          Shirley Williams, deputy leader and foreign policy spokesperson for the Liberal Democrats in the British House of Lords, will give four lectures this month at the University of Notre Dame. She will be accompanied by her husband, Richard Neustadt, emeritus Dillon Professor of Government at Harvard University, who will give a lecture on the war against terrorism.p.
