S o m e f e l t t h a t t h e r e c o m - m e n d a t i o n s s p e l l e d a slow d e a t h t o A C R L b e c a u s e i t w o u l d b e s t r i p p e d of its r e s p o n - s i b i l i t y f o r a c t i o n . A f t e r v e r y c a r e f u l d i s c u s s i o n , t h e A C R L B o a r d of D i r e c t o r s v o t e d t o e n d o r s e t h e 170 COLLEGE AND RESEARCH LIBRARIES Steering C o m m i t t e e ' s r e p o r t . I believe we were all convinced t h a t t h e shift of respon- sibilities to Councils could be t u r n e d to t h e a d v a n t a g e of A C R L because o u r h a n d s w o u l d be f r e e d to tackle p r o b l e m s of g r e a t i m p o r t a n c e . L e t t h e Councils collect o u r statistics a n d r u n t h e b u i l d i n g institutes. W e could t h e n d o m o r e to b u i l d r e a d i n g in- terests, raise m o n e y f o r college libraries, a n d similar matters. Above all, A C R L w o u l d have b e t t e r o p p o r t u n i t y to play a n active role in t h e i n n e r councils of h i g h e r e d u c a t i o n . T h e d e v e l o p m e n t of A C R L is u n c e r t a i n a t this time, b u t so l o n g as it has a d e q u a t e fi- n a n c i a l s u p p o r t t h r o u g h t h e A L A b u d g e t , I d o believe t h e r e o r g a n i z a t i o n provides op- p o r t u n i t y f o r A C R L to d e v e l o p n e w a n d m o r e i m p o r t a n t c h a n n e l s of service to li- braries a n d to h i g h e r e d u c a t i o n . All w h o were p r e s e n t at t h e B o a r d m e e t i n g were impressed by t h e p r e s e n t a t i o n of f u t u r e pos- sibilities by Miss Morsch a n d Mr. Metcalf, b o t h m e m b e r s of t h e Steering C o m m i t t e e , w h o a t t e n d e d on special i n v i t a t i o n . B o t h d i d m u c h to raise eyes f r o m small obstacles a few feet a h e a d to a b r i g h t a n d by n o m e a n s visionary horizon. B o t h in B o a r d discussions a n d in A L A C o u n c i l c o n s i d e r a t i o n of t h e Steering Com- m i t t e e r e p o r t , P r e s i d e n t Vosper played a r e m a r k a b l e role as statesman by p o i n t i n g u p t h e i m p o r t a n t issues a n d a v o i d i n g ju- risdictional a r g u m e n t a n d sectional jealous- ies. H i s l e a d e r s h i p was a m a t t e r of wide c o m m e n t . I t is n o accident t h a t his state- m e n t a p p r o v i n g t h e r e p o r t was used verba- t i m as t h e ALA Bulletin editorial f o r M a r c h . T h e A C R L B o a r d declared itself " u n a l t e r - ably o p p o s e d " to a n A L A Executive B o a r d p r o p o s a l to c o m b i n e t h e ALA Bulletin a n d all divisional j o u r n a l s , i n c l u d i n g C&RL, i n t o o n e p u b l i c a t i o n . F e e l i n g r a n h i g h on this p o i n t . I t is p a r t i c u l a r l y u n f o r t u n a t e t h a t t h e p r o p o s a l was based o n a brief survey of t h e costs of divisional j o u r n a l s a n d t h a t n o k n o w n study has b e e n m a d e of the type of consolidated p u b l i c a t i o n which w o u l d evolve f r o m the merger. Surely n o o n e be- lieves t h a t a c o m b i n a t i o n of seven diverse p u b l i c a t i o n s can r e t a i n t h e best f e a t u r e s a n d coverage of all. Finally, t h e B o a r d a p p r o v e d a r e s o l u t i o n o n the e d u c a t i o n a l role of t h e college book- store. L i b r a r i a n s i n d i v i d u a l l y can d o m u c h to p r o m o t e bookstores which foster b r o a d r e a d i n g interests. T h e r e are m a n y campuses in all p a r t s of t h e c o u n t r y which have n o bookstore worthy of t h e n a m e w i t h i n m a n y miles. T h e r e s o l u t i o n reads: " T h e Association of College a n d R e f e r - e n c e L i b r a r i e s recognizes t h e great educa- t i o n a l role of t h e well e q u i p p e d college bookstore, w h e t h e r u n d e r p r i v a t e or institu- t i o n a l m a n a g e m e n t . T h e Association de- plores t h e lack of a d e q u a t e bookstores o n or n e a r m a n y college campuses, a n d t h e t e n d e n c y to limit bookstore stock t o text- books a n d n o n - e d u c a t i o n a l materials. T h e Association endorses t h e e d u c a t i o n a l con- t r i b u t i o n of those bookstores which p r o v i d e at least modest stock of n o n - r e q u i r e d , worthy books a n d f r e e access to t h e stock f o r exam- i n a t i o n a n d r e a d i n g . J . : T h e library—with a capital L if you wish—is absolutely essential. It is essential to the func- tion of the preservation and transmission of knowledge which is one of the important activi- ties of higher education. It is the most obvious college and university activity, the one you think of first, and a highly important one. It is not the fundamental purpose of higher educa- tion, as I shall show presently, but it is the beginning. We start educating students by bringing them in touch with that which has been learned and preserved for us in the past, and I think it needs no argument to support the thesis that the library must play a vital role in accumulating, preserving and making avail- able this store of knowledge which is the heri- tage of the past. An even more important function of higher education, and one in which the library is at least equally importantly involved, is the de- velopment of new knowledge. T h e methods of different fields vary. Some use laboratory meth- ods, some field research; some rely on textual criticism; some utilize the creative arts. But none would deny that in all scholarly method- ology, the library is central. Every development of research is related to everything else that is known, closely or tenuously. It is the intellec- tual tragedy of the present age that knowledge has become so fragmented that it often seems that there is no synthesis. Here the library can come to the rescue of the overwhelmed and distraught scholar. Finally, the library is vital to the true func- tion of higher education in this day and age— the development in the student of the ability to analyze and to solve problems that cannot even be stated because they have not yet arisen. T h e only thing that we can be sure of with respect to the problems that the students who sit in our classrooms today will have to solve in the years of their maturity is that these prob- lems will be so different from ours that we have no idea of their nature. T h e freshmen who entered this and all other American colleges this year are members of the class of 1959. They will be mostly about 22 years of age when they graduate. T h e assumption of an active life of only 40 years—an unreasonable assumption in view of increasing longevity—brings them to the brink of the twenty-first century, the year 1999. Can anyone doubt that the problems of the 1990's will be at least as different from our problems as these are different from those of the 1900's, to go as far back in history as we have gone forward into the future. It is not the specific facts which were taught and learned in the 1900's, the 1910's, the 1920's, even the 30's and 40's which are being utilized 176 COLLEGE AND RESEARCH LIBRARIES to solve the problems of the present day, and it is not the facts that we are now teaching or will teach in the forthcoming decades that will solve the problems of the f u t u r e . R a t h e r it is in t h e development of habits of study, of re- flective thinking, of fact-finding as contrasted with the acceptance of propaganda and biased and slanted presentations, of critical j u d g m e n t and of ethical, moral and religious standards that we must place our reliance. I am far from saying that it does not m a t t e r what is studied, b u t I am willing to say that it is far more i m p o r t a n t how it is studied t h a n it is what specific material may be included. So to enter into the intellectual heritage and tradi- tion of Western civilization that it may in t u r n so take hold of the student t h a t he can find his way through the perplexities of an unknown f u t u r e is the ultimate purpose of higher edu- cation today. T h i s is t r u e whether we are seek- ing to e q u i p the seminarian rightly to divide the word of t r u t h in circumstances and situa- tions whose n a t u r e he cannot now guess, or whether we are educating a prospective business m a n who has no idea of what services or goods he may in his f u t u r e career be purveying; whether we are seeking to arm the f u t u r e legis- lator with sufficient good sense to deal with f u t u r e problems affecting the general welfare or with the ability to determine how to levy a tax on atomic energy! Such ability to cope with problems as yet un- foreseen is to be developed by marshalling all the resources of t h e college—but surely t h e li- brary plays an i m p o r t a n t part, both in its use by the faculty as a teaching i n s t r u m e n t and in its use by the individual student for his own scholarly explorations. Both are to be encour- aged, for without either, the a t t a i n m e n t of the objective of higher education is sure to be frustrated or at least made excessively difficult.
