In this study, we develop a rigorous planning tool at the census tract level that examines influential determinants of vulnerability to COVID-19 in 5 broad categories (with 46 variables) that include: 1) access to medical services, 2) underlying medical conditions, 3) environmental exposures, 4) vulnerability to natural disasters and 5) sociodemographic, behavioral, and lifestyle factors.
