Given that 70 % of the rural population in poor countries is dependent on livestock as working animals to survive (FAO 2002) , the effect of these animals carrying a zoonotic disease can be dramatic, both relative to human health directly, but also as it affects the potential to earn an income. For global infectious disease safety national authorities report to WHO important outbreaks of human disease which have the potential of cross-border spread, under the auspices of the International Health Regulations (IHR) (WHO 2005) .
