H e commended the work of the several sections a n d committees a n d closed his remarks with special thanks to the college and university librarians who, as a committee of the Library Administra- tion Division, worked with the compilation of the "College and University Library Sta- tistics, 1 9 5 8 / 5 9 . " H e p o i n t e d out that the current compilation includes information from 1,111 libraries. H e m e n t i o n e d that LAD would have u n d e r consideration a pro- posal from the Library Services Branch of the U. S. Office of Education that the Branch assume responsibility for collecting a n d pub- lishing college a n d university library sta- tistics. Miss Walker reported the divisional and sectional nominations for the spring ballot- ing. ( T h e nominations are listed elsewhere in this issue of CRL.) A report from Mr. Branscomb as ACRL's representative on ALA's Program Evalua- tion a n d Budget Committee summarized the Midwinter activities of that group. Mr. Branscomb emphasized PEBCO's intention, in the work of ALA in 1 9 6 0 / 6 1 , to continue the fullest possible support for an ALA membership drive, recruiting for profes- sional librarianship, and work toward the i m p l e m e n t a t i o n of standards. Mr. Harwell noted the i m p e n d i n g schedule for the prep- aration of divisional budgets and urged that specific, well documented requests for budg- etary support of section projects be reported to him. At the request of Mr. Branscomb the Board t u r n e d to a discussion of the proposal that the Library Services Branch take over the collection of college a n d university li- brary statistics. Mr. Harwell r e p o r t e d in de- tail the proposal by the LSB. H e m e n t i o n e d also the present expense of publication of the statistics in CRL. T h e r e was consider- able questioning by various Board members of the wisdom of transferring the project to the LSB. Mr. Harwell pointed out that all of the objections previously m a d e to such a transfer had been overcome in the present proposal, that the LSB promises as quick a schedule for publication, wider coverage in its reporting, a n d the publication of an ana- lytical p a m p h l e t based on its statistical find- ings. H e noted that the A C R L Board could not determine the issue as the work of the committee is an LAD activity b u t com- mented that the Board could make a recom- m e n d a t i o n . After f u r t h e r discussion the Board voted to recommend to the LAD Committee on College a n d University Li- brary Statistics that the collection a n d pub- lication of statistics be carried on by the Library Services Branch of the U. S. Office of Education a n d that the adequacy of its reporting be subject to review a f t e r two years, with a view to reconsideration if necessary. T h e Board voted also its official thanks to the committee for its work in this M A R C H 1 9 6 0 173 C H A R L E S H A R V E Y B R O W N M E M O R I A L F U N D Colleagues of Charles Harvey Brown and members of his family have announced plans to establish a scholarship in his memory at Iowa State University to aid foreign stu- dents. Orr, Di- rector, Iowa State University, Ames. most useful contribution to college a n d uni- versity librarianship. Miss G e r m a i n e Krettek, director of ALA's Washington Office, spoke to the Board con- cerning federal legislation as it affects col- lege a n d university libraries. She cited a n u m b e r of bills before the present Congress as of special interest a n d emphasized the need for concerted action by librarians to secure the passage of favorable legislation. President Parker read a letter from Mrs. Frances L a n d e r Spain, president-elect of ALA, concerning nominations for honorary membership in ALA. T h e Board h a d no nominations to propose. Mr. Harwell an- n o u n c e d that Miss Marietta Daniels a n d Joseph Reason will be A C R L ' s representa- tives at the W h i t e House Conference on Children a n d Youth. It was the sense of the Board that these representatives not be instructed concerning their votes on specific issues. Mr. Parker a n n o u n c e d that Vice- President Low would represent the division at a meeting to discuss plans for financing the new headquarters b u i l d i n g of ALA. President Parker expressed the regret of the Board at the death of Dr. Charles Harvey Brown, librarian emeritus of Iowa State University, who was long active in ALA a n d A C R L affairs. Mr. Harwell reported that the Council on Library Resources has made a g r a n t to the Association of Research Libraries of $73,365 to s u p p o r t a project in research a b o u t col- lege a n d university library buildings u n d e r the direction of Keyes D. Metcalf, librarian emeritus of H a r v a r d University. H e told the Board that A R L h a d requested co-sponsor- ship of the project, for which ALA will h a n d l e fiscal arrangements, by A C R L . T h e Board voted to accept the request of A R L to act as co-sponsor of the project, in order that all types of college, university, a n d re- search libraries can be equitably represented on the project's advisory committee. All present counted him as true friend and loyal colleague. BE IT FURTHER RESOLVED that those assembled on this occasion do recall and take pride in the many important contributions made in behalf of college and research librarians through the efforts of Dr. Brown. As chairman of the College and Reference Section of the ALA in 1927/28, as a member of ALA's Second Activities Committee, as chairman of the Third Activities Committee, as President of ALA in 1941/42, and in other key capacities, he spared neither his great talents nor his strengths in obtaining for his colleagues in college and university libraries the most satisfactory and rewarding status ivithin the ALA organization and within the whole of the library profession. A motion to reconsider the Board's earlier recommendation concerning the sta- tistics was defeated. T h e Board then voted to transmit to LAD the Publications Com- mittee's statement concerning the J a n u a r y 1960 issue of CRL. A f t e r discussion of Mr. R a l p h Parker's recommendations f r o m the Committee on Organization the Board voted to recommend to the ALA Committee on Organization that ACRL's Committee on the Duplicates Ex- change U n i o n be transferred to the Re- sources and Technical Services Division. It voted to defer action on recommendations for the clarification of the A C R L publica- tions program a n d on the question of the r e t e n t i o n or abolishment of t h e g r o u p des- ignated as A C R L State Representatives. T h e Board approved the Standards for J u n i o r College Libraries a n d recorded its appreciation a n d thanks to the committee members a n d j u n i o r college librarians who prepared the standards. It voted that the standards be promulgated by early publi- cation in CRL a n d t h e distribution of re- prints of them to a p p r o p r i a t e educators a n d librarians. O n the suggestion of Mr. T a u b e r the Board voted a recommendation that provi- sion be made in the budget for CRL for 1960/61 for the publication of a cumulative index of volumes sixteen through twenty. Discussion of the proposed "A Librarian's Code" for librarians revealed extensive dis- satisfaction with the d r a f t presented for con- sideration by the LAD committee. Mr. Grieder was designated by the Board to represent its feelings about the d r a f t to the committee. T h e Board determined that ALA's direct interests in the subjects to be discussed at the W h i t e House Conference on the Aging are thoroughly covered by other divisions' fields of interest a n d that A C R L should not request representation at the conference.
