Garvey Legal scholars from across the nation will convene Thursday and Friday (Dec.4-5) at the University of Notre Dame’s McKenna Hall to discuss the effects of the September 11 terror attacks on the laws of war.p. The symposium, “The Changing Laws of War: Do We Need a New Legal Regime After 9/11?” is being sponsored by the Notre Dame Law Review. It will feature discussions on a wide variety of issues including the Bush administration’s recently advanced doctrine of pre-emptive war, the Patriot Act, the legal status of enemy combatants, the transfer of captured members of al-Qaida between nations, and the relationships between due process and the Geneva Convention.p. Presentations will take place from 9 a.m.-noon and 2-4:30 p.m. Thursday and 9-11:30 a.m. Friday. The Notre Dame Law Review was founded in 1925 and is published five times a year by students of the Law School.
