Common ethics challenges have included the distribution of scarce resources for curing or preventing infection, protection of populations without unnecessarily infringing on individual rights, ensuring that health-care workers fulfill their duties when they and their families are at risk, and ensuring that health-care organizations fulfill their obligations to employees who are taking risks. Three professional perspectives were represented in the drafting of the Public Health Code of Ethics: law, philosophy, and public health practice.
