We need a massive civilian effort to build the Iraqi Government, like the effort Mr. Chairman, Senator Biden, and distinguished members, I welcome this opportunity to share my assessment of the situation in Iraq and my thoughts on the way The positive developments, which give the Iraqi Government and friends of Iraq real ever government of national unity, with nonsectarian security ministers, agreements on rules for decisionmaking on critical issues Iraq and we will work with the Iraqi Government. So, I think state institutions are being built and a new Iraqi nation also is being born.
