In addition to the Drug Administration Law of the People's Republic of China, Chinese herbal medicine production, distribution, pricing, and utilization are under the regulations of different government agencies, such as the Chinese State Food and Drug Administration and the National Development and Reform Commission. In health centers, Chinese herbal medicine revenue represented less than 15% of the total medication revenue. A study showed that only 30,000 TCM doctors in China are still prescribing raw/sliced herbal medicine based on TCM theory and Chinese herbology [9] .
