In fact, as Cui Shunji of Zhejiang University points out, since the initiation of reform, at the highest levels, attention has been placed on poverty reduction, the pursuit of a sustainable development model, and China's proposals for constructing a "harmonious society" and a "harmonious world." These goals indicate that China regards the guaranteeing of basic human needs, social justice, and harmony as well as sustainable development as important parts of a continuum of national security (S.
