The state moved fast because of that by mid-January it had already put in place a strategy to isolate people who showed symptoms in hospitals, to trace their contacts and put them in-home quarantine. At the beginning (first phase lockdown) one active case per 34 tests reported (Fig 5) due to the formidable step was taken by the government. High risk people who were in contact with the positive cases were tracked, and kept in quarantine helped in optimal utilization of the Covid-19 treatment kits. .
