Having analysed Japan's financial stimulus in responding to COVID-19 response from section 2 to 3, we turn to examine how integrated financial and economic stimulus can foster a rights-based, low carbon, resilient and sustainable recovery. Specifically concerning fiscal countermeasures to COVID-19 and its economic fallout, failure to include climate action risks accelerated global warming.
