At the end of 2003, Wu Yi, who served as the Vice-Premier of the State Council from 2003 to 2008 and as the Minister of Health from 2003 to 2008, clearly announced her support for a greater role for NGOs in China's AIDS response and endorsed efforts to build a framework for government and NGO cooperation to effectively control and prevent the spread of HIV (CCTV International, 2004) .
