Through infrastructure and institution building, in addition to provision of technical assistance, Japan supports and facilitates the development of health systems and sector reforms, thereby reinforcing health development planning and programmes, building capacity and helping to ensure sustainability of infectious disease control. Promotion of public health at the community level Japan has paid special attention to the improvement of basic sanitation, clean water, basic education and primary health care within communities, concentrating on interventions that lead to the reduction of infectious diseases.
