The locations for the development of RFHs and optimal logistics for the food network must be determined based on various general conditions and, at the time of a pandemic, by considering the entire community as victims affected by it. This model also addressed several uncertainties, such as food demand, food production, and distribution cost uncertainties using robust optimization (RO) that assumes that the uncertain parameters lie in an uncertainty set (Ben-Tal et al., 2009; Gorissen et al., 2015; Yanıko glu et al., 2019) .
