniformed and equipped themselves in the manner prescribed by law f o r the positions to which they were appointed, elected and commissioned, and shall have served or hereafter serve one full term as such officers, or in case of the of- ficers of the general staff, during the period f r o m the date of the commission to the expiration of the commission of the Major Gen- eral or Brigadier General on whose staff such officer may have been commissioned, and who have rendered obedience to the laws of the Supreme Council and the orders of the Supreme President and Major General, and have been f a i t h f u l in the discharge of the duties of the office to which they were commissioned, shall be en- title d to wear the "jewel of h o n o r , " to be furnished by the Su- preme Council as hereafter provided; or if, at the end of one full term of office, they shall retire from active service as such officers, they shall be entitled to wear the uniform of their rank as officers, and the "jewel of h o n o r " indicative of their past service. F u r t h e r , the Sir Knights Captain, Lieutenant and Herald of companies who shall have served two consecutive terms as either of such company officers, and shall have been present at not less than three-fourths of the business meetings and drills of their respective companies for each of the years of their term of service, as shall appear f r o m the certified records of the companies, or in case of any officer who shall have become or shall hereafter become permanently dis- abled while in the line of duty, shall also be entitled to wear said "jewel of h o n o r " indicative of the highest rank attained as such company officer. Said "jewel of h o n o r " shall be worn by the of- ficers herein named, on the l e f t breast, on all occasions of public parades of the Uniform Rank in which they participate, and all other jewels or badges are strictly prohibited on all parades or public demonstrations of the Uniform Rank by officers or Sir Knights, excepting such "service medals" as may be hereafter provided by the Supreme Council f o r Sir Knights of this rank. A R T I L E X I I I . U N I F O R M A N D D R I L L M A N U A L . S E C T I O N 1 . Upton's Tactics when revised shall be the official drill manual for all companies of the Uniform Rank, and all com- panies are especially prohibited f r o m the adoption or use of other systems of drill or tactics. (Until we rearrange the manual 42 adopted, companies and officers should equip themselves with Gen. Carnahan's latest tactics, which are simular to ones to be used. SEC.1 2. The flag of each company of the Uniform Rank C. K . of A. shall be a U . S. flag of silk not less than 36x60 inches, and a banner 30x50 inches of scarlet silk, both flags and banners to have gold or gold-colored fringe .all around, with G. K . of A. shield in center, name and date of organizing company; also loca- tion. The banner to have top mount of about ( ?) falling over at least 7 inches, showing papal colors; such banners only to be used when companies parade separate. Regimental Flag. Same as f o r companies, with number and date of organization. Banners same as for companies, except that material be of blue silk. Brigade Flag. Material to be of blue banner silk—size 37x55 inches, with C. K . of A. U. R.- shield, date of organization and name of State or jurisdiction. Major General's Flag. The material to be of white banner silk, 36x54 inches, to be bordered with gold f r i n g e 2 inches deep on both sides. Flag shall bear the following design, which shall be painted or embroidered in natural colors: The C. K. of A. Uniform Rank shield, with date of organization and monogram (C. K . of A. U . R . ) on one side, and standing knight with drawn sword in armor on the other side, bearing upon its face the motto: " H e a d q u a r t e r s of the Major G e n e r a l . " Also a banner 18x27 inches, showing Papal colors with C. K . of A. U . R. shield in center. A R T I C L E X I V . The uniform of the Catholic Knights of America shall be as follows: Coats. 1. All officers above the rank of Captain and the staff officers 7 43 shall wear the double-breasted frock coat made of black cloth, the skirt to extend f r o m one-half to three-fourths of the distance f r o m the hip down to the bend of the knee, standing collar ndt less than one or more than two inches in height, to hook in f r o n t at the bot- tom, slope thence upwards and backwards at an angle of thirty degrees on each side, corners rounded; cuffs three inches deep, to go around the sleeves parallel with three small buttons on the under seam; pockets in folds of the skirts, with two buttons on the hip and one at the lower end of each side edge, making four buttons on the pockets of the coat. F o r Major General—The coat f o r Major General shall have two rows of gold buttons on the b r e a s t , nine buttons in each row, placed in groups of threes; collar and cuffs of coat to be of dark blue velvet. For Brigadier General—The same as f o r Major General, ex- cept t h a t there shall be eight gold buttons in each row, placed in groups of twos.. For Colonel, Lieutenant Colonel and Major—The same as for a General, except that there shall be nine gold buttons in each row on the breast, placed at equal distances; collars and cuffs of the same material as the coat. Company Officers—For Captain and First Lieutenant, coat of black cloth, single-breasted, to reach three inches above the knee, with a military standing collar; gilt C. K . of A. buttons as fol- lows: nine in f r o n t , three on each sleeve and four on s k i r t ; one- fourth gilt wire lace around the sleeve, back of buttons, showing © one loop on top of sleeve. Uniform for Sir Knights. Same as f o r officers, but with silver-plated buttons and silver lace on sleeves. F o r mounted companies—The present regulation pattern of 4 4 1 black cloth coat, skirt extending half way between the hips and bend of the knee. For Officers — Double - breasted black coat, skirt extending half way between the hips and the bend of the knee; standing collar, to hook at f r o n t at the bottom, to slope upward and back at an angle of thirty degrees, corners rounded; two rows of sil- ver-plated calla lily buttous, nine buttons in each row on the breast, placed at equal distances; f o u r buttons on the back; three small buttons on outer seam of cuffs; pock- ets in back of skirt only. Captains and Lieutenants on regimental or general staff—The same coat as for a Colonel, except that f o r a Lieutenant there shall be seven buttons in each row on the breast, placed at equal distances. Uniform for Chaplain. Coat—Black broadcloth, military style, single breasted, stand- ing collar; length of skirt, three inches above the knee. The f r o n t of the coat to have one row of nine plain black lasting but- tons, placed equi distant; on the back and skirt, four plain black lasting buttons, same size as used on f r o n t . On the under seam of each cuff, three small black lasting buttons. Breast of coat to be braided with black soutache braid one-eighth of an inch wide, as per design. Fatigue Coat-—Same as provided f o r by present regulations f o r officers of same rank, but f o r Chaplains to be plain black last- ing, instead of metal plated. Trousers—To be plain black cloth or doeskin, without stripe, welt or cord; usual military pattern. Hat—Plain black military slouch hat, with gilt military hat cord with acorn ends. The acorn ends to be worn to the f r o n t . On f r o n t of hat an oval escutcheon, to be two and three-fourths inches in length, across the f r o n t of hat, by one and three-fourths inches in height. The field of the escutcheon to be black velvet, C O A T , F R O N T V I E W . 7 45 with a gold bullion embroidered wreath, inclosing insignia of rank, same as shoulder knot with cross. Shoulder knots and shoulder straps—Chaplains may wear the regulation shoulder knot prescribed f o r that position, or they are hereby permitted to wear fatigue straps, with insignia of Chaplain, instead of shoulder knots, for full dress, at option. Swords and belts—Chaplains are hereby permitted to dispense with wearing swords and belts or not, at their option. Fatigue caps—Caps, same as provided f o r officers of same rank, except f r o n t of cap to have escutcheon, same design as pro- vided for in this order for hat. A R T I C L E X V . F A T I G U E COATS U N D R E S S . S P E C I F I C A T I O N 1 . F o r S i r Knights—A neat or body-fitting sacque coat or blouse; material to be of dark blue cloth or mili- tary flannel. Style, straight sin- gle breasted, and buttoned to the O 7 throat ; turn-down collar one and one-fourth to one and one half inches in width; five silver plated emblematic lily buttons on the f r o n t , and two small buttons of same material and pattern on the under seem or cuff of each sleeve, buttons one and one-fourth inches apart, the lower button one inch f r o m edge of the cuff. The skirt to extend one-third of the distance from the hip to th<è bend of the knee. Coat to have no other ornament than as above % prescribed. Fatigue coats may be made either with or witho&fc lining ; climate and location will best determine which is the most desirable f o r particular companies. S P E C I F I C A T I O N 2. For officers of companies—Sir Knight Captains, Lieutenants and Heralds to wear same fatigue coa!tì86fè Sir Knights, except that there shall be three buttons on each sleeve, and the sleeve shall be braided as prescribed f o r o f f i c e r à specification 5 of this paragraph, and the officer shall weiir the shoulder strap of his rank. 4 6. S P E C I F I C A T I O N 3. F o r regimental, field and staff officers— All regimental, field and staff officers shall wear the same fatigue coat as the Sir Knights, except that the buttons shall be of gilt metal instead of silver, and with three buttons on the cuff, and the sleeves braided according to the rank, as prescribed in specifica- tion 5 of this paragraph; and with the shoulder strap of the offi- cer's rank. S P E C I F I C A T I O N 4 . For Generals and general staff corps—All general officers and officers of the general staff corps shall wear the same pattern fatigue coat as the Sir Knights, but shall have fiat buttons on the f r o n t , concealed by a flap; coat to be looped across the f r o n t with five black double-cord loops, f r o g buttons and knots; cord to be about one-sixth of an inch in diameter; three small black silk ball buttons on cuff of sleeve; sleeve to be braided to indicate rank of officer, as prescribed in specification 5'of this para- graph, aDd the shoulder strap of the rank of the officer. S P E C I F I C A T I O N 5. Indication of rank—Officers shall wear, in addition to the prescribed fatigue shoulder straps, the following indications of rank, viz.: Both sleeves to be braided, beginning at 7 O O the lower outside edge, in a military k n o t ; knot to be made of black soutache.braid, not exceeding one-eighth of an inch in width. For Sir Knight, Lieutenant and Herald—Single knot, one braid, the same to extend one-third of the distance from edo-e of o cuff to elbow. For Sir Knight Captain—Single knot, two braids, extending one-third the distance f r o m edge of cuff to elbow. F o r Major—Single knot, three braids, extending two-thirds the distance from edge of cuff to the elbow. Lieutenant Colonel—Single knot, four braids, extending two-• 7 O thirds the distance from the edge of cuff to t h e elbow. Colonel—Single knot, five braids, extending two-thirds the distance from edge of cuff to the elbow. Brigadier General—Double knot, five braids, extending from edge of cuff to the elbow. Major General—Double knot, six braids, extending f r o m edge of cuff to the elbow. 47 Overcoat. For Sir Knights—The overcoat shall be in style a double- breasted ulster, material blue-black cloth, lined with black trim- mings. The coat to close by means of five f r o g buttons of black silk and loops of black silk cord down the breast on each side. Around each f r o g button, on the breast, a knot two' and one-quar- ter inches in diameter of black silk cord seven-hundredths of an inch in diameter. Cord f o r the loops to be one-sixth of an inch in diameter; the loops and frogs to be set on the coat as shown by the illustration herewith. The back of overcoat slit up f r o m the bottom f r o m twenty to twenty-five inches, according to height of wearer, and closing at will by means of buttons and button-holes cut in a concealed flap; collar of the same color and material as coat, to stand or fall, but broad enough, when turned up, to protect the ears. Two hori- zontal pockets on the outside, just below the hips, covered with flaps, to be worn inside or out. Two black straps of same.mater- ial as coat, about eight inches in length and two inches in width, let into the side seams of back of the coat at the waist, to fasten at outer end with buckle. Sleeves loose, of a single piece, with- out cuff or slit; a vertical slit in the l e f t side of the hip, to admit the f r o n t sling and hook of sword belt. Coat to extend down the leg f r o m six to eight inches below the knee, according to height of wearer. Insignia of Rank on Overcoat. For general officers—On the overcoat shall be worn a cape of same material as coat, lined with black silk or satin; the cape to be fastened onto the coat underneath the collar by means of but- tons and button-holes; the cape to extend to the lower edge of the cuff when the arm is extended. There will be on both sleeves, extending f r o m lower edge of cuff to the elbow, a double knot of flat black silk braid, not exceeding one-eighth of an inch in width, and composed of five braids. For other officers—Same coat, without the cape, and with the following insignia of rank, viz.: both sleeves to be braided, be- ginning at the lower outside edge, in a military k n o t ; knot to be 48 made of black soutache braid, not exceeding one-eighth of an inch in width. For Sir Knight Lieutenant and Herald—Single knot, one braid, the same to extend one-third the distance f r o m edge of cuff to elbow. F o r Sir Knight Captain—Single knot, two braids, extending one-third the distance from edge of cuff to elbow. F o r Major—Single knot, three braids, extending two-thirds the distance f r o m edge of cuff to elbow. For a Major General—Same as usually prescribed f o r an officer of like grade in the United States army, of gold, with a sil- ver star of, five rays in the center of the crescent at the base of the shank, and a small silver star at the upper end near the shoulder. For Brigadier General commanding a brigade—Same as f o r a Major General, except that there shall be but one star in the cen- ter of the crescent at the base of the shank, same as f o r officers of like grade in U. Regulation Medical Department shield in knots and on f r o n t of caps, instead of eagles. N O N - C O M M I S S I O N E D O F F I C E R S . Uniform to be same as f o r Knights with chevrons as follows: Sergeant Major—U. S. regulation style, silver lace on yellow cloth, silver plated shield emblem in field. Quartermaster Sergeant—U. S. regulation style, silver lace on yellow cloth, silver plated shield emblem in field. Commissary Sergeant—U. S. regulation style, silver lace on yellow cloth, silver plated shield emblem in field. Hospital Steward—Same as Sergeant Major, but a single arch over top a green cross and silver plated shield emblem in field. Color Bearer—U. S. regulation style silver lace on yellow cloth, white circle and plated shield emblem in field. Gauntlet». For all mounted officers, field and staff—All mounted officers shall wéar buff military gauntlets. For Major General and Brigadier General commanding bri- gades, the ornament on cuff shall be same as U . S. regulation with C. K . of A. buttons. For all other officers of the general staff the center of the circle shall be of scarlet velvet. Gloves. For regimental, company officers and Sir Knights, a buft lisle thread glove shall be worn. For mounted companies—For Sir Knights and officers, mili- tary pattern, buff doeskin, without ornamentation of any kind. Swords. For all General officers—Style U . S. regulation, spring guard, scabbard and all mountings gold-plated, C. K . of A. shell guard, 34 to 40 inches in length. 53 F o r regimental, field and staff officers—Same as General officers except some shorter in length. Regimental Surgeons sword—Pommel round, with fancy ornamentation on f r o n t , small C. K . of A . shield with letters C. K . of A. above shield. U . S. regulation style, and M. D . on shell guard. Pommel, guard and mounts shall all be gold" plated, scabbard nickel-plated. Surgeon General's Sword—Surgeon General's and Assistant Surgeon General's sword shall be made exactly the same as the sword f o r Regi- mental Surgeon, excepting that the scabbard shall be all gold-plated. Chaplain's Sword—Grip—Twist, military pat- tern, covered with black silk velvet, wrapped with gilt wire. All officers of the general staff with the Tank of Colonel and officers of the Adjutant General and Inspector General's office and Aides-de Camp and the Adjutant of the regimental staff shall wear a gold cord aiguillette attached to the shoulder knot on the ri<*ht side. The style and design of the aiguillette shall be of the same pattern, design and material as worn in" t h e United States army. -,- Sword Belts. K. of A. shield in center, U . on l e f t and R . on t h e right of shield; over shield, in half circle, t h e words " I n hoc signo vinces," shall appear, and below shield, "Catholic Knights of A m e r i c a . " T h e buckle is to be two by three and a half inches. All other designs are forbidden by this department. Sash. To be worn by general officers only—Buff silk net, with silk bullion ends; sash to go twiee around t h e waist, tie behind the hip, pendant, but not to extend more than eighteen inches below t h e belt. Saddle Housings. ; F o r Sir Knights—Made of dark blue material, with white cloth shield ;at lower flank corners, and housings to be trimmed with onie row of one and one-quarter inch silver lace near the outer edge. F o r commissioned officers—The same, but with gilt lace trim- mings. . ! NOTE.—rEmbroidered shield is permissible, either in white silk or silver bullion embroidery. Bridle. Military pattern, with double reins and double check-strap; nickePpIated forepiece and C. K . of A. rosette. Spurs. F o r Sir Knights:—Nickel-plated spurs; f o r officers, gold-plated spurs. All uniforms of any other design or p a t t e r n different f r o m t h a t herein prescribed are hereby strictly prohibited, and insti- 56. tuting officers are hereby forbidden to institute any company un- less the uniforms are in strict conformity with specifications herein contained. In all competitive drills by companies of the Uniform Rank, if any company shall enter such contest with any uniform or part thereof differing f r o m the uniform herein prescribed, such lack of conformity to the established uniform shall be scored to the dis- credit of such company; provided, however, that this law shall not affect companies who have complied with the law heretofore in force in regard to uniforms of the Uniform Rank, and who have not yet had sufficient time to make the changes to conform to these regulations. From and a f t e r July 1, all old uniformed companies or those now uniformed joining the Uniform Rank of the C. K . of A. will have five years f r o m above date to change to the Standard Uni- f o r m , which is not to be changed f o r twenty years. A R T I C L E X V I . P A R A D E S A N D D R I L L S . S E C T I O N 1 . The 29th day of August, in each and everyyear, is hereby designated as the Anniversary Day of the Uniform Rank, which should be observed by parade; and other parades may be called at the discretion of the commander of the subordinate com- pany, regimental or brigade commanders, or by the Major General or Supreme President. SEC. 2. Meetings f o r drills, as prescribed in the by-laws of the subordinate company, or upon the order of the commander of the company, may be held at the armory or any other place se- lected, and at such times the uniform and the ritualistic ceremon- ies f o r opening will be dispensed with. SEC. 3. Attendance at drills and parades, and deportment of members while in uniform and on duty, shall be regulated by the by-laws of the companies, and such regulations adopted and imposed as may be required to insure efficiency, or that may be deemed to the interest of companies. SEC. 4. Each subordinate company shall prepare and adopt by-laws f o r its government. Such by-laws shall be forwarded — — 57 through intermediate channels to the Major General for ap- proval, and from and a f t e r their approval shall be in full force and effect. SEC. 5. All subordinate companies, regiments or brigades are strictly forbidden to engage, either directly or indirectly, in Sunday picnics or excursions, and are f u r t h e r prohibited and for- bidden to engage, either directly or indirectly, in the sale of spir- ituous liquors, ale, beer or wines, nor shall they lease or let the privilege to any other person, or permit the same to be done, at or f o r any picnic, excursion, ball or entertainment of any kind given by or under their control or auspices ; and any company guilty of the violation of this section, or of any violation of the reputable rules of society, shall have its charter arrested by the Regimental Commander, Brigade Commander or Major General, and the facts shall be reported for his action thereon; and he is hereby author- ized to revoke the charter of such company, or to order the com- mission of any officer guilty of engaging in such violation or of permitting or encouraging others to violate the provisions of this section to be revoked, cancelled and set aside, and such officer shall not be eligible to re-election or commission for four years t h e r e a f t e r . SEC. 6. Alll members of the Uniform Rank are strictly pro- hibited f r o m entering any saloon, bar-room or disreputable place, wearing any portion of their uniform, except in course of duty under orders; and in the latter event, shall transact their busi- ness and depart as speedily as possible, without patronizing or ac- cepting any hospitality in the place. Any Sir Knight or non-com- missioned officer violating this section, where the offence is com- mitted or comes under the personal supervision of his company, regimental or brigade commander, may be dishonorably discharged upon the recommendation of his regimental or brigade commander; and any commissioned officer guilty of the offence herein defined shall be subject to the penalties prescribed in the previous section. SEC. 7. Brigade, regimental and company commanders are held responsible f o r the enforcement of the foregoing sections, and in case of failure so to do, any officer so failing shall f o r f e i t his commission, and the commission shall be revoked and annulled. — 58 — - SEC. 8. Subordinate companies, before turning out f o r any special parade or drill other than a regular practice drill or parade of the Uniform Rank or order of C. K . of A., must first obtain permission f r o m the regimental or brigade commander, and where there is no regimental organization in a State or grand jurisdiction, subordinate companies in such cases must have such permission f r o m the Major General. Special Rule. The Major General shall have power during 1895 to dispense with any Rules adopted—especially in States where the Uniform Rank is not well organized, and those States having more than five Uniform Rank companies will be formed by the Major General into a brigade and their brigade commander to be appointed by the Major General and serve for four years, as under original election, and to be subject to all rules and regulations adopted. A R T I C L E X V I I . S E C T I O N 1. These rules and regulations may be a d d e d ' t o , altered or amended at any regular session of the Supreme Coun- cil by a majority vote of those voting. Any amendment submitted shall be offered and laid over at least one day previous t o being acted upon.
