The training session is the result of an agreement signed by Attorney General Greg Zoller and Rommel Moreno Manjarrez, the attorney general of the Mexican state of Baja California. Sunday (Sept. 26), Gurulé will speak along with Sen. Richard Lugar on the Rule of Law and the role of prosecutors as Mexico transitions from its colonial-era inquisitorial system of closed, written court proceedings to a more adversarial system of open criminal trials. Monday, Gurulé will address the conference on the importance of maintaining and strengthening the Rule of Law even in the battle against violent organized crime. Gurulé is an internationally known expert in the field of international criminal law, terrorism, terrorist financing and anti-money laundering. He played a pivotal role in developing the U.S. government’s global strategy to combat terrorist financing after the 9/11 terrorist attacks. As Under Secretary for Enforcement in the U.S. Department of the Treasury (2001-2003), Gurulé had oversight responsibilities for the U.S. Secret Service, U.S. Customs Service, Bureau of Alcohol, Tobacco, and Firearms (BATF), Financial Crimes Enforcement Network (FinCEN), Office of Foreign Assets Control (OFAC), and the Federal Law Enforcement Training Center (FLETC). Gurulé also served as assistant attorney general in the U.S. Department of Justice (1990-1992), and as assistant U.S. Attorney, where he served as deputy chief of the Major Narcotics Section of the Los Angeles U.S. Attorney’s Office (1985-1989).
