The PHAC report was underpinned by two planning methodologies: scenario planning [4] , which aims to describe the range of plausible futures so that decisions and plans can be robust in the face of uncertainty; and a modified Political, Economic, Social, Technological (PEST) analysis [5] , a framework for identifying macro-level factors in the wider environment that can impact organisations' abilities to function.
